And became the Kurdistan region the biggest loser of this budget after the adoption of a majority within the parliament after the withdrawal of Kurdish deputies from the voting session to protest the reduction of the share of the region from 17 percent to 12.6 percent at a time facing the Kurds financial crisis suffocating and economic blockade imposed by Baghdad on the region's oil and customs imports since the referendum crisis The province on the secession from Iraq in September last and continues to this day.

As for the reconstruction of these provinces, Article (43) of the budget states that "an additional amount of $ 355 million will be allocated to the allocations of the governorates and areas under the control of the Islamic State for the purpose of supporting the restoration of stability and reconstruction of the infrastructure and distributed as follows: Ninewa ($ 152 million) (84) million dollars, Anbar (84) million dollars, Kirkuk (17) million dollars, Diyala (17 million dollars).

According to the powers of the provincial councils for 2013, the oil-producing provinces, the majority of which are in the south of the country, receive 5% of the revenues of each barrel of crude oil and another 5% per barrel of refined oil in the provincial refineries and 5% Natural gas produced in every province, but the government has not implemented this decision for years because of the financial crisis and need more funds, but the Shiite deputies forced the government this time to submit to the law.

The government reached a settlement on the demands of the Shiite provinces producing oil and gas. Article (2) of Chapter 2 of the Budget Law stipulates that "5% of the revenues of crude oil produced in the province and 5% (5%) of the natural gas revenues produced in the province, but the governorate has one or more of these revenues. "

For example Basra produces oil and has refineries to refine and also produce gas, and it must get (15%) of each barrel of oil, but it will get (5%), which is better than nothing, says the MP for the "National Alliance" Ammar Tohma .

"The budget also includes granting the oil producing provinces (20 percent) of the surplus oil revenues in the event of an increase in the price of a barrel of oil above the budget price of (46) dollars per barrel," he said.

The future of the "popular crowd"

The financial crisis in the country began in 2014 following the collapse of world oil prices and coincided with the sweeping attack on extremists and occupation of one third of the country. The formation of the "popular mobilization" forces of the Shiite factions, which today includes about 100 thousand fighters to increase the financial burden on the government of Prime Minister Haider Abadi.

Despite Abadi's attempts to dismantle these factions and select a group of them to integrate them into the army and police, it failed after the Shiite lawmakers succeeded in passing a law by a majority that considered the Shiite factions a formal armed force in October 2016 to put the government in front of the fait accompli and had to pay the salaries and arming them.

The new budget law allocates two and a half billion dollars for military expenditures, distributed as follows ($ 600 million) to the Ministry of Defense, $ 146 million to the Ministry of the Interior, $ 80 million to the Popular Forces, $ 80 million to the Anti- Terrorism, and the remaining amount will be allocated for the purchase of weapons.

But the leaders of the Shiite factions declared their condemnation of the budget hours after it was approved after the government considered the fighters of the "popular crowd" are not permanent employees, but contractors, and the salaries of their elements were set lower than the salaries of the Ministry of Defense.

No jobs .. More debt

This decision threatens to increase the unemployment rate in the country to the proportions of serious, in 2012 the unemployment rate (16%), doubled in 2017 and reached (30%) because of the chaos left by the Islamic state and the displacement of millions, and is expected to increase unemployment with the end Year after government jobs were suspended.

Article 17 of the third chapter states that "the sales tax on the mobile phone and Internet service (20%) and sales tax

Foreign debt is one of the tools used by the government to finance the budget over the past three years to enable it to fight the Islamic state and ensure that the country does not collapse economically. The country's debt reached about 130 billion dollars, including 70 billion foreign debts to states and international organizations, ) Billion internal debt.

This year, the government also decided to rely on debt to compensate for the fiscal deficit of 9% of the $ 88 billion budget by borrowing $ 10 billion from Arab and international countries, organizations and banks, notably Japan, Germany, Britain, Sweden, Italy and the United States, International and the Islamic Development Bank, as provided for in the budget in Chapter II financial deficit section.

But the biggest challenge facing the new budget is that it will coincide with the date of legislative elections scheduled for May, and this raises concerns about the exploitation of political blocs budget funds in the election campaign.

Deputy: Parliament directed the Ministry of Finance to launch budget allocations 2018

BAGHDAD / obelisk: MP for the National Alliance Amer Hussein, Saturday, March 17, 2018, the official guidance of the Parliament, the Ministry of Finance to launch budget allocations 2018, .considering the objection of President Fuad Masoum for electoral reasons.
Hussein said in an interview followed by the obelisk, that the House of Representatives formally addressed, the Ministry of Finance to launch allocations budget in 2018 after 15 days from the date .of sending to the presidency of the Republic.

Maybe somebody can help me out here. I thought the yearly budget HAD to be posted in the Gazette BEFORE administrating the budget???!!!

 

Also, math may not be serving me well but March 3 + 15 days = May 18. An argument could be made that May 18 would have to be expired so the 2018 budget allocations would begin on May 19. So why are these items being administered a day (or two) early AND not having been published in the Gazette (if they need to do that) first???!!!

 

What's the rush???!!!
