The leader of the Islamic Group of Kurdistan, Shwan Rapper, Monday, that the envoy of US President to Iraq and Syria, Brett McGurk, will arrive in the province of Sulaymaniyah this evening, while pointing out that the goal of the visit is to discourage opposition parties to boycott the political process.

The movement of change, the Kurdistan Islamic Union, the Kurdistan Islamic Group, the Alliance for Democracy and Justice, the Kurdistan Socialist Party and the Kurdistan Communist Party threatened to boycott the political process in Iraq to protest the rigging of elections and the manipulation of voters' votes.

"The US envoy to Iraq and Syria, Brett McGurk, will arrive this evening, to the province of Sulaymaniyah," he said, adding that "McGork will meet with a number of leaders of the opposition parties, including the Emir of the Islamic Group Ali Babir, tomorrow Tuesday".

He added that "McGork will meet with leaders of parties that threatened to boycott the political process in protest against fraud in an attempt to persuade them to participate and not to withdraw from the political process."

The head of the parliamentary bloc of change Yusuf Mohammed, revealed on Sunday, that his bloc is considering boycotting the political process because of the theft of votes by the Electoral Commission, calling for the judiciary to hold the corrupt Commission.

U.S. in ‘Wait and See’ Position After Iraq Election, Mattis Says

  • May 24, 2018

WASHINGTON --

The victory of Shiite cleric Moqtada al-Sadr’s party in Iraq’s recent election has put the United States in a wait-and-see position, Defense Secretary James N. Mattis told reporters yesterday in Colorado Springs, Colorado.

The secretary was in Colorado to preside at the change-of-command ceremony for North American Aerospace Defense Command and U.S. Northern Command.

“History tells us that all wars eventually end, and the decisions you take following a war -- comparing the United States leadership after World War II, versus what came out of Versailles after World War I -- can set the conditions for the future,” the secretary said, adding that in this case, the United States must first see who is going to be the prime minister, because no party or coalition won enough to govern Iraq on its own.

After World War II

“First, all wars eventually come to an end. By 1948, '49, after the vicious World War II, the Pacific Island Campaign was as vicious a fighting between two nations that's ever been in history,” Mattis said. “We all know what Germany did during World War II with death camps [and] with invasions across Europe.”

And yet, by 1948 and 1949, he said, “we were standing up NATO to defend Western Europe, and we were working with Germany.”

“The Marshall Plan was underway,” Mattis said. “We were [also] working with Japan.” Germany and Japan now are U.S. treaty allies, he noted.

Mattis pointed out that despite the rout of the Islamic State of Iraq and Syria, some terrorists remain in Iraq. “But it was interesting, wasn't it, that in the midst of everything going on next door in Syria, having recently destroyed the ISIS strongholds in Iraq – they are still isolated cells of them, of course,” the secretary said.

A Responsive Government

The secretary reiterated the United States will have to see whether the new Iraqi leaders form a responsive government.

Mattis noted the Marshall Plan was met with initial skepticism.

“People in 1944 were told basically in five years we'll be serving alongside German troops and sending locomotives and railroad tracks to Germany,” he said. “We would have laughed in your face, said that's not going to happen; this is a war to the death. Damn near lost.”

But that's exactly what we did, he noted.

“So wars rub the veneer off all of us and leave the passions really exposed, and now it's time for strategic thinking, for looking to the future, and determining how the Iraqi people can dictate their future,” the secretary said, “not external threats from Iran, not money from Iran, not internal threats from ISIS or other terrorists.

“This is between our two governments, and we'll see what government they end up with,” Mattis said. “So we'll play that forward. It's too early to tell.”

Former US ambassador:  Sadr is involved in sensitive talks that determine the future of Washington's influence in Iraq

May 24, 2018

Baghdad Today

The US newspaper “America Today” on Thursday, in a report that highlights the support of Washington to the leader of the Sadrist movement Moqtada al-Sadr, which seeks to form a new Iraqi government, away from Iran, after winning the list in the first place in the legislative elections that took place on 12 May , While quoting Lims Jeffrey, a former US ambassador to Iraq, said that “Sadr is now engaged in sensitive political negotiations, and the result will determine the future of US influence in Iraq.”

“Moqtada al-Sadr, who emerged as a hard-line Shiite cleric whose followers once waged deadly revolts against US forces in Iraq, now stands out as America’s best hope of curbing Iran’s growing influence in Iraq,” the newspaper said in a report published today. .

“The victory of Moqtada al-Sadr’s party in the recent parliamentary elections is prompting US officials to reconsider the US policy in the country, which has helped more than 5,000 US military advisers defeat a militant organization,” she said.

The report quoted James Jeffrey, a former US ambassador to Iraq, as saying that “Sadr could be irrational but better than the Iranians.”

“The Shiite leader is now engaged in sensitive political negotiations with other factions, and the outcome of those talks, which may take months to determine the future of US influence in Iraq,” Jeffrey said.

“In second place in the Iraqi elections came the list which has close ties with Iran, while the political organization of the current US-backed prime minister, Haider al-Abadi, came third.”

The United States has said it wants to stay in Iraq if the government wants the advisers to continue training the country’s armed forces, but it’s not clear how the new government will look at the presence of US military advisers. ”

“We have a good relationship with the Iraqi government, and we believe we will continue to do so,” State Department spokeswoman Heather Noyart said.

“It is in our interest to continue the march,” said Michael Barbero, a retired army general who served three rounds in Iraq.

“Sadr has distanced himself from Iran, unlike other Shiite clerics and politicians in Iraq, he has established himself as a strong nationalist, but the Iranian-backed factions, which helped defeat a pro-Islamic organization, are still strong forces in Iraq.”

“If we assume that a supporter will not return, the only real question in Iraq is whether Iran will slowly dominate the country,” Jeffrey said.

“Sadr’s political list has not reached the majority and will therefore need to form a coalition with other political parties in Iraq,” the report said.

Jeffrey, according to the report, expressed concern that “political parties that may form a large coalition, may allow groups supported by Iran to enter the government, and thus control of the ministries of strong.”

He predicted that “Abadi remains prime minister if formed Sadr’s list, an alliance with his party any political party prime minister and other parties not linked to Iran.”

“Ebadi still has another chance,” said former Iraqi ambassador to the United States Lukman Vili.

US officials fear, according to the report, that “Iran’s hegemony in Iraq dominates Sunnis, who are a minority in Iraq, but they dominated politics in the country until the overthrow of Saddam Hussein in 2003.

“The politically disadvantaged Sunnis were a major reason why a reluctant organization could control vast areas of Iraq in 2014, and many Sunnis considered the terrorist group to be the bulwark against the Shi’ite-dominated government,” he said.

“Sadr is a strange ally of the United States, whose followers led deadly uprisings against US forces in Iraq in 2004 in Najaf, the holy Shi’ite place in southern Iraq, and years later in Sadr City, a poor Shiite neighborhood, in Baghdad).

“Sadr’s national appeal came from the roots, from the depths, not as a top-down PR campaign,” said Stirling Jason, associate professor at the National Defense College of the United Arab Emirates in Abu Dhabi. “The Iraqis were used to seeing them from their leaders Politicians “.

The top commander of coalition forces, General Ricardo Sanchez, said in 2004, “The task of US forces is to kill or capture Sadr.”

Sadr is the son of a respected Shi’ite religious leader with strong followers, especially among the working class and poor Shi’ites. This appeal was amplified during the parliamentary elections, prompting a strong national message and fighting corruption, whose political supporters were effective in delivering their message.

Middle East: Sulaymani's moves against a new person.

The Euphrates -

Al-Sharq Al-Awsat newspaper reported that the movements of the Commander of the Quds Force of Iran General Qassim Soleimani on the atmosphere of consultations currently underway in Iraq in order to form the largest bloc that will cost the formation of the next government. In contrast, the movements of US Ambassador Douglas Silliaman To meet the various political parties in Iraq and the latest Hadi al-Amiri, the leader of the list of the opening of the factions formed in the popular crowd, including Asaib Ahl al-Haq led by Qais al-Khazali, which Washington recently listed in the list of 'terrorist organizations'.

The official spokesman of 'Asaib Ahl al-Haq and the winning MP in the current elections, Naim al-Aboudi, played down the importance of the meeting that Amiri gathered with the American ambassador. He said that the meeting between the American ambassador and al-Amiri, Is not the first of its kind, because Ameri as a former minister meets with the Americans and others, and therefore we understand such meetings.

But Aboudi stressed that his bloc "categorically rejects the meeting with the Americans under any name, so that the representative of the bloc (Sadiqon), (the political wing of the movement) who was present during the meeting withdrew when he knew the presence of the US ambassador.
"We are apologizing to our brothers and we do not want to force them to take our own positions, but what I want to say is that the Fath Alliance is cohesive; we look for participants, and we excuse each other in some of the positions we disagree with. Serious in helping the Iraqi people '.
"Jaafar al-Moussawi, a spokesman for the leader of the Sadrist movement, Muqtada al-Sadr, said that there are ongoing negotiations between the alliance (s) with other political blocs, likely to be the last ten days of Ramadan in this regard.
"The concept of the patriarchal government put forward by Muqtada al-Sadr means the just state and the application of the law," said Sadr's spokesman, who was ranked first in the last elections. "They will take into account all without discrimination between governorates and without preference, Class on another category '.
"Moqtada al-Sadr is an Iraqi man and his decision is an Iraqi decision," Moussawi said, stressing that he "seeks to repel any external interference in Iraq's internal affairs from any country."
He added that 'there are two trains are heading to form the parliamentary bloc the most', pointing out that 'alliance (s) leads the first train and (a coalition of state law), (led by Nuri al-Maliki) leads the second train'.
Moussawi hinted at 'the impossibility of meeting these two trains at a common point to form a single alliance', indicating that 'this will lead to a collision and disaster'.
He added that 'everyone is currently watching the destination of the trains before making a decision to join one', noting 'the existence of ongoing negotiations between the alliance (s) and political blocs, which yielded data and covenants and charters to form the largest national bloc'.

The United Arab Emirates is trying to isolate Badr Secretary-General Hadi al-Ameri from his Fatah alliance to ensure that factions in the popular crowd, under the coalition, do not arrive in power in the country, the London-based Arab newspaper reported in a report.

The meeting, which brought together Hadi al-Amiri, the leader of the Fatah list, with US Ambassador to Baghdad Douglas Silliman, raised many questions about the ability of Tehran's allies in Iraq to stand firm in the face of continued international pressure.

The newspaper quoted a diplomatic official in Baghdad (not named), that "the United States is trying to isolate the Badr Organization, led by Amiri, the alliance of conquest."

An Iraqi political source said that "the Fatah alliance is witnessing a clear conflict between its leaders on the relationship with the United States." Amiri supports a reasonable openness to Washington in a way that does not anger Iran, while Asaib Ahl al-Haq, The greatest force in the conquest, ie, rapprochement with the United States. "

The newspaper added that "Ambassador Silliman's efforts come to support the plan to prevent the people of the right to influence the political scene, through communication with the largest partner of the movement in the Al-Fath Alliance, Badr led by Amiri."

According to the Iraqi diplomat, who is following the efforts of communication between US representatives and Iraqi leaders, "the new Iraqi government may accept the accession of the Badr Organization, and the removal of the sticks."

The sources said that "the relations between Amiri and Khazali are going through the worst form," as she put it.

The newspaper also quoted informed sources that "the differences between Amiri and Khazali culminated with the first meeting with the American ambassador, while the second release many signs of the decline of the chances of the leader of the Badr Organization in the post of prime minister."

The Iraqis voted last Saturday (12 May 2018) to elect a new parliament. These elections are the first after the defeat of the terrorist "Da'ash" organization, while the Independent Electoral Commission announced that the participation rate in the elections was 44%.
