Abadi directs Salahuddin operations to complete the return of displaced persons and extend security

Prime Minister Haidar al-Abadi visited the headquarters of Salahuddin operations and met with security leaders in the province.
"All the efforts and sacrifices made in the stages of liberating, stabilizing and reconstructing the province," Abbadi said in a statement to his office. 
"After the victory, we must double the national effort to achieve stability, strengthen citizens' confidence in the state and its institutions, respect the law and eliminate terrorist ideology," he said. 
"The security forces to carry out their national missions with commitment and professionalism and preserve the prestige of the military."
The statement pointed out that "the reality of the province and its requirements were discussed, and Abadi issued directives to provide the needs of the province, calling for the maximum effort to extend security and stability and create conditions for economic and agricultural activity and restore normal life of the province. 
Abadi arrived this morning to Salahuddin province on the third anniversary of its liberation.

Iraqi forces regained control of the northern city of Tikrit from the hands of armed militants calling on April 1, 2016, about a month after the siege.
In the meantime, an Iraqi security source said yesterday that the forces of the Fifth Division of the army, targeted sites of the cells of the organization calling the terrorist, in areas east of the province of Diyala (east).Capt. Habib al-Shammari, in Diyala police, said that during the security operation, forces from the 5th Division of the army targeted positions of cells in Al-Khalawiya district, northeast of Baquba city (Diyala center). Al-Shammari added that the military operation came after receiving intelligence about possible activity of cells in the area. He pointed out that the security forces destroyed a number of bunkers for the militants. In a related context, a tribal source said that a number of families had to leave their homes in the area of the Nada Basin east of Diyala after being attacked by elements of Dahesh.

Going by his statement "development of the economy will be characteristic of the next phase" and reading how great everything is proceeding, I can't see how it wouldn't at this point.  I quite honestly can't see what the delay could possibly be now especially when they are on the last steps of being a major international player.

Thanks Yota....By the sound of this...the audits to decide Art. 140 are either completed...or the results are being evaluated....This being that from what Buzzy said in his reply to the question..."what's left"...His rebuttal was the 'HCL'...the only thing holding the 'HCL' up is the results from Art. 140....

Seems like their last steps are missteps to their next steps.
