Infallible policy reveals an "undeclared" dialogue between Erbil and Baghdad and is afraid of repeating the scenario Afrin Sinjar

Masoum reveals an "undeclared" dialogue between Erbil and Baghdad and is afraid of repeating the scenario Afrin Sinjar

 Twilight News

Iraqi President Fuad Masoum described relations between his country and Saudi Arabia as "excellent." Stressing that relations between Baghdad and the Kurdistan region «returned normal, pointing to the existence of« quiet and undeclared dialogue »between the two sides.

He criticized the political conflicts in Iraq, pointing out the repercussions, and the tendency to the exchange of some parties with accusations of theft encourages reluctance to invest in the country.

"There is legislation that is necessary and the backbone of the affairs of the state, especially those referred to in the constitution, has not yet been ratified," Masoum said in an interview published in London's Al-Hayat newspaper. He explained that «in the absence of these laws that affect the life of the citizen, resort to the previous laws, and often in the application of a constitutional violation». He pointed out that «there are other laws, such as the law of the Council of the Union, which is the second chamber of the legislature and its powers to return bills passed to parliament in case of violation of the Constitution, not yet agreed upon and postponed from cycle to another, such as the oil and gas law, . He revealed that "the draft proposed to be between the members of two scholars of Sharia and two specialists in the studies of democracy, to be the right to veto the decisions and veto, while others believe that they are experts, and it is still the subject of interactions.

"There are many countries that have provided assistance to Iraq to restore stability, especially to the displaced, and they must return to their areas. "We have received international humanitarian aid, but it is not the quantity and kind that solve the problem," he said. "Twenty million dollars here and 15 million there." He stressed the need to «there will be facilities to attract investment from abroad».

The Iraqi president mentioned reasons behind the reluctance of investors to enter the Iraqi market, including: «Some debates and political conflicts, such as accusations of theft and many of them without evidence, but the investor when reading these statements in the press and the media, especially when issued from a member of the House of Representatives Or a member of a provincial council or even a politician, will ask: Why do I involve myself? He stressed that the relations of the Kurds with the federal government, «returned normal and there is a calm and undeclared dialogue. Delegations go there and others come here. Each of the two parties need the other, not the territory (Kurdistan) to dispense with the federal government does not dispense with the region, both in one state and all interests interconnected ».

He added: «Baghdad sent money to the region to pay salaries of health and education staff, and this is a good step».

In response to a question about Turkey's threats to invade the Iraqi town of Sinjar near the Syrian border under the pretext of chasing elements of the Kurdistan Workers' Party (PKK) against Ankara, he replied: "After the party's departure, foreign forces can not come and invade part of Iraq." He did not hide his concern about repeating the Afrin scenario, expressing the hope that «do not make such a move».

Baghdad (Iraqinews.com) – Iraqi President Fuad Masum has stressed that both Baghdad and Erbil are now on good terms following a few months’ conflict over a referendum Kurdistan Region held in September for independence from Iraq.

In an interview with the London-based al-Hayat newspaper, Masum said there were “calm and unannounced talks between Baghdad Erbil” over the past period to solve pending issues, stressing that ties between Iraq and the semi-autonomous Kurdish region “were back to normal”.

“The two sides (referring to Baghdad and Erbil) need each other and none of them can get along without the other,” Masum said, stressing that both the Federal and Kurdish governments are based in the same country and have the same interests.

He also hailed as a “good step” a decision recently taken by the federal government to send salaries to Kurdish employees working in the health and education sectors.

Kurds voted overwhelmingly to break away from Iraq in a referendum held on Sept.

25, defying the central government in Baghdad as well as neighboring Turkey and Iran who have their own Kurdish minorities.

In November, the Supreme Federal Court in Iraq issued a verdict considering Kurdistan’s independence referendum “unconstitutional” and cancelled all results of the controversial vote, which sparked outrage between Baghdad and Erbil.

ERBIL, Kurdistan Region — Turkey’s Ambassador to Iraq expressed Erbil-Baghdad relations being resolved is good for a unified country and for Turkey, while emphasizing that only Iraqi Security Forces are taking control of Shingal.

“The consolidation of relations between Baghdad and Erbil within a single, unified Iraq is in Turkey’s interest,” Ambassador Fatih Yildiz told Anadolu Agency on Thursday.

Relations between Turkey and the KRG broke down following the Kurdistan Region’s independence referendum last September; however, Turkey never closed its land border with the Kurdistan Region.

Tensions have thawed in recent months, with KRG officials, including the PM, travelling through Turkey to western countries following the flight ban imposed by Baghdad.

Turkey has now reopened its airspace to flights from the Kurdistan Region following Iraq lifting the ban, but it says it will not allow flights from Sulaimani, citing security concerns.

To further thaw strained ties between Erbil and Baghdad, Kurdish officials announced on Thursday it will send a KRG delegation to Baghdad next week.

Fuad Hussein, the chief of staff of the Kurdistan Region’s presidency, told Rudaw the situation is proceeding on the right path.

Mahdi Allaq, the secretary of Iraq’s Council of Ministers, weighed in.

“Indeed, the talks that have been ongoing for the past few months are associated with a set of cases yielding good results in some cases including that of border crossings, airports,  and some specific matters related to customs,” he said.

Allaq was in Erbil to attend the funeral of the late Dilovan Barzani, the twin brother of KRG Prime Minister Nechirvan Barzani.

He added that Iraqi Prime Minister Haider al-Abadi is willing to resolve the bulk of the issues. Iraq’s parliamentary elections are set for May 12.

“Talks are ongoing for some other cases including the auditing of the Region’s civil servants, and thus the January salaries were disbursed.”

Baghdad-Ankara relations have been strained over the presence of PKK fighters in northern Iraq.

Ambassador Yildiz confirmed to Anadolu that Turkish military operations remain underway against the Kurdistan Workers’ Party (PKK) in northern Iraq.

“But there are no Turkish military activities in Mosul’s Sinjar district,” he said.

On Thursday, local officials in northern parts of Erbil province reported Turkish warplanes had bombed populated villages. They did not immediately confirm any casualties or property damages to Rudaw.

Shingal, the homeland for the Yezidi people, is 255 kilometers southwest of where Turkey was striking in Sidakan.

“The Iraqi army is conducting special security operations with a view to regaining full control of Shingal and its environs,” he asserted.

Turkish deputy PM Bekir Bozdag threatened on Thursday that if Shingal is not cleared of “terrorists,” Turkey “has the power and ability.”

Iraqi Prime Minister Haider al-Abadi announced in March that foreign fighters like the PKK would leave the country, and any of their local affiliates like the Shingal Protection Units/Women’s Protection Units (YBS/YPJ) would be absorbed into Iraq’s security apparatus.

Will the balance of power in the Kurdistan region change after the Iraqi elections?

05qpt969.jpg

As the Iraqi parliamentary elections approach, on May 12, 2018, parties and political parties in the Kurdistan region of Iraq began trying to win people and extend influence, amid expectations that the Iraqi elections would be too weak for the ruling parties Patriotic Union of Kurdistan), after they continued to sing the rule, since 1991 in the Kurdish region.
Journalist writer Shawan Fares from Sulaymaniyah told Al-Quds Al-Arabi that "the upcoming Iraqi elections will be fateful in the Kurdistan region and will show the real weight of the two ruling parties after they succeeded in the past years, despite accusations of falsifying the election results and buying the debts. , Lost the disputed areas, and did not have enough money to convince their members and supporters to continue supporting them in the elections.
He stressed that «there is popular outrage from the policies of the two ruling parties, especially after the salary crisis and the loss of the city of Kirkuk, which is considered by the Kurds (Kurdistan), and therefore the citizen seeks an opportunity to punish the perpetrators of these crises».
"In these elections, there are new forces competing to win the masses among them (the alliance of justice and democracy) for the former leader of the Patriotic Union Barham Saleh, and the new generation movement, the businessman Chaswar Abdul Wahid.
According to the source, «there is also an American alarm of the way the region is managed by the two ruling parties, and therefore there may be strong international control to prevent fraud operations so as to show the real weight to them in order to end the monopoly in the government or at least participate with the existing Kurdish opposition».
But journalist Hymen Khoshnao, played down the impact of the upcoming elections on the influence of the Democratic Union. He explained to Al-Quds Al-Arabi that "the elections can not remove the two ruling parties from power and influence. These are the two parties, even if they won one seat in the elections. They have control of the sources of income, power and control of institutions. More importantly, they have an armed force, Peshmerga own ».
He added: «We have seen how the movement of change has gained the presidency of the Parliament of the region, but these things did not cause the decline of the influence of the two ruling parties only slightly, and during the last period failed model of the opposition in the region, the opposition parties entered power and was carrying a double letter eventually caused deterioration The political situation in the region and the creation of problems, which means that multi-party was not positive for the fledgling Kurdish experience, and the citizen may return to the two ruling parties in the end.
According to the source «there are Iraqi parties in Baghdad are trying to undermine the Kurdistan Democratic Party because of the adoption of the draft referendum, by supporting the opposition parties, and distort the government of the Territory, and incite public opinion against the government».
For this purpose, the source continued «spread rumors that the ruling parties in the region, will lose many seats in the disputed areas and therefore these statements fall within the political propaganda to undermine the parties that decided not to succumb to Baghdad and embark on independence».
In contrast to the Iraqi scene, there are no calls in the Kurdish region to boycott and not participate in the elections, because changing the balance of Kurdish political forces, will determine the way of agreement between the region and the center on the files of oil and salaries, which directly touches the lives of citizens, and this is a factor of interest and interaction with the elections Coming.
