WASHINGTON (Reuters) - US President Donald Trump's proposal to cut funding for diplomacy and foreign aid faced immediate resistance in Congress on Monday as some members of his Republican party joined Democrats in opposing cuts to what they see as necessary spending on "soft power" in the face of international threats.

Republican Ed Roiss, chairman of the House Foreign Relations Committee, said he expected members of his party and Democrats to work together to combat the cuts.

The administration wants a budget of $ 37.8 billion for the State Department and the International Development Agency, a decline of almost a third from the 2017 budget.

"A strong alliance between the two parties in Congress has already moved once to stop the drastic cutbacks of the State Department and the International Development Agency that would undermine our national security, and this year we will move again," Royce said in a statement.

Trump also proposed billions of dollars in cuts last year, raising strong objections from Democrats and many Republicans in Congress who said spending on foreign relations and development was a key component of national security.

Congress has largely rejected the proposed cuts when it approved an ambitious spending bill for the fiscal year ending September 30, 2017. A spending deal over the next two years reached by congressional members last week included funds to increase and reduce the allocation of diplomacy and development.

The White House argues that reducing funding is necessary to help reduce the budget deficit at a time of increased military spending.

Under US law, Congress controls government spending, and legislators rarely approve budgets set by presidents. Bipartisan members usually support military spending, but foreign aid advocates say international crises can not be solved by force alone.

Trump's spending plan on Monday included a $ 716 billion defense spending, the largest military budget since 2011, a $ 74 billion increase from last year.

"Just as diplomacy has helped keep America strong and our troops are far from fighting, our country is facing urgent threats from North Korea, Iran and terrorists around the world," Royce said.

Shabs, what are we going to have to do with you? We wouldn’t have a debt problem if we would just quit giving all these countries aid and comfort that don’t see eye to eye with us. Furthermore, We should start charging the UN rent for the building it’s using in NY. And if the UN should decide to move to another country, fine..let them do it and we stop funding completely for anything the UN is involved in. Doing that alone and applying the money we would give to the UN and these worthless nations to our debt, we would see it shrink and go away in no time. Time to get rid of the handouts.

You have some valid points 8th ID....However, Trump's 4.4 Trillion dollar budget plan is nothing but a massive Trump Bump to OUR National Debt.....going against his campaign promise of balancing the budget.  The only good thing that comes from this is that I no longer have to take Conservatives seriously.....they have all caved completely.  Shameful
