The Kurdistan Regional Council of Ministers began a meeting on Sunday to discuss the government's stance on the adoption of the federal budget law 2018. 

The head of the Kurdistan Regional Government, Nechirvan Barzani, is scheduled to meet and make a press statement after the meeting to announce its results. 

On Saturday, the Iraqi parliament approved the federal budget bill worth 77.5 billion dollars with a deficit of 11 billion dollars, amid the boycott of Kurdish deputies who objected to reducing the proportion of Kurdistan Region in the budget from 17 to 12.6 percent.

The Kurdistan Regional Government President, Nigervan Barzani, Sunday, that the share of Kurdistan from the federal budget is not enough to pay the salaries of employees, pointing out that the central government did not implement its promises to the Kurds, despite our frequent meetings with Prime Minister Haider Abadi. While stressing that Baghdad has not implemented its agreement with Erbil on the export of Kirkuk oil across the region.

Barzani said, during a press conference followed by / Mawazin News /, "The provincial government regrets the adoption of the budget without taking the demands of the Kurds into account," pointing out that "the quota allocated to Kurdistan in the budget does not secure the salaries of employees."

He added that "Arbil will not be able to pay the salaries of employees through this budget, even through the system of saving," noting that "the political process is not owned by an Iraqi component or component without the other and the people of Kurdistan is a key component."

Barzani said that "the citizens of the people of Kurdistan very much hoped the promises of the Iraqi government, but to no avail." He told the Kurdish people: "You must know that we have done everything we can and we have done everything to Baghdad according to the constitution.

He explained that "his meetings with Abadi in Davos and Munich were serious meetings," stressing that "it is difficult to solve all problems before the elections," echoing saying "We have put on Ebadi to solve the problem of salaries and airports before the elections and the rest of the files after the elections."

The President of the Government of the Territory, that "dialogues continue with the Iraqi government, for the benefit of the citizens of the region," and expressed the hope "to reach a solution with Baghdad to reopen airports."

He pointed out that "the amounts obtained by the provinces of its revenues and will be distributed as salaries to employees," stressing the "importance of a law in the Parliament of Kurdistan for the holding of special elections in parliament."

Barzani said that "there is an agreement between Baghdad and Iran to export Kirkuk oil through tankers to Iran," accusing Baghdad of "arguing many arguments in the issue of salaries and disbursement."

He pointed out the President of the Kurdistan Regional Government, that "Baghdad agreed in principle to export Kirkuk oil across the region, but in practice this has not been implemented so far."

Let's  see the Kurds wanted 22% way back when and Malaiki jerked them around.  Then it went 17% and the Kurds weren't happy because they wanted 17% plus war expenses.  Then it went to 15% and they weren't happy.  Now they are at 12% because the IMF says so.  The IMF just forced the Kurds into a corner because no amount was ever going to be a good amount.  Once Maliki was out there were no more excuses for participating they just became obstructionist because they want to keep their hand in the proverbial cookie jar.

I hate politics. So I don't like trying to figure it out either. It all seems borderline insanity to me. But look at what the budget says about Kurdistan region.... 

 

Article 9 1- The share of the Kurdistan Region shall be determined from the total actual expenditures set out in Table D (Expenditures Ruling) attached to this law according to the souls of each governorate and paid by the Federal Ministry of Finance and with the approval of the Prime Minister. 
Second, the share of Kurdistan Region is determined by the total actual expenditure (current expenditure and expenditure of investment projects) according to the souls of each governorate after exclusion of sovereign expenditures.
Article 10 - First - the settlement of the receivables between the Kurdistan region and the federal government for the years 2004 to 2017 after audit by the Federal Audit Bureau by calculating the share of the provinces of the Kurdistan region in light of the actual expenses of previous years shown by the final accounts approved by the Federal Audit Bureau. 
The Kurdistan Regional Government shall commit to export at least (250,000) barrels (250 thousand barrels of crude oil) per day of crude oil produced from its fields for marketing through the company (Sumo) exclusively and receive revenues to the federal public treasury. 
B - A proportion of the allocations of the federal ground forces of the Iraqi army to the salaries of the Peshmerga forces according to the population ratios of the said forces as part of the Iraqi security system.
C - When the Kurdistan Region does not pay the federal revenues received to the federal public treasury or non-implementation of the provisions of paragraphs (a, B) of this item, the Federal Ministry of Finance to deduct the share specified under the items (I, II / A, B)of this article is conducted Calculate the computation later. 
D - The ministries of finance and oil federal to calculate the amount of oil exported from the fields of Kirkuk outside the framework of the company Sumo for the period from 2014 to 2017 and determine the percentage of petro-dollars that belong to the province of Kirkuk and a set-off with the amounts given to the Government of Kirkuk for the period above after the audit of the Office of Federal Financial Supervision and The debt of the petrodollar debt on the Kurdistan government deducted from the allocations of the region for the year 2018 and credited in the province of Kirkuk.
(E) The Federal Government and the Kurdistan Region shall, when an increase in the quantities exported mentioned in Article 1 (i) (b) of the Budget Law, surrender the revenues actually earned to the State Treasury. 
F- The Kurdistan Regional Government is committed to restore the amounts of Kirkuk governorate realized from the petro-dollar and deposited in the banks of the Kurdistan region to the expense of the province in Kirkuk. 

 

I think the hand needs to stay out of the cookie jar for a while is all I'm saying IMHO..IT sounds like they've had plenty and more to pay salaries for several years.. and they just keep crying wolf to get what they want.

Googles,  You are absolutely dead on with your assessment.  The KRG Leadership have been lining their pockets for years with "Billions" of theft from the citizens.   PM Abadi is slowly but surely tightening the noose around the Barzani's, Talabani''s, Zebari and others.

 

These idiots could care less about the citizens because the Leadership  are living in luxury but I do believe the KRG citizens will rise up.  Let's hope the salaries are paid directly from the GOI to KRG citizens vice to the Leadership parties.

 

BLUF,  The Barzani's are the main culprit IMHO.
