Council of Representatives, Tuesday, held its 14 headed by Salim Jubouri, while the session includes reading a number of laws. 

A parliamentary source said in an interview for Alsumaria News, "The House of Representatives resumed, today, held its 14 headed by Salim al-Jubouri." 

The source, who asked not to be named, said that "the session includes a number of reading and discussing a number of important laws."

A parliamentary source told Mawazine News that "the council has completed the first reading of the proposed amendment to the Financial Control Bureau," noting that "the first reading of the proposal of the Science Academy Law was completed."

He added that "the parliament also ended the first reading of the proposal to protect the employee, and the first reading of the law of the Union of Iraqi businessmen."

Parliament ends six laws, most notably amnesty for tax sanctions
(Baghdad: Al Furat News) The House of Representatives resumed its session on Tuesday, after the quorum of the meeting in the presence of 170 deputies.
The Council of Representatives ended the first reading of the proposed law of the first amendment to the law of the annexation of the Judicial Institute to the Supreme Judicial Council No. 70 of 2017, the first reading of the proposed law of the Office of Financial Supervision No. 31 of 2013, and the first reading of the proposed law of the first amendment to the law of the Scientific Council. 
The House also completed the first reading of the proposal to protect the legal officer, the first reading of the draft law of the Union of Iraqi businessmen, and read, report and discuss the draft law amnesty of tax penalties.

The House of Representatives ended on Tuesday the first reading of six laws, including the amnesty laws of tax penalties and the National Authority for Culture and Arts.

A parliamentary source told Mawazine News that "the council completed the first reading of the proposed amendment to the first law to include the Judicial Institute to the Supreme Judicial Council, and completed reading, report and discussion of the draft law amnesty from tax penalties."

"The parliament has also completed the first reading of each report and discussion of the draft law on collecting the equivalent of state-owned land for non-agricultural purposes and to report and discuss the proposal of the Olympic Committee's law," the source added.

He pointed out, "the completion of the first reading of the report and discussion of the proposed amendment law to the law of the inclusion of health professionals No. 6 of 2000, and the completion of the first reading of the law of the National Authority for Culture and Arts".

In the name of the people ... Presidency .. Based on what was approved by the Chamber of Deputies and approved by the President of the Republic and in accordance with the provisions of Article III of Article 22 and Article I of Article 61 and Article III of Article 73 of the Constitution, No. (2018) Iraqi Businessmen Union Law Chapter One Definitions, establishment and objectives
Article 1 The following terms for the purposes of this Law shall have the meanings ascribed thereto: The Union: The Iraqi Businessmen Association. General Assembly: All members of the Union in all of Iraq. Board of Directors: It is the supreme executive authority of the Union and elected by the General Assembly. The board of directors of the branch or territory: the supreme executive authority of the Union within the province or region. President: President of the Union
 
Article 2 - Under this law, a consortium is established in the name of (Iraqi Businessmen Union). Its members include women and businessmen in Iraq who practice various economic activities and have their headquarters in Baghdad and the Union to open branches in governorates, regions and regional centers outside Iraq whenever needed.
 
Article 3 - The Union is an economic organization with a moral personality and has the right to own movable and immovable property in order to achieve its objectives, represented by the President of the Union or whoever is vested in it.
 
Article 4 - The Union aims to: First: To achieve positive communication and cooperation between businessmen in Iraq on the one hand and between them and businessmen on the Arab and international levels through the available means, including holding seminars, conferences and economic meetings inside and outside Iraq and participating in them and providing various economic researches to strengthen them. Second: Achieving development and strengthening economic capabilities through the means available to serve the national development and encourage and support the establishment of investment projects and programs. And strive to participate in the realization of development policy and overcome all the difficulties faced by businessmen. Third: Enhancing the capabilities of businessmen through the means available, including providing information and raising the level and capabilities of businessmen through the establishment of scientific, economic and commercial courses commensurate with the scientific and civilized progress. Fourth: Defending the rights of members of the Union and seeking to resolve differences that may arise between members and the formation of arbitration committees for this purpose. Fifth: Providing specialized services in the economic and commercial aspects through the means available, including the establishment of commercial, industrial and agricultural centers to provide the best technical services in their field of specialization and the promotion of national products and raw materials in terms of imports and exports in a competitive manner away from all means of fraud and fraud. Sixth: To contribute to the preparation of technical studies for the protection of industrial and commercial products in Iraq and propose treatments aimed at developing economic and development activities to achieve its objectives and participate in the formulation of economic policies and provide technical advice to state institutions. Seventh: Coordination with other local, Arab and international economic associations and organizations with a view to strengthening national economic capacities. Chapter II Terms of membership and reasons for termination
 
Article 5: First: A member of the Union must be an Iraqi, an Arab or a foreigner residing in Iraq and a person who has completed the age of twenty-five years of age and may be excluded from the requirement of age by a decision of the Board of Directors. Second: To be the owner of a company or a commercial or industrial or agricultural or tourist or cultural or financial or from contractors and commercial offices and consulting and transport and investment companies, information and communications and any other specialties of the business community. Third: He should not be sentenced to a felony or a misdemeanor that violates honor.
 
Article 6 The Board of Directors shall have the right to grant honorary membership to any person who has performed a great service for the Union or the Iraqi Business Community. He shall not be entitled to stand for election to any position in the Union and shall be exempt from membership fees and participation.
 
Article 7 First: The request to belong to the Board of Directors shall be accompanied by the required documents and the Board shall decide on it within fifteen (15) days from the date of submission. Second: If the Board of Directors does not decide on the request within the period specified in item (IV) of this article, the application shall be considered acceptable. Third: A person whose application has been rejected may appeal to the Court of Appeal in its discriminatory capacity in the area where the Union is located within 30 days from the date of notification.
 
Article 8 First: Membership of the Union shall be canceled in the following cases: 1. Death or withdrawal from membership of the Union. 2. Member's violation of the laws, regulations and instructions of the Union. Second: A person who has been removed from his membership as stated in paragraph (2) of Article (1) shall be entitled to appeal to the Court of Appeal in its discriminatory capacity in the area where the Union is located. Chapter III Union Formations
 
Article 9 First: The General Authority: It is the highest authority in the Union and consists of all members of the Union who have fulfilled their financial obligations and are competent to: 1 - Election of seven members of Baghdad in the Board of Directors and members of the Board of Directors of the branches 2 - Discuss and approve the general policy of the Union. 3 - Adoption of the rules of procedure of the Union and proposals for laws prepared in the Board of Directors 4. Discuss and adopt the annual budget of the Union and its branches for the coming year. Second: The Board of Directors 1. The Board of Directors consists of the heads of the branches' boards of directors and (7) seven members of the Union from Baghdad and constitutes the highest executive authority in the Union. They are required to have at least a first or intermediate university degree. 2. The Board of Directors shall meet for the election of the President of the Union, his deputy, the Secretary General and the Secretary of Finance and shall distribute the tasks among his members in the first session after the elections. 3. The periodic meetings of the Board of Directors and its terms of reference and the relationship with the Board of Directors of the branches shall be determined by an internal system proposed by the Board of Directors and approved by the General Assembly. Third: The Board of Directors of the Branch: It consists of (7) seven members elected by the members of the General Authority of the branch or region and elected, including the Chairman of the Branch Council and his Deputy and the Secretary of Finance and distribute the tasks among its members in the first session after the elections. Fourth: The Boards of Branches and the seven members of Baghdad shall be elected to the Board of Directors under judicial supervision.
 
Article 10 - First: The duration of the electoral cycle is set at four calendar years. Second: The Union shall hold an annual meeting of the General Assembly to discuss the annual budget of the Union and the subjects proposed by the Board of Directors Third: Meetings of the Board of Directors and Councils of Branches shall be held by an absolute majority of its members and shall take its decisions by a simple majority of the number of attendees.
 
Article 11: The President of the Union shall preside over the meetings of the Board of Directors and the meetings of the General Assembly and shall administer the Union and present it to the judiciary or the official and non-official bodies Second: The President of the Union may delegate some of his functions to his Deputy. Thirdly, the Vice-President shall serve as Chairman in his absence or unable to carry out his duties. IV. If the position of the President of the Union becomes vacant, the Vice-President shall assume his duties and shall invite the Board of Directors to an extraordinary meeting within a period of not more than two months for the election of the President for the remainder of the session if such period is more than six months. V. The President of the Union may be elected for two consecutive terms only. the fourth chapter Financial provisions
 
Article 12 First: The resources of the Union shall consist of the following: 1. Membership fees, annual membership fees and service fees. 2. Income derived from the investment of his funds. 3. Donations, donations, grants, wills and waqf according to law. Second: The Union shall have the right to provide aid and financial aid with the approval of the Board of Directors. Third: The financial resources of the Union shall be entered into special registers and disbursed by exchange orders in accordance with the instructions prescribed by the rules of procedure. Fourth: The accounts of the Union shall be subject to the supervision and audit of the Financial Control Bureau and its final accounts shall be approved by the Board of Directors. Chapter V General and final provisions
 
Article 13 The Board of Directors shall have the right to form specialized committees to facilitate its work and implement its programs and activities.
 
Article 14 First: The member shall abide by the labor and conduct standards provided for in the Federation's Bylaws and the payment of membership and participation allowances. Second: Non-members of the Union shall be subject to the provisions of the Labor Law No. (37) for the year 2015 and the Pensions and Social Security Law No. 39 of 1971. Third: The Board of Directors may regulate the rules of service and discipline of its members under an internal regulation or within the rules of procedure.
 
Article 15 The current Union shall be in force before the coming into force of this law. The Board of Directors and its branch councils shall continue their work until the elections are held in accordance with the rules set forth in this Law and the bylaws of the Union.
 
Article 16 - Elections shall be held by secret ballot. The rules of procedure shall specify the documents and documents to be provided to the candidate for membership as well as the mechanism of work of the preparatory committees supervising the elections.
 
Article 17- This law will be effective once it is published in the formal newspaper. House finishes reading eleven laws (expanded)
(Baghdad: Al-Furat News) The House of Representatives ended its regular session 14, which was resumed under the chairmanship of Dr. Salim Jubouri, Speaker of the House of Representatives and the presence of 170 deputies on Monday read eleven laws.
A statement by the Information Department of the House of Representatives received the agency {Euphrates News} copy of it today, "At the outset of the meeting, the President of the Council condemned any attack on the deputies, referring to the attack that took place MP Kamel al-Ghurairi, directed by the Legal Committee to follow up the incident. 
The Council ended the first reading of the proposed law of the first amendment to the law of the annexation of the Judicial Institute to the Supreme Judicial Council No. 70 of 2017 submitted by the Legal Committee for the purpose of correcting the amended articles and provisions referred to in the law and handling cases of death for students of the Judicial Institute.
The Council completed the first reading of the amended Law No. 31 of 2011, submitted by the Legal Committee to activate anti-corruption mechanisms and extending the powers of the Financial Control Bureau to crimes committed in unions, 

After that, the Council completed the first reading of the proposed law of the first amendment to the law of the scientific complex and submitted by the Legal Committee, which aims to provide justice to the staff of the Academy as their peers from the staff of Iraqi universities as equal rights and duties. 
The Council completed the first reading of the proposal of the Protection Act legal officer and provided by the Legal Committee to facilitate the completion of the functions of the legal officer in the defense of the rights of the state and protect it from the risks suffered in the performance of his duty.
The Council also concluded the first reading of the draft law of the Union of Iraqi Businessmen, submitted by committees of civil society, economy, investment and legal institutions to support the private sector, develop the Iraqi business community, organize the activities of businessmen and businessmen in the field of investment, support the national economy and contribute to sustainable development and localization of industries to invest the primary resources and available human resources. In the interventions of ladies and gentlemen MPs MP Riad Ghraib stressed the importance of the law because it repeals the law of the former Olympic Committee, which gives arbitrary powers to its former president, noting that the legislation of the law will give the Iraqi government an opportunity to support sport.

MP Hassan Khalati said voting on the law would contribute to the development of sports in Iraq.

In its response to the interventions, the committee stressed the importance of speeding up legislation to serve the Iraqi sport.

The Council completed reading and discussing the report of the proposed amendment of the second law of the law of the inclusion of health and medical professionals No. 6 of the year 2000 submitted by the Health and Environment Committee.

The Council completed the first reading of the proposed law of the National Authority for Culture and Arts submitted by the Committee on Culture and Information.

The Council completed the discussion of the proposed law amendment law of the Independent High Electoral Commission and submitted by the Legal Committee.

 

It was then decided to adjourn the meeting until next Thursday 15/3/2018.

Good morning Yota and Butifldrm, I/we sure do appreciate all the articles you bring for us here in DV. 

Concluding the reading of 11 laws is outstanding, I believe their is a sense of urgency to bring these important elements to a close. Looks like Iraq could be on the verge of an increment in their credit rating, and, to have these elements in place must be fundamental in order to do so. 

We are for sure in exciting times, and with that being said, Abadi’s 2nd term I believe is also a guarantee with the icing on the cake being an increment in the value of the IQD :eyebrows:
