Twilight News / Among the global corruption index that Israel fell last year, 2017, from 28th to 32nd place, was also ranked 23 out of 35 countries in the Organization for Economic Co-operation and Development (OECD) in the corruption index.

The data showed that there are six Arab countries in the list of 12 countries are the most corrupt in the world, while the list list Somalia as the most corrupt country in the world.

These data were published by Transparency International and have more than 100 branches worldwide. And published in Israel by Transparency International Israel, an organization of the International Organization.

The index showed that the country with the least corruption in the year is New Zealand, which ousted Denmark from the top of this country to take second place, followed by Finland, Norway, Switzerland, Singapore, Sweden, Canada, Luxembourg, Netherlands, Britain, Germany, Australia, Hong Kong, Iceland, Belgium, the United States, Ireland and Japan, respectively.

Among the countries that followed Israel were Slovenia, Poland, Lithuania, Latvia, Cyprus, Czech Republic, Spain, Georgia, Malta, South Korea, Italy, Slovakia, Croatia and Saudi Arabia, respectively.

According to the Global Corruption Index, the most corrupt countries are Iraq, Venezuela, North Korea, Equatorial Guinea, Guinea Bissau, Libya, Sudan, Yemen, Afghanistan, Syria and southern Sudan, while Somalia has been named the most corrupt country in the world.

The International Corruption Standard ranks 180 countries in the world, each of which has been awarded a mark and degree that reflects the concept of corruption in the public sector, developed by 13 sources of information and 12 independent research institutes.

The sources of the information referred to are composed of specialists in the fields of governance, civil society, economics and business administration. The results were examined by researchers in academia, international experts and businessmen in these fields, and research institutes in the examined countries.

It has also been shown that any country is ranked based on questions from at least 6 to 7 research institutes. Israel has been examined by 7 institutes, and questions have been addressed to specialists in various fields of research at academia and in the midst of senior business people.

The sources of information for research institutes were based on surveys, interviews, and assessments of businessmen and experts through research research in the surveyed countries and beyond.

Iraq, February 28, 2018 

Transparency International has said that Iraq’s ranking has fallen three places its global Corruption Perceptions Index (CPI).

From a total of 180 countries, Iraq came in at number 169; last year’s position was 166 out of 176 countries.

This result puts it behind countries such as Turkmenistan, Angola and Eritrea, and just ahead of North Korea, Guinea-Bissau, and Equatorial Guinea.

New Zealand beat Denmark to first place.

Libya was ranked in 171st place, with Iran in 130th.

The Corruption Perceptions Index ranks countries and territories by their perceived levels of public sector corruption according to experts and businesspeople.

Twilight News / Transparency International released a new report on the corruption index in 180 countries around the world for the year 2017. The 
report said that the index shows that the majority of countries have made little progress or no progress at all to end corruption, while risking journalists and activists in corrupt countries lives every Day to publicly express their views. 
The index was based on a scale of zero to 100, where zero was the highest level of corruption and 100 was the absence of corruption at all. 
Two-thirds of the world's countries scored less than 50 degrees in this index. 
The top five in terms of corruption, New Zealand (89), Denmark (88), Finland (85), Norway (85) and Switzerland (85) South Sudan 12 and Syria 14 have the highest rates of corruption.

Iraq leads the list of the global corruption index, and six other Arab countries are ranked first. The index showed in its list published by «Transparency International, and has more than 100 branches in the world, that Iraq came again in the first place in terms of corruption among the countries of the world, while the six Arab countries listed among the 12 countries, which are the most corrupt in the world» .

"The most corrupt countries are Iraq, Venezuela, North Korea, Equatorial Guinea, Guinea-Bissau, Libya, Sudan, Yemen, Afghanistan, Syria, southern Sudan and Somalia," the list said. "The least corrupt country in the world is New Zealand and Denmark, followed by Finland, Norway, Switzerland, Singapore, Sweden and Canada, respectively Luxembourg, the Netherlands, Britain, Germany, Australia, Hong Kong, Iceland, Belgium, the United States, Ireland and Japan."

As for the recruitment orders issued against the accused, it reached 5671, the percentage of which was 78%. While total arrest orders reached 3,100, of which only 619 were executed, or 46 percent. The reason is that the majority of those who have been issued arrest warrants are now outside Iraq, and have second nationalities and protected by those countries ». 

The number of ministers, and others, who were issued the orders of recruitment 32 issued in their right 44 orders, while the Iraqi judiciary issued 17 arrest warrants for ministers of 30 cases, mostly related to administrative and financial corruption. As for the special grades, any agent, general manager and ambassador, the number of applicants, including 226 accused, were issued 333 judicial orders ». 

The court issued arrest warrants against 117 general managers and special grades, of 221 cases related mostly to corruption, and 217 travel ban on Iraqi officials, including 18 ministers and 199 special degrees.

As for the arrests of the accursed crime, «exceeded the past year 161 operations, and the number of those accused 209 accused». 

"These judicial efforts or efforts by the Integrity Commission have very limited impact in the anti-corruption strategy. The reason is that those who apply the law need broader protection through which to punish the corrupt, otherwise the judicial and security authorities Able to punish some of those who have great influence, can not be touched and everyone knows that ». 

"The general amnesty law has been issued and it is mined in many articles, which include the majority of those responsible for arrest warrants or bringing in cases of corruption," he said. He pointed out that the number of persons covered by the amnesty «amounted to 2252 accused of 817 cases, while the value of embezzlement of 190 million dollars, only recovered 2.5 million and the rest fled to Iraq».

Six ministers were convicted or sentenced to 10 verdicts, including 4 in absentia and 29 special convictions, of 59 judgments, 14 of them in absentia and 45 in absentia, evidence that they were fugitives. 

An official source in the Integrity Commission confirmed to al-Hayat that the entity managed to recover $ 795 million in 2007, of which 727 billion dinars were denied by the Authority through its preventive measures, while actually restoring 36 billion dinars to the treasury and 42 billion issued orders to recover them to the treasury, The seized funds amounted to 50 billion dinars ». 

The official said that the Commission has "541 files recovered during the past year, of which 71 are ready and handed over to INTERPOL International and issued red leaflets and international arrest warrants, in addition to 254 in number and 100 closed, and the actual achievement was 71 files."

As for the refund of the smuggled money, the number of cases of 176, including seven related to the smuggling of funds by ministers and 39 special degrees ». 

MP Jamila al-Obeidi said that «the reason for Iraq's survival in this classification is due to lack of transparency in the disclosure of the fate of the misappropriated funds, and did not announce the fate of the commissions charged with the investigation». And considered that the Iraqi street seemed unable to tolerate the presence of people above the law acting with the money of Iraq as a private property, while a thief is held accountable by the public and is imprisoned for stealing a mobile or trivial needs. 

The Commission revealed the procedures for disclosure of financial liabilities, which included all officials resulted in the President of the Republic and his deputies to disclose their financial status, as disclosed by the Prime Minister and 20 ministers out of 22, while revealed 99 deputies out of 325.

Twenty-one heads of donations and non-affiliated bodies disclosed their receivables out of 28, and 6 out of 15 governors and five provincial council heads. 

One of the judges involved in the corruption cases told Al-Hayat that the crimes of corruption, despite the fact that the official bodies, both control and inspection, the majority of responsibility for them, but the citizen also bears part of the responsibility ». He stressed that there is "fear in the Iraqi street of the disclosure of corruption crimes for fear of the influence of the party parties to which the corrupt official belongs or for fear of punishment or to reach the stage of despair of the citizen to achieve a positive action, he knows that he will complain against corrupt without meeting any procedures , And this is what was born excessively in the crimes of corruption ».

The judge, who preferred not to be named, stressed that the Bureau of Financial Supervision obtained approval for access to the files of ministries and departments not affiliated with the Ministry even before the conclusion of contracts, the fact that the majority of contracts are edited flawlessly and after the end of the year the papers are completely intact, There was a manipulation. " 

The head of the Integrity Commission Hassan al-Yasiri announced the establishment of a road map, headed by the National Anti-Corruption Committee, which was finally formed by the Prime Minister. He stressed the need to «take the government and the House of Representatives and other state institutions, in the near and long term.

The Parliament called for the enactment of some legislation to develop a legal anti-corruption system, such as the law on graft and the fight against corruption, and to amend legislation that is not commensurate with the anti-corruption system, such as penal codes and penal procedures. It called on the Council to "reconsider the law of political parties to amend some of its provisions, which are inconsistent with anti-corruption trends, in addition to amending the amnesty law, so as not to include corruption crimes. This law led to the closure of thousands of cases investigated by the Commission , Including large corruption cases involving ministers and governors ».

This statement really caught my eye. Apparently, the Oil and Gas Law (remaining two of the three segments) and well as the Federal Court Law are on the slate for 29Mar. I wonder if these laws are passed (and published in the Gazette expeditiously) then the International Transparency Initiative on Extractive Industries will immediately reinstate Iraq. I am not sure if this has a bearing on the IQD going international but I suspect it will help greatly to enhance transparency as well as remove the major Iraqi criminals then also reflect a major international credit agency’s rating to A- or something to further promote international investment in Iraq.

May be somethin’, may be nothin’ that the emergency Parliamentary Session is scheduled for the last normal week day (Thursday) of March which is nominally the end of the first quarter of 2018. They have advertised 20 - 30 laws that need passing so hopefully these are prioritized with the ones most necessary for the currency reform completion to trigger the IQD going international. Maybe a revalued IQD will help the current politicians get reelected with the elections being nominally six weeks away? So maybe a revalued IQD will help their campaigns to get reelected so reaching (and holding) quorum for THAT session won’t be a problem?

 

We’ll see!!!

It's not a long ride in a Mercedes to any 1 part of Iraq though. It's not like they have to traverse a huge country to campaign.
