I really have to conclude that Iraq has lost a huge amount of credibility with other governments of the world. Maybe the countries of the Middle East don’t see it that way, but the rest of the world does for sure. Their lack of progress and continued corruption is appalling to any modern or even half modern country or person. The GOI needs an extremely severe adjustment or nothing will get done. Iraq is currently the land of thieves, liars, and conmen. The CBI is absolutely corrupt and ineffective as a central bank. More of the same blah blah blah and nothing ever changes. The perpetual con.

He called on the veteran parliament speaker to "double the deductions of absenteeism from one million dinars for each session to two million dinars in order to oblige members of the House of Representatives to attend the meetings of the current legislative term, which will end at the end of April."

According to the report, the province of Anbar recorded the highest percentage of governorates with absenteeism reaching 7.45%. Salah al-Din governorate came second with 6.9%, while the governorate of Dohuk was 4.5%, while Wasit governorate was the least absent among Iraqi governorates by 2.6%. , Followed by Muthanna (2.62%) and Babil (2.76%). 
According to the report, "the democratic civil current was the highest percentage of absenteeism among the other entities as it came at 20%, and ranked second, the Iraqi free bloc and the national assembly by 15%, and the third place was the share of the new stream of the new 14%.
The report documented that "women are more committed and present in the Council sessions, where the percentage of absenteeism for women compared to the absence of men is as follows: the percentage of women's absence is 36% and the absence of men is 51%." (The range shows a table of the names of the most absent deputies with the number of meetings that were absent during the legislative term). 
However, the Chairman of the Parliamentary Legal Committee on the achievement of the current parliament achievements, saying that "the last two years enabled the House of Representatives to pass a package of important laws after the study by the parliamentary legal committee," noting "one of the most important laws that initiated is the law of amnesty, Controversial and disobedient laws ".
In August, the House of Representatives voted on the second amendment to the amnesty law that exempted abductions and some of the beneficiaries of the previous amnesty measures. "The most important laws that have been hampered by disagreements between the various parliamentary powers are the Federal Court Law, which was postponed to the next parliamentary session despite its being submitted to the vote," Saadoun said, adding that "all amendments to the laws passed to the next session will be canceled."

Parliamentary culture announces the transfer of laws to the next session

The Parliamentary Culture and Information Committee announced on Sunday the deportation of a series of laws that it prepared for the next parliamentary session.

"The laws prepared by the committee have been deported to the next session, including the Fine Arts Act, the Syndicate of Artists, the Law of the Publishers' Union, the issue of science and the selection of the national anthem," Maysan al-Damluji, head of the committee, told Mawazine News.

She added that "the postponement of the law of the Information and Communications Commission to the next session came because of a conspiracy to invalidate the vote in advance," indicating that "the Commission is still operating without a law and only the order of Coalition Provisional Authority No. 65."

The Presidency of the Parliament has announced earlier, to suspend its meetings because of the lack of quorum and the concern of members to promote the elections scheduled for May 12 next.

"

The Presidency of the Parliament decided to postpone the meeting of the parliament assumed on (17 April 2018) to another notice until the need to convene because of the lack of quorum for the contract.

It is scheduled to hold parliamentary elections in Iraq on May 12 to vote on the selection of members of the Iraqi Council of Representatives in a new session.

If the CBI keeps waiting on the Parliament to pass the HCL before the RV, the RV will never happen in our lifetime.  I think the GOI has proven that.  They are in absolutely no hurry to do anything.  I believe the CBI needs to take the camel by the hump and just RV their currency and then watch the GOI try to hop on along for the ride.  Then you will see those little hairy sphincter tubes get into action.
