Like a plague of locusts-a streak of larceny on their backs a mile wide. I know this sort of thing is global: but countless billions of $$$$$ by these " politicians " is just seemingly unprecedented-Makes the Clintons look like 2nd rate hoodlums when stacked up against this Professional Top Grade Criminal Elite.

A breakthrough in the crisis in Baghdad and Erbil: respect for the decision of the judiciary and then negotiations

 Baghdad / Mohammed Sabah

A week after the court ruled that there was no constitutional provision to allow for secession from Iraq, the Kurdistan Regional Government (KRG) announced its welcome and commitment to the resolution, expressing the hope that this decision would form the basis for dialogue with the federal government.

Kurdish blocs considered the new position of the government of the region as a "cancellation of the referendum," which Baghdad asks Erbil to announce its official cancellation as a condition for engaging in any bilateral dialogue.
Kurdish circles did not rule out that the position of the KRG as part of a road map was favored by back-up dialogues conducted by Baghdad and Erbil under US auspices.
Last month, Al-Mada revealed pressure exerted by the United States and France on both Baghdad and Erbil to end the current crisis and reach common understandings on all outstanding issues.
The Federal Supreme Court issued on 6 of this month an interpretation of the first article of the Constitution on the issue of the referendum of the Kurdistan region, indicating the absence of a paragraph of law in the Iraqi Constitution allows or allow separation.
The Kurdistan Regional Government announced yesterday its response to the decision of the Federal Supreme Court. It said in a statement that "at the request of the Secretary-General of the Federal Council of Ministers on 5/11/2017, the Federal Supreme Court issued on 6/11/2017 its decision No. (122 / Federal 2017) on the interpretation of Article I of the Iraqi Constitution, which states that ( The Republic of Iraq is a single, independent, fully sovereign federal state with a democratic republican (parliamentary) government, and this constitution guarantees the unity of Iraq. "
The statement added that "it is an affirmation of the commitment of the Kurdistan region to always seek to resolve differences between the federal authorities and the region by constitutional and legal ways, and from our known position of welcoming all initiatives in this direction, foremost of which is the initiative of Grand Ayatollah Ali al-Sistani and some Iraqi figures and friendly countries of the Iraqi people on the return To the Iraqi Constitution to resolve the differences, and in this respect we respect the interpretation of the Federal Supreme Court of Article I of the Constitution, and at the same time confirm our belief that this be the basis for the start of a comprehensive national dialogue to resolve differences by the application of all materials Sturih whole so as to ensure the protection of the rights and powers and terms of reference contained in the Constitution as the only way to ensure the unity of Iraq referred to in the first article of the Constitution. "
Commenting on the position of the Government of the Territory, MP Zana Said, a member of the Islamic Group, said that "the Kurdistan Regional Government welcomed the decision of the Federal Court is canceling the referendum," adding that "acceptance of the proceedings of the Court means there is a change in attitudes."
The Kurdish MP that "leaving the resolution of the issue of the referendum to the Federal Court is a constitutional and legal and helps to resolve all the problems and differences between the region and the federal government."
A member of the Kurdistan Islamic Group bloc urged the federal government to welcome the statement of the government of the region and accept it "as a gesture of good faith to open a new page contribute to resolving the dispute."
MP Zana Said expects "
He revealed a member of the Kurdistan bloc, "the presence of US intervention between the parties to wet relations and return under the roof of the Constitution and the unity of Iraq," noting that "the American side is the one who stopped the federal forces in re-control of Vishkhabor and the two Sheikhs."
The MP Zana Said that "the American endeavor aims to solve the problem between the parties away from the military clash and bloodshed," asserting that "the Americans, and through their positions explicit, want the Kurdistan region strong but within a unified Iraq."
The federal government is waiting for the Federal Court to decide on four cases related to the constitutionality of the referendum held by the Kurdistan region last September, two of which were presented by the Council of Ministers.
It seems to resort to the judiciary acceptable way for both the federal government and the territorial government to get out of the node that hinders the start of comprehensive negotiations to discuss the outstanding issues between Baghdad and Erbil.
The Federal Supreme Court is preparing on 20 of this month to consider four cases filed against the referendum held by the Kurdistan region last September. And confirmed the notice of the representative of the Kurdistan region in Baghdad for two times and waiting for re-reporting to determine the constitutionality of the referendum or not.
On the timing of the start of negotiations between Baghdad and Erbil, MP Zana Said said that "the federal government is waiting for the Kurdistan Regional Government to unite and agree to name a negotiating delegation representing all the Kurdish parties," pointing out that negotiations between the Kurdish forces to name the delegation is still underway.
At the same level, denies the block of change the existence of specific timing to visit the delegation of the Kurdistan region to Baghdad, stressing that the requirement to cancel the referendum, which declares Baghdad, has become Mukalla to the Federal Court.
"The Kurdistan Regional Government's position on the decisions of the Federal Court will accelerate the start of a direct dialogue with the central government," MP Qawah Muhammad Mouloud said in a statement to Al-Mada. "The welcome of Kurdistan by the court's decisions is considered an annulment of the referendum that took place last September."
"The Kurdistan Regional Government is required to form a negotiating delegation comprising all Kurdish parties to discuss differences with the federal government and ensure the success of these negotiations."
"With the participation of all the Kurdish parties in the negotiating delegation, we can discuss the general budget and the terms in which it was included, including the budget of the Kurdistan region in the draft sent by the government to parliament."

The House voted on September 14 last year to remove the governor of Kirkuk, Najmuddin Karim, at the request of the Prime Minister, Haider Abadi.
