BAGHDAD, March 9 (Xinhua) - Prime Minister Haider al-Abadi issued a decree to adjust the situation of the Popular Army fighters.

 

 

 

According to the statement issued by the office of Abbadi, "Recollection and pride of the fatwa of the Islamic Jihad, which was launched by the supreme religious authority represented by His Eminence Grand Ayatollah Ali al-Sistani in his Friday sermon, 14 Sha'ban 1435 AH, 13 June 2014, (II / 4) of the Law of the People's Assembly No. (40) for the year 2016 and the Diwani Order (91) for the year 2016, we decided to issue the following regulations:

 

 

Article (1) The following terms shall have the meanings assigned to each of them:

Third: The combatant: The person who has the rights of the career rank equivalent to the ranks of officers of the rank of lieutenant and above, which enables him to perform duties and exercise the powers approved by the laws in force and the Council of Ministers Resolution No. 177 of 2010.

 

 

Fourth: Volunteer: The person who has the rights of the career rank equivalent to the ranks of rank from the rank of soldier to the rank of deputy officer excellent degree, which enables him to perform duties and exercise the powers approved by the laws in force and the Council of Ministers Resolution No. (177)

Second, the positions of the titles referred to in Article 2 shall be determined first by the adoption of a distinctive color plate indicating the position and attached to the right side of the chest and specified in colors and forms by the Chairman of the Commission and with the approval of the Commander-in-Chief of the Armed Forces.

 

 

A - The members of the popular mobilization body shall be accommodated in accordance with the headings mentioned in Article 2 - first in the positions occupied by them in accordance with the organizational structure and the transfer of those who are entitled to retirement according to the laws in force.

Fourth: The volunteer accepts the service in the form of popular mobilization according to the following conditions:

 

 

A - To be Iraqi.

 

 

B - The volunteer is not less than (18) years (eighteen years) and not more than (25) years (twenty-five years) of the volunteer in the technical and not more than (30) years (thirty years) of the volunteer in other categories.

 

 

C) To have good morals and good reputation and conduct.

 

 

D - To be satisfied with the conditions of fitness and health safety.

 

 

(E) Is not sentenced to a felony or a misdemeanor that violates honor, terrorism crimes or crimes against the internal and external security of the State.

 

 

And (f) have at least a primary school certificate.

 

 

Article (3): Those who do not meet the conditions of the fighter and the volunteer shall be accommodated within the civil cadres of the Popular Mobilization Authority. The Civil Service Law No. 24 of 1960 (Amended), the State and Public Employees Law No. 22 of 2008, State No. 14 of 1991 (amended).

 

 

Article (4) First: The volunteer fighters shall be promoted in accordance with the provisions of the Military Service and Retirement Law No. (3) of 2010 (amended).

 

 

Second: The members of the popular mobilization body mentioned in Article (1) shall be granted their financial benefits as their counterparts in the Ministry of Defense and in accordance with the laws in force.

 

 

Third: The popular crowd shall be accepted in the colleges and military institutes in accordance with the regulations adopted in these colleges and determine the percentage of admissions in coordination with the Ministry of Defense and according to the needs of the Commission.

 

 

Fourthly, a person who holds the post of formation and above is required to be a graduate of the courses of the College of Command or the Staff College of the Ministry of Defense. The positions of these officials shall be with the approval of the Commander-in-Chief of the Armed Forces and he shall have the right to exempt those who do not meet the above conditions. Third: The Chairman of the Commission may issue additional supplementary regulations to facilitate the implementation of the provisions of the laws in force after obtaining the approval of the Commander-in-Chief of the Armed Forces, in a manner not inconsistent with the law.

 

 

Article (6) The provisions of the Military Service and Retirement Law No. (3) of 2010 Amended and the Military Penal Code No. (19) of 2007 and the Law of Military Criminal Procedure No. 22 of 2016 and the Civil Service Law No. (24) of 1960 (amended) (9) for the year 2014 and the Law on the Salaries of State Employees and the Public Sector No. (22) for the year 2008, as amended, while no special provision is included in these regulations.

BAGHDAD (Reuters) - Iraqi Prime Minister Haider al-Abadi issued a decree on Thursday formalizing the inclusion of Shi’ite paramilitary groups in the country’s security forces.

According to the decree, members of the Shi’ite militias, an assortment of militia groups known collectively as the Popular Mobilisation Forces (PMF), which are mostly backed and trained by Iran, will be granted many of the same rights as members the military.

Paramilitary members will be given equivalent salaries to those members of the military under the Ministry of Defense’s control, the decree said. They will also be subject to the laws of military service and will gain access to military institutes and colleges.

The decree had been expected for some time and comes two months ahead of a high-stakes general election. The PMF commands popular support among Iraq’s majority Shi’ite population and is expected to sway voters.

Tens of thousands of Iraqis heeded a call to arms in 2014 after Islamic State seized a third of the country’s territory, forming the PMF. The paramilitaries supported Iraq’s military in ejecting Islamic State from areas the militants overran in 2014, when Iraqi military and police divisions deserted en masse.

Iraq declared victory over the militants in December, but the militias, estimated to comprise more than 60,000 fighters, are still deployed in many of the predominantly Sunni areas which saw heavy fighting during the three-year war to oust Islamic State.

Iraq’s parliament passed a law in 2016 to bring the PMF into the state apparatus, with the militias reporting directly to the prime minister, who is a Shi’ite under Iraq’s governing system.

 

Iran has a clear hand in coordinating the PMF leadership, which frequently meets and consults with Qassem Suleimani, the commander of the Quds Force of the Islamic Revolutionary Guard Corps (IRGC).

In October, U.S. Secretary of State Rex Tillerson said it was time for the Iran-backed militias “to go home” as the fight against Islamic State was winding down.

Shia marja Ali al-Sistani shared a Fatwa that forbids prosecuting major corrupts in Iraq, considering them 'believers in Allah' and it is not right to defame them.

Media reports cited Sistani saying that exposing corruption is an attempt to discourage citizens from taking part in the upcoming elections.

Sistani said that such attempts confuse citizens and defame public figures, especially politicians like Nouri al-Malki, Ammar al-Hakim, Hussain al-Shahristani, Ibrahim al-Gaafari and Abbas al-Bayati.

 

Looks like this is stopping the Prime Minster from getting to Malki and his corruption.

Now why is this not surprising, corruption from the top down. No wonder Iraq is in the top 5 of most corrupt countries in the world. I guess when your top clergy is as corrupt as Maliki it explains why nobody’s being hung for these crimes...

According to the decree, members of the Shi’ite militias, an assortment of militia groups known collectively as the Popular Mobilisation Forces (PMF), which are mostly backed and trained by Iran, will be granted many of the same rights as members the military.

Paramilitary members will be given equivalent salaries to those members of the military under the Ministry of Defense’s control, the decree said. They will also be subject to the laws of military service and will gain access to military institutes and colleges.

 

The decree had been expected for some time and comes two months ahead of a high-stakes general election. The PMF commands popular support among Iraq’s majority Shi’ite population and is expected to sway voters.

Tens of thousands of Iraqis heeded a call to arms in 2014 after Islamic State seized a third of the country’s territory, forming the PMF. The paramilitaries supported Iraq’s military in ejecting Islamic State from areas the militants overran in 2014, when Iraqi military and police divisions deserted en masse.

Iraq declared victory over the militants in December, but the militias, estimated to comprise more than 60,000 fighters, are still deployed in many of the predominantly Sunni areas which saw heavy fighting during the three-year war to oust Islamic State.

Iraq’s parliament passed a law in 2016 to bring the PMF into the state apparatus, with the militias reporting directly to the prime minister, who is a Shi’ite under Iraq’s governing system.

 

Iran has a clear hand in coordinating the PMF leadership, which frequently meets and consults with Qassem Suleimani, the commander of the Quds Force of the Islamic Revolutionary Guard Corps (IRGC).

In October, U.S. Secretary of State Rex Tillerson said it was time for the Iran-backed militias “to go home” as the fight against Islamic State was winding down.
