"The majority of the controversial laws will go to the next session because of the lack of political consensus on them, as well as the difficulty of holding a full session of the quorum within the dome of the parliament not to attend the majority of members of the House of Representatives because of concern about the upcoming election campaign "He said. 
He added that "most of the laws are broken by a political dispute between the political blocs, and did not reach an agreement during the last period, how to vote on it and there is no agreement by all on it."
Al-Baiji said that "the previous two sessions became almost known that the laws that have not been passed and there is a political dispute postponed throughout the life of the parliamentary session and then go to the next session and this is the case as a result of the so-called government partnership or political consensus that brought us to what we are." 
"We have a number of laws, such as the oil and gas law, the Federal Court, the Federal Service Council and others. There is no objection to it, so it will not be passed," he said. 
Al-Baiji said, "Talk about passing controversial laws during the remainder of the life of the House of Representatives is merely an informational talk to the Presidency as it is well aware that it is impossible to pass controversial laws without consensus."

Like everything the do - talk endlessly about the topic wasting time and energy: then the slow roll and build up - garner more excitement about the urgency or crisis that’s developing - then bring it all to fever pitch - and then — drum roll please - POSTPONED due to lack of Quorum, pushed to next session - and repeat the cycle continuously offering up pathetic excuses all the while drawing a paycheck and accomplishing F*^K ALL !

The slum file is one of the most complex files, because random housing has become a huge pressure on development, services, security and social structure, if we know that there are about 3.5 million people living in slums in all provinces, including Baghdad, which includes more than 1000 random.

Such a danger requires radical solutions and solutions that contribute to ending the phenomenon and preventing the emergence of new slums. In order to lay the sound foundation for solving this pressing problem, it requires the enactment of an integrated law based on field studies and surveys. 
In the framework of the treatments, the House of Representatives received two bills of law, the first submitted by a number of deputies, and the second presented by the government, prepared by the Ministry of Planning in coordination with the United Nations Human Settlements (Habitat).
The second wants the government's law as stipulated by the constitution that the bills must come from the government, and between the two teams appeared a third team called for merging the two laws with one law , Without knowing that this merger will lead to the birth of a distorted and hybrid law, but it seems clear that the issue will go to the next session .. Until then let us take a look at the law submitted by some deputies.
We will note in this law a lot of problems, it does not address the problem, but exacerbates it because the solutions that came out are not radical solutions and not sustainable, because it depends on the principle of ownership of the transgressors on land owned by the government, and 88% of the slums originated in government land, Is located within the basic design of cities and is intended for housing exclusively and at the real price of the land after extinguishing 35% of the total value, without specifying why this proportion specifically.
The draft law did not specify any mechanism to prevent a new and large wave of abuse during the period between the preparation of the ratification and its entry into force, even during the implementation phase, and the draft of any reference to the treatment of permanent, did not specify a specific date to differentiate between slums to be addressed and those Which will appear later and therefore did not put a text that indicates the removal of excesses that will arise after its entry into force, which gives the green light to the phenomenon of excesses and the emergence of more slums. 
The bill allows for real estate ownership up to 300 square meters, which is a large area, and this area can be larger, especially in the areas and districts may reach more than 500 square meters, and ordered such an example would be equivalent to the surpasser to overcome.
Moreover, the draft law provides for the sale of agricultural land to its occupants in excess of the residential use after the removal of the rights of the bank without setting a time limit. In this process, the legitimacy of the informal settlements, and implicitly allow the creation of new infringements, which will be reflected in the implementation of the basic designs Of cities and the rights of municipalities in these lands and thus disrupt urban development and encourage further abuses. 
Hence the need for an integrated law that addresses the problem in a sustainable way. Such a solution was guaranteed by the draft law submitted by the government to address the housing abuses that comes within the framework of an integrated roadmap for the rehabilitation and settlement of random housing communities throughout Iraq. Direct ownership over 25 years.
And thus has the flexibility to allow the government time for urban processing and urban planning and developed and prevent future abuses after the date of 
31 - 12 - 2016 defined a separation between the slums that can be addressed and rehabilitation, and those that arise after this date and will be removed as a violation And satellite images have been used to locate the slums located within this date. 
The principle of long-term rent is also a financing source for the private fund to finance projects for the treatment of random housing in addition to other sources represented by international grants or what is allocated annually within the framework of the general budget of the state, stressing that the amounts paid by the tenant are settled from the sale amount after the ownership of housing units To ensure the rights of the people, and to prevent any new violations after the entry into force of the law and provide adequate housing for slum dwellers.

It is noteworthy that the Presidency of the House of Representatives decided, Saturday (April 7, 2018), held its meeting on Tuesday.
