KUWAIT — Devastated by a war with Islamic State extremists that razed its cities and left millions homeless, Iraq has asked affluent allies led by the United States for $88 billion to rebuild. They are basically saying no.

An Iraq fund-raising conference in Kuwait attended by dozens of potential donors was headed for failure on Tuesday, with barely $4 billion pledged — none from the United States. While the conference does not end until Wednesday, the message was clear: President Trump is leaving nation-building to others, and they are barely responding.

It was a humiliating blow for the Iraqi government, which cannot possibly afford a fraction of the reconstruction cost for a war that was, in some ways, an outcome of the 2003-2011 American-led occupation.

The failure also threatens the political future of Iraq’s prime minister, Haider al-Abadi, and undermines years of effort by the United States and others to stabilize Iraq and fight extremism there.

The relatively small sums pledged to Iraq also raised questions about whether the United States can be counted upon to deliver aid and other resources to allies, when it could not muster more help for one of its foremost partners in the war against the Islamic State.

Numerous Iraqi cities were reduced to rubble in the fighting, particularly Mosul, the country’s second largest. Yet, while Iraq estimated that it would need $88 billion to pay for reconstruction, it was expected to receive only $4 billion in pledges by the time the conference ends. The majority of that is to come from Arab donors in the Persian Gulf, with the Saudis, Emiratis, Kuwaitis and Qataris all pledging around $1 billion each.

There was also a flurry of loan guarantees, including one by the United States. But all in all, the pledges amounted to less than 5 percent of what Iraq said it wanted and needs.

The State Department emphasized that the United States since 2014 had already given Iraq $1.7 billion in humanitarian aid and $6 billion in economic and security assistance, money mostly committed during the Obama administration. In an evening speech to the conference, Secretary of State Rex W. Tillerson called on others to do their part.

“Everyone in this room has an opportunity to help set Iraq on a new course and contribute to its long-term development,” he said, although he admitted that “doing business in Iraq can be complicated.”

The conference was held against the backdrop of President Trump’s emphasis on more military spending. The administration’s budget for fiscal year 2019, unveiled Monday, proposed eliminating much of the nation’s foreign aid and reducing the State Department’s overall spending by a third while increasing the Pentagon’s budget by $195 billion in the next two years.

Among the programs the administration has proposed eliminating are a $4.6 billion economic support fund, a $3 billion budget for international development assistance and a $211 million fund to promote democratic institutions.

In Iraq, those priorities seem to mean that the United States, after leaning heavily on the Iraqi military, which suffered heavy casualties in the fight against the Islamic State, appears to be leaving the task of rebuilding Iraq’s shattered cities to other nations and the private sector.

Few other nations have stepped up. Most of the four dozen foreign ministers in Kuwait City for the donor conference brought only good wishes, not money.

Saudi Arabia, in a statement from its embassy in Washington, said that it “continues to support a secure, stable and united nonsectarian Iraq.” And American officials emphasized that the pledge campaign was just beginning.

Mr. Tillerson and other diplomats hoped to compensate for the shortfall by calling for private sector investments, much as President Trump has done for his own infrastructure plan in the United States. Representatives from nearly 2,000 companies, many brought by the United States, Iran, Germany and other governments, gave the conference an atmosphere of an investment road show.

But Sami Al-Araji, the head of Iraq’s National Investment Commission, said no investments had been generated so far from the companies. “I am not expecting any contracts to be signed,” he said on Monday evening.

Some analysts noted that most if not all of the Iraqi cities ravaged during the fight against the Islamic State, also known as ISIS, ISIL and Daesh, are in predominantly Sunni areas. Those were the places where a Sunni insurgency took root after the American-led invasion of Iraq in 2003, and later gave rise to an affiliate of Al Qaeda and the leadership ranks of the Islamic State. If they are not rebuilt, diplomats fear the region’s populace will once again turn to extremism, a risk Mr. Tillerson highlighted in a morning speech to a separate gathering of the 74-nation coalition to defeat the Islamic State.

“The end of major combat operations does not mean that we have achieved the enduring defeat of ISIS,” he said. “ISIS remains a serious threat to the stability of the region, our homelands and other parts of the globe. Without continued attention on the part of coalition members, we risk the return of extremist groups like ISIS in liberated areas in Iraq and Syria and their spread to new locations.”

Approximately 2.5 million Iraqi citizens remain displaced after their homes were flattened, utilities destroyed and schools bombed. Almost half of Mosul remains uninhabited.

The Trump administration has vastly reduced American aid for refugees and resettlement, arguing that helping displaced people return to war-torn regions is preferable to resettling them in the United States or elsewhere. But no one can return without intense rebuilding efforts.

Mr. Trump complained Monday that the United States had spent $7 trillion in the Middle East over the past 17 years with little to show for it.

“Seven trillion dollars. What a mistake. But it is what it is,” he said in introducing his domestic infrastructure plan.

Mr. Trump’s calculation included the direct costs of wars in Iraq and Afghanistan, as well as estimates for the costs of care for veterans. Whatever the total, the Pentagon has spent the vast majority of the money, not the State Department.

On Sunday, a group of 151 retired senior military commanders, including former chiefs of the Army, Navy, Marine Corps, Special Operations and Air Force, sent a letter to Congressional leaders saying that cuts to aid programs would threaten the military gains made against the Islamic State.

“And while we have seen military progress against ISIS, the question that looms is whether we are prepared to protect those battlefield gains and prevent bad actors from stepping into the void,” the letter states.

Donors have expressed wariness at what some see as throwing good money into a black hole in Iraq, which Transparency International, an anti-corruption research group, ranks as among the 10 most corrupt nations in the world. Of the $61 billion in American funds spent on development aid in Iraq between 2003 and 2012, around $6 billion vanished and a further $1 billion was wasted, American auditors concluded.

Mr. Abadi has made fighting corruption a priority, and his ministers have touted a 300-page manifesto for investment that acknowledges past failures and pledges better oversight and fiscal management for reconstruction funds.

The shortfall in pledges on Tuesday could hurt the political standing of Mr. Abadi, who faces a tough re-election battle May 12 against pro-Iranian political blocs. Western diplomats have warned that Mr. Abadi’s defeat could plunge the country into a sectarian struggle that could rip it apart.

Iraqi officials from politically important Sunni regions, as well as leaders from minority groups that Mr. Abadi had hoped to win over in the upcoming elections, criticized the list of reconstruction projects that his ministers highlighted at the conference for ignoring their communities and needs. Their outrage was fierce, despite Mr. Abadi’s failure to secure support of any kind for any project.

“We are sorely underrepresented,” said Marwan al-Jibara, a spokesman for the council of tribal sheikhs in Salahuddin Province, one of the predominantly Sunni areas that produced the leader of the Islamic State, Abu Bakr al-Baghdadi.

The failure of the donor conference could also cool the extraordinarily warm ties between the Trump administration and Saudi Arabia and the United Arab Emirates, which reached a high point in a euphoric trip by President Trump to Riyadh in May. The amnesty law passed by the House last August included more than 40 politicians convicted of embezzlement of public funds after stealing more than $ 4 billion over the past few years.

According to the Parliamentary Integrity Committee that some of those convicted began to pay their money to the state treasury, relying on paragraphs in the law of amnesty requires the release of those who lost public money after payment of their funds. 

Deputies revealed that the amount of money paid by those convicted amounted to nearly (500) million dollars.They confirm the inclusion of former trade minister Falah al-Sudani in the amnesty law procedures if he paid the money. 

The head of the Parliamentary Integrity Committee, Talal Al-Zobaie, said in a statement to Al-Mada that "more than forty politicians have been convicted of waste and misappropriation of public funds in the procedures of the general amnesty law enacted by the House of Representatives." These procedures require payment of their public funds In exchange for their release. " 

At the end of August 2016, the Parliament voted on the amnesty law which excluded 13 categories of crimes, including: the terrorist crime that resulted in permanent killing or disability, and human trafficking crimes, but included embezzlement provided that the embezzled funds were paid. 

Zobaie said that "there are a number of politicians convicted of embezzlement included in the amnesty law and returned the sum of public funds of more than (500) million dollars," revealing that "the funds that will return to the treasury of the state of these losers ranging between 3/4 billion dollars" . 

The head of the Integrity Commission, Hassan al-Yasiri, expressed his regret over the amnesty law caused by the release of many of those sentenced to corruption, noting that the law caused "our death" after the inclusion of 3542 accused and sentenced to 113 cases. 

Al-Zobaie justified the inclusion of the amnesty law in paragraphs that allow the release of public money brokers saying that "there is no way for us after the failure of all institutions of the Iraqi state to recover more than a thousand files recovery," asserting that "these politicians and the misappropriated are not entitled to participate in the elections yet Criminal record against them ". 

The Integrity Commission published its annual report for 2017 and included "the recovery of more than 132 billion to the state treasury in 2017." Stressing that "the activities of the departments of the Commission resulted in the preservation of more than trillion and 300 billion dinars of loss and waste." 

The MP of the Union of Iraqi forces that "the law of amnesty includes the former Minister of Commerce convicted Falah al-Sudani in the event of payment of the amount of funds in accordance with the provisions of the law of amnesty." 

On the other hand, recalls a member of the parliamentary legal committee how the "parliamentary blocs in force to conclude deals between them ended with the inclusion of the amnesty law articles and paragraphs that allow the release of the elected public funds after payment of their funds," pointing out that "the amendments included not requiring the assignment of legal representative To the damaged department for public money crimes only once the damage has been paid. " 

Article (2) of the amendment stipulates that: - The legal representative's waiver of the public right is not required if the following proves the payment of the consequences of the provisions of the amnesty law from money that resulted in the offenses listed in Chapter 5 of Penal Code No. (111) 1969 The rate of public confidence. 

"The ministers and officials convicted of embezzlement of public funds, mostly from large blocs that insisted on passing the paragraph of embezzlement in the amnesty law to ensure the release of corrupt members," confirms the member of the legal committee, requesting anonymity. 

In August, the House of Representatives voted on the second amendment to the amnesty law that exempted abductions and some of the beneficiaries of the previous amnesties. 

The amendment also included the terrorist crimes that took place before the fall of Mosul, and the replacement of the certificates of forgery of the certificates with financial allowances. The amendments also include ministers and governors involved in financial and administrative corruption issues. 

The House of Representatives corrected a serious mistake after the introduction of some items did not vote in the copy of the amnesty law published in the newspaper facts, led to the error to include 200 sentenced to pardon. 

The parliamentary legal committee recently raised a second amendment to the amnesty law to the Presidency of the House of Representatives, which includes addressing some of the mistakes that occurred in the first amendment and passing it during the next parliamentary sessions after studying them.

NATO is preparing to send a training mission to Iraq

Iraq's oil minister, Jabbar al-Allaibi, said during his remarks yesterday from Kuwait that Iraq is seeking to achieve a significant increase production capacity to reach 7 million barrels per day by 2022.

"Our goal is to reach 7 million barrels per day by 2022," Al-Luaibi said during his presentation of oil and gas projects available to foreign investors from the private sector. 

Al-Allaibi pointed out that Iraq sits on a lake of proven oil reserves of 145 billion barrels, but he is confident that this figure will jump to 250 billion barrels with the existence of sufficient investments. 

He said Iraq plans to boost natural gas production capacity to 7 billion cubic feet per day by 2021, up from current 2.7 billion cubic feet.

He said that all national, regional and international parties cooperating in organizing this conference know that the second day represents the real economic pulse, especially as it is related to the participation of the international private sector in the ownership and financing of development projects posed by Iraq. He stressed that the participation of the private sector must be larger and far impact And the deeper significance, pointing out that the program today is full of clarification of the nature of the unprecedented guarantees enjoyed by these projects as well as the forms of support received by investors.

US Secretary of State Rex Tillerson on Tuesday signed a memorandum of understanding between Baghdad and Washington worth three billion dollars to support Iraq in several areas, saying that his country will remain "the closest ally" of Iraq.

SECRETARY TILLERSON: (In progress) …on behalf of Iraq. And finally, I want to thank the World Bank, and international finance corporation, for supporting this conference. With the support of the United States and the Global Coalition to Defeat ISIS, Iraq has bravely fought and successfully liberated its territory from ISIS. Four and a half million Iraqis have been freed from tyranny. Over 3.2 million internally displaced Iraqis are now at home or on their way back home. And the Iraqi Government is reasserting control of the Iraq-Syria border. As we celebrate these victories over extremism and hatred, we know they were hard-won, and they came at a very high price. Much work remains to rebuild Iraq and modernize its economy. Helping Iraq create a government that is inclusive, accountable and transparent will build a society that can counter the extremist ideologies. This will deal ISIS its final blow and demonstrate its failed, violent ideology.

Be assured that the United States will remain Iraq’s strong partner in this endeavor. Iraq is at an important juncture in its history. We support a united, democratic, federal, and prosperous Iraq, and a stable and viable Iraqi Kurdistan region as part of the Iraqi state. The Government of Iraq is taking steps to match actions with words to demonstrate that Iraq is open for business, creating meaningful improvements to Iraq’s business environment and attracting much-needed investment for reconstruction projects across Iraq. The United States will maintain our bilateral relations with Iraq through the Strategic Framework Agreement. Last month, my Deputy Secretary of State Sullivan was in Baghdad to launch our bilateral power-coordinating committee, with a specific focus on trade and commercial engagement.

The United States also supports Iraq’s continued participation in the IMF program to ensure financial stability and promote economic reform. Iraq’s commitment to difficult but much-needed economic reforms will help earn investors’ trust in the government’s ability and willingness to improve transparency. These reforms will make it easier to do business in the country and to fight corruption. The United States supports Prime Minister Abadi’s anti-corruption campaign to root out bribery and kickbacks among government officials in the regulatory and government procurement systems. These are all essential ingredients for foreign and domestic investment to thrive.Importantly, Iraq has committed to diversify its economy. Iraq’s economic health needs the resilience to dampen the effects of every up and down swing in the price of oil.

A healthy private sector is essential to creating the jobs and stability that are needed, and it will generate revenues necessary for reconstruction and needed investments in the health, security, and transportation sectors. Steps towards a stronger private sector will require tough decisions and perseverance, but they will pay off in the future. Doing business in Iraq can be complicated, but the Iraqi market has vast potential. Iraq is building important partnerships within the UN’s Conference on Trade and Development, and we firmly support making Iraq’s regulatory system work for private sector companies, just like President Trump’s doing back home in the U.S.

We are committed to supporting the U.S. private sector in Iraq through the work of the Export-Import Bank, the official U.S. export credit agency, and the Overseas Private Investment Corporation. The U.S. EXIM Bank is committed to enhancing economic cooperation between Iraq and the United States with respect to the trade of goods and services. To signal its strong commitment, the EXIM Bank and Iraq’s ministry of finance will sign today a $3 billion memorandum of understanding that will set a stage for the future cooperation across key sectors of Iraq’s economy, including oil and gas, transportation, and other commodities. Similarly, OPIC, which supports development through a model of investment rather than aid, has five active projects in Iraq totaling $250 million. It is currently reviewing over $500 million in new proposals in Iraq. These projects are helping increase the supply of affordable housing in the country and helping entrepreneurs and small businesses access financing to start and expand new businesses.

This too will create jobs and opportunity in the region. U.S. businesses are already successfully operating in Iraq. Over the past few months, American companies have completed several commercial agreements to supply Iraq with nearly $2 billion worth of agricultural products, electricity equipment, and renewable energy technologies. Boeing, General Electric, and Honeywell are but a few American companies already doing business in Iraq. Orion, Track Development Group, and Blue Sky Energy are also finalizing or currently implementing new investment projects around the country.

Everyone in this room has an opportunity to help set Iraq on a new course and contribute to its long-term development success. As we heard earlier today, the investment opportunities presented during the conference are just a fraction of what is possible. I hope investors and financial institutions will use this opportunity to build new economic relationships that will help create future prosperity for Iraq and for America. Together, we can build on the peace that has been earned through enormous sacrifices and forge a stronger Iraq with a brighter future. Thank all of you for being here this evening, and for your participation. Investors will not be investing based on promises or whatever is in the pipelines, it is based on guarantees.

As long as Iraq is still under 'protective' transitional arrangement (Article 14), no amount of promises could give investors those guarantees.

Do you see the problem Iraq?  Syria, who's been at war with itself both externally and internally since 2012 and is pretty much btfo with a fraction of the resources you have, has a better currency value. What's your problem Iraq?   You've been at this since 2004. What's the hold up? So you've had a little issue with ISIS a little while back still nothing on the level of what's been going on in Syria.

Well, I've read every word of every article in this thread.  

 

"Al-Hassan said in a press statement that he is confident in the conviction of the various companies that Iraq will provide documents and assurances that the investment will benefit the Iraqi people and the stability of Iraq and the wisdom of the Iraqi government to overcome all obstacles to global investment."

 

Everybody knows how corrupt they are.  Nobody wants to invest.  So what do we do?  Sell a bunch and at least recoup some of our investment?

Or wait, as Kaperoni has been saying, until Iraq decides to be (shall we say) not as corrupt, business slowly comes into Iraq, and the dinar rises "gradually"?

I'll tell you  what!  I may not have that much time.  What are we talking about here, another 10 years?
