On Sunday, the House of Representatives held a deliberative session chaired by its chairman Salim al-Jubouri to discuss the water crisis.

A parliamentary source told Mawazine News that "the Council held, today afternoon, a deliberative session headed by its chairman Salim al-Jubouri to discuss the water crisis and the presence of 60 deputies."

The source added that "the meeting was attended by Minister of Water Resources Hassan al-Janabi, and the advanced cadre in the ministry."

The House of Representatives raised its meeting to Tuesday of next week, after the end of a deliberative session headed by Salim al-Jubouri, the chairman of the Council, on Sunday hosted Hassan al-Janabi, Minister of Water Resources and his accompanying delegation to discuss the water crisis.
A statement by the Information Department of the House of Representatives received the agency of all Iraq [where] a copy of it today that "at the outset of the meeting announced Jubouri gave the Finance Committee one week to resolve the financial budget for 2018," referring to the intention to hold a meeting with the Prime Minister and with the participation of the Finance Committee to resolve the budget , Pointing out that the deputies will be invited to hold a meeting on Tuesday after next. 
President al-Jubouri welcomed the minister and the accompanying delegation, pointing out the need to find ways to cope with the water crisis and its disposal, pointing out the readiness of the Council to listen to the demands of the ministry on the nature of the task entrusted to the House of Representatives and ministers to the neighboring countries.
In turn, the Minister of Water Resources praised the role of the Council of Representatives in following up the issue of water, reviewing the procedures of the upstream countries, the outbreak of wars and the waves of health and the flood cases that Iraq has suffered over the past decades and its impact on development. He pointed to the existence of a strategy to work on the Ministry until 2035 to ensure the water and agricultural reality And food with the changes taking place especially that the Ministry of Water Resources is responsible for water management and not use. 
Minister of Water Resources Hassan al-Janabi said that Iraq's actual need to reach 50 billion annually, if available, to implement everything related to water, noting that the water scarcity has decreased with the recent rain wave.
He pointed out that the ministry's success after several meetings with the Turkish side in postponing the filling of the Turkish Alesso dam beyond June next, praising the diplomacy and professional dealing led by Iraqi officials with the authorities. Turkish. 
Al-Janabi stressed the necessity of overlapping the water interests with Turkey as it will ensure Iraq access to water quotas in full, pointing to the formation of four technical committees of high level to communicate with the Turkish side to increase bilateral cooperation. 
The Minister of Water Resources said that the agreement on the mechanism of operation of the Alisso dam after its completion will guarantee Iraq full water quotas based on international law, which treats Iraq as an estuary.
The minister pointed out to the expected health shortage in the upcoming winter plan, calling for increasing the financial allocations in the budget for the establishment of desalination plants in some of the provinces suffering from health, stressing the importance of removing excesses on the river, adding that the ministry lifted 923 transgressions and the establishment of 780 complaints against transgressors Cleaning 300 km of weeds from irrigation canals. 
The Minister of Water Resources, Hassan al-Janabi, noted that the dam of Derbendikhan has become out of service after the earthquake that hit the country and needs 30 million dollars for rehabilitation, noting that 100 billion dinars were allocated in the budget to prevent floods have been deleted, which requires return to prevent the flood and address water scarcity.
The meeting was led by Sheikh Hamam Hamoudi, the first deputy speaker of the House of Representatives to put the interventions of MPs, as MP Frat Tamimi, the Chairman of the Water and Marshlands Committee to include the amount of 100 billion dinars under the item to prevent flood and water scarcity within the budget law 2018, noting the Commission held several meetings with the Ministry Water resources to discuss the water crisis. 
MP Abboud al-Issawi asked about the reason for the release of water reservoirs from the Mosul dam a few months ago, estimated at 7 billion cubic meters. 
MP Zeinab al-Tai asked for the measures taken with the three riparian countries with Iraq regarding water quotas, as well as the need to know the short-term plan and the ministry's strategic plan on water. 
The deputy Hassan Salem to the absence of any diplomatic solutions to address the water crisis and called for real investment of rain water and not waste.
MP Hamid al-Khudari urged the House of Representatives to speed up the legislation of the Supreme National Water Council to resolve the water crisis both internally and with neighboring countries, as well as the importance of developing the capacity of water reservoirs. 
In turn, Deputy High Nassif proposed the inclusion of the water side in the conclusion of any agreements by the government with neighboring countries. 
MP Ammar al-Tohmah called for concerted political efforts, especially the three presidencies, with the concerned committees to discuss the water crisis with the Turkish side, especially with regard to the Syrian dam Elissu. 
MP Muthanna Amin said the importance of adopting technical and diplomatic solutions to solve the water crisis, calling for the establishment of new dams in the region. 
MP Mohammad Naji, in the presence of the head of the Council of Ministers to the House of Representatives to expand the debate on the water crisis, calling on the ministry to defend their rights to obtain their share in the financial budget.
Zitoun al-Dulaimi said that the Tigris and Euphrates rivers are the responsibility of the government to ask the ministry to adopt various means to manage water and expand the storage of rain water. 
Deputy Berwin Khailani pointed to the existence of a legal breach of protocols signed between Iraq and Turkey and Iran on water. 
MP Ahmed Jubouri said water policy must be present in all agreements with neighboring countries. 
MP Nayef al-Shammari pointed out that the irrigation project in Nineveh is one of the biggest agricultural projects in Iraq and there is international interest in it. He called on the Ministry of Water Resources to pay attention to it as the Iraq food basket 
. MP Mahmoud Reza called for solving the internal problems of water shortage, population increase and evaporation, New and social education to rationalize water consumption.
MP Abbas al-Bayati suggested linking the water file with trade and energy files with neighboring countries and concluding water agreements with neighboring countries, warning of the outbreak of water war, which requires adopting a clear strategy. 
Representative Shorouq Al-Abaiji highlighted the need for a community campaign to address the water crisis. 
Deputy Abdulkarim Abtan said that both Turkey and Iran do not commit to joint water agreements with Iraq through the establishment of large-scale irrigation projects in the two countries adversely affect the water releases that reach Iraq. 
MP Awad al-Awadi questioned the ministry's ability to find appropriate solutions to solve the water crisis in Iraq because of the lack of clear visions on the future of water. 
MP Hamithi called for the construction of a dam on the Shatt al-Arab and the enactment of laws to limit excesses on water inside Iraq and encourage neighboring countries to invest in the agricultural sector to ensure Iraq's access to its share of water releases.
In response to the interventions, Mr. Hassan al-Janabi, Minister of Water Resources stressed that the demand to build dams depends on the abundance of water, but Iraq suffers from water scarcity, pointing to the need to maintain the dams existing and periodically and can not be stored in the south or in the Shatt al-Arab, And the water stored will be salty, explaining that the problem of water in Basra is related to the interruption of fresh water from rivers that were flowing like the rivers Karun and Karakha and others.
He pointed out that the ministry has dug about 90 thousand groundwater wells in all parts of Iraq to address the health, stressing that the ministry has a water reservoir that can overcome the summer without He pointed out that the people of the marshes suffer as a result of low levels of water and drought, which requires the provision of relief aid, denying the existence of water lost up to the waters of the Gulf, if it will address the salinity of water in the province of Basra. 
The Minister of Water Resources pointed to the ministry's possession of strategic projects to establish a canal similar to the Suez Canal in order to deliver seawater to the desert lands, whether in Muthanna or other governorates, in a way that contributes to supporting agriculture and entering ships. 
The meeting was then adjourned to Tuesday 27/2/2018 at 11 am.

The House of Representatives finishes reading two laws

The House of Representatives ended its 12th regular session, which was resumed under the chairmanship of Dr. Salim Jubouri, Speaker of the House of Representatives on Saturday 17/2/2018, reading two laws while deciding to allocate a meeting tomorrow to discuss the water crisis.

At the beginning of the session, the council ended the reading of a report and discussion of the draft law to replace the names of Qadisiyah and Tamim provinces to Diwaniyah and Kirkuk governorates and submitted by the committees of the provinces and governorates not associated in the province and legal.

In the interventions of ladies and gentlemen MPs, MP Mahmoud al-Hassan pointed out that the majority of the names of some of the provinces and regions were named after the enactment of laws and that the change of names must be carried out through the enactment of a law.

MP Hanan al-Fatlawi said there is no objection to changing the names of some provinces as long as there is a desire among the people of the provinces and the deputies.

MP Ahmad al-Jubouri said that replacing the names of the provinces is not a priority for the Iraqi people at present.

In turn, MP Ali al-Badairi urged to quickly change the name of the province of Diwaniyah, especially since the old and new name of the province caused a great deal in the correspondence and administrative procedures.

MP Abbas al-Bayati wondered why the names of some provinces, especially Kirkuk, and the extent of their harmony with the desire of the people of those provinces or the constitution.

MP Haneen al-Qaddo stressed the need to preserve the historical names of some provinces in Iraq.

For its part, the Committee on the existence of claims from the people of Kirkuk and the provincial council to change the name of the province also includes change the name of the province of Diwaniyah.

The Council completed the reading of a report and discussion of the draft law on communications and informatics submitted by the committees of services, reconstruction, culture and information.

In the interventions of Ladies and Gentlemen, MP Ammar Al-Tohme called for limiting the ownership of the state's infrastructure, not the private sector.

MP Mohammed al-Masoudi stressed the need to control the electronic gates and not to leave the electronic space without control and control of the state.

In its response to the interventions, the committee stressed that the draft law is the basis for the legislation of the Communications Authority and the Ministry as it gives the state new sources of funding and diversifying the general income of the Iraqi state, pointing out that the relevant committees will continue to legislate the law through discussion and meetings with communications and the Ministry of Communications for its maturity. And vote on it later.

On another matter, President al-Jubouri stressed the keenness of the House of Representatives to complete the legislation of laws, noting the readiness of 20 laws to be submitted to vote in the event of a quorum in the coming sessions.

He pointed out that there is an agreement with the Minister of Water Resources and specialists in this field to attend the House of Representatives to discuss the water crisis and the government's procedures to address these the problem.

President al-Jubouri announced a meeting on Sunday to discuss the water crisis.

 

Then it was decided to adjourn the meeting until Sunday, 18/2/2018 at 1:00 pm.
