Today, the joy of the independence referendum has been replaced by a painful belief that Iraqi Kurdish leaders have waged a self-rule for which they have fought a fierce war that their region has enjoyed since the 1991 Gulf War.

Interviews with dozens of Kurdish voters showed they were frustrated after their independence bid failed and some said they would not vote.

"I do not want to participate in this election," said Gulala Jaber Abdullah, a 38-year-old teacher in Sulaymaniyah. "We have seen little of the two parties in the government for 27 years."

There is not much enthusiasm for the elections among the Kurds, but in the city of Kirkuk, mixed races, the election campaign is everywhere. Candidates' banners dominate all available public spaces. In Kirkuk, 458 candidates compete for only 13 seats, indicating the importance of elections.

Whatever the outcome of Saturday's election, Kurdish MPs who will go to Baghdad will have a heavy task of repairing deteriorating relations with the federal government after the referendum on independence.

The relations with Baghdad were somewhat warmer in March when Abadi lifted a ban on international flights to Iraqi Kurdistan and paid part of the salaries of government employees.

But negotiations over oil exports and revenue sharing have been stalled since then, exacerbating Kurdish debt problems and lack of funding to pay salaries three years after the province's share of the federal budget was blocked due to a dispute over oil sales.

The Kurds were more understanding of the austerity measures when they were described as a necessary step on the road to independence. When this effort collapsed, there was a growing sense of resentment.

"Every year we lose a few months' salaries," said a customs officer in the Kurdistan region.

The officer tries to get an extra return by helping his father at a shoe store in the main market in Erbil.

"Life is very difficult."

In March, thousands of government workers protested against salary cuts, including for the first time protests in Erbil and Dohuk, strongholds of the Kurdistan Democratic Party (KDP), and the protests were met with violent security crackdowns in which five people were killed.

"Democracy is only in the whole world," said Abu Ghayeb, a longtime supporter of the Kurdistan Democratic Party in Erbil.

He expressed his "anger at the Kurdish leadership to the point of preventing him from voting again."

"We remain poor ... but they become richer, so how corrupt?" He said, a retired police officer completing his modest monthly retirement money by selling simple roadside jewelry.

 

* Turning to voters

Saleh's coalition of democracy and justice is likely to take advantage of this wave of discontent, and his election message confirms a purge of corruption that tarnishes the ruling parties.

While the Patriotic Union of Kurdistan (PUK) and the Kurdistan Democratic Party (KDP) retain widespread support, many voters told Reuters they would change their party affiliations this year after they had received Saleh's message.

"Dr. Barham is a good person and respects everyone," said Naeem Mohammed Aziz, 36, a taxi driver in Erbil who belonged to the Islamic Group in Kurdistan. "The government no longer cares about us. We need a new person."

In the strongholds of the Kurdistan Democratic Party (KDP), banners are in danger of ripping hours after being suspended, which supporters consider positive.

"This means that the two ruling parties feel threatened," said Mohammad Raouf Mohammed, a former minister of commerce in the Kurdistan government.

The New Generation movement also shook the foundation, and its main candidate, Raboun Marouf, was beaten during a campaign conference in Erbil this week.

The party has mobilized some supporters, especially young men who are enthusiastic about his message of change.

"We young Kurds want to support this movement to help rebuild Kurdistan," said Aras Anwar, a 20-year-old campaign volunteer.

But others are running out of patience. "I can not wait 10 years for change," said Sulaimaniyah's teacher, Golala.

"It does not matter whether we participate in the elections or not," Anwar said. "Our votes will not make a difference."

The special voting process began on Thursday morning for all types of armed forces in Baghdad and the provinces, in addition to the Iraqi elections abroad, while starting on Saturday, the general elections for all Iraqis.

The elections are contested by 320 political parties, coalitions and electoral lists, distributed as follows: 88 electoral lists, 205 political entities and 27 electoral alliances, through 7,367 candidates.

The parliamentary seats are distributed to the 18 Iraqi governorates according to their respective census. Baghdad receives 71 seats, Ninawa 34, Basra 25, Dhi Qar 19, Sulaymaniyah 18, Babil 17, Erbil 16 and Anbar 15.

Saleh insisted that the agreement be based on respect for citizens' rights, the rule of law and the protection of community peace.
The leader of the Kurdistan Democratic Party Massoud Barzani has launched a call last Ramadan for Kurdish parties and parties to form a unified coalition in Baghdad to defend the rights of the people of Kurdistan with one position and one vote.
