The sources confirmed that the Kurdish forces will agree to conditions in order to overcome the crisis.

 

On the other hand, the resignation of Barzani means retaining the territory, and its commitment means the consolidation of the province to normal provinces have their specificity and Kurdish identity.

"The Kurdistan Regional Government is waiting for a response from the federal government on its initiative, .

The Kurdistan Regional Government recently offered to the Iraqi government and the Iraqi and international public opinion to immediately cease fire and stop all military operations in the Kurdistan region, freeze the results of the referendum process and start an open dialogue between the regional government and the federal government on the basis of the Iraqi constitution.

Deputy MP for the rule of law Kamel Zaidi, on Thursday, the Prime Minister of Kurdistan Massoud Barzani to freeze the referendum an attempt to buy time, describing it as "evasive".

"Barzani's request for a cease-fire is an attempt to convince public opinion and states that there are violations and attacks on the Kurds and Peshmerga, and this is unrealistic, and the federal forces imposed security in Kirkuk and the disputed areas only."

The Kurdistan Regional Government announced on Wednesday the freezing of the results of the referendum and the start of an open dialogue between the governments of the region and the federal on the basis of the Iraqi constitution, while calling for an immediate cease-fire.

He stressed the importance of adopting dialogue and full commitment to the constitution to resolve all current problems and differences, which will contribute to support and stability of the political process and preserve the unity of all components of the Iraqi people, praising the efforts of the international organization in this regard.

"The international organization continues its efforts to support Iraqis' aspirations for unity, stability and solutions to all problems and obstacles," Kubic said.

The news agency "Sputnik" in Iraq, quoting security sources, said Thursday, October 26, continued clashes and shelling between the Peshmerga and federal forces in several disputed areas between Baghdad and Erbil.

According to a Kurdish security source, he told us that the clashes broke out between the Peshmerga and the federal forces in the village of Mahmudiya, Zammar, and Rabia district, west of Mosul, the center of Nineveh, in the north of the country.

The Kurdistan Regional Government announced on Wednesday, October 25, a three-point initiative, including the cessation of fighting between the Peshmerga and Iraqi forces, and to go to dialogue with Baghdad.

Iraqi Prime Minister Haidar al-Abadi on Thursday rejected the proposal of the Kurdistan Regional Government to "freeze" the referendum and engage in dialogue to resolve the crisis, stressing that the referendum on the independence of Kurdistan will be declared null and void.

Iraq And Kurdistan To Collaborate On Oil Production

Iraqi government-owned North Oil Co. and Kurdish Kar Group are cooperating on pumping the oil from two fields that halted operations following the government military action to take it over from Kurdistan Regional Government (KRG). Kurdistan forces had been there since 2014 when they ousted Islamic State militants.

The Bai Hassan and Avana oil fields near Kirkuk have been shut since October 19th, keeping at least 275,000 bpd offline. The Kirkuk-Ceyhan pipeline, operated by KAR Group, saw flows fall to 196,000 barrels a day last Thursday—down from 225,000 barrels per day the day before. Normal, non-wartime scenarios peg flow at 600,000 barrels per day.

Civilian workers at both fields were reportedly sent home following a build-up of Iraqi military forces around the sites. Oil Ministry engineers worked to replace computers and other critical equipment missing from oil fields.

 

Over the weekend, Iraqi authorities said they increased oil exports from the southern Basra region by 200,000 barrels per day to make up for a shortfall from the northern Kirkuk fields.

Last Tuesday, Iraq government forces completed an operation to seize control of all oil fields that Iraqi state-held North Oil Company operates in the oil-rich Kirkuk region from Kurdish forces.

The Kurdish forces, the Peshmerga, had previously held the oil fields around Kirkuk, but pulled out as the Iraqi forces advanced to the oil-rich region. The advance of the central Iraqi government forces in Dibis, home to the Bai Hassan and Avana oil fields, is part of an operation that Iraq’s Prime Minister Haider al-Abadi had ordered that sought to take control of Kurdish-held areas outside the autonomous Kurdistan region.

Iraq’s North Oil Co. is working with the Kurdish Kar Group to resume pumping at two disputed oil fields that halted output after government troops recaptured them from Kurdish forces, according to two people with knowledge of the situation.

Bai Hassan and Avana oil fields are still not exporting since forces of the central government in Baghdad overtook areas in Kirkuk province from Kurdish troops last week, said the people, who asked not to be identified because the matter isn’t public. The fields had been pumping an estimated 275,000 barrels a day before the Iraqi offensive.

NOC and Kar officials were not immediately available for comment. NOC is owned by the central government in Baghdad, and Kar Group is based in Erbil in the semi-autonomous Kurdistan Regional Government region of northern Iraq. Kar operates the crude pipeline that exports crude from the Kurdish region to Turkey.

Kirkuk, home to Iraq’s oldest-producing oil field, is a flashpoint in the power struggle between the central government and the Kurds. The government sent troops this month to retake disputed areas, including the oil-rich city of Kirkuk, that Kurdish fighters had seized in 2014 after Islamic State routed Iraqi forces. The latest military operation followed a Kurdish referendum on independence from Iraq on Sept. 25. The KRG included Kirkuk in the referendum despite competing claims to the ethnically mixed area, which lies outside the boundaries of the KRG-ruled Kurdish region.

On Wednesday, the KRG issued a statement to say it’s prepared to freeze the results of the independence referendum, observe an immediate cease-fire and hold talks with the central government.

Flows by pipeline from northern Iraq to the port of Ceyhan, Turkey, fell to 252,000 barrels a day on Wednesday from about 300,000 barrels the previous day and far below their normal daily level of 600,000 barrels, according to a port agent report and Bloomberg tanker tracking. Iraq’s central government piggybacks its exports from Kirkuk with Kurdish shipments through the Kar-operated pipeline to Turkey.

Iraq, the second-largest producer in OPEC, pumps most of its 4.47 million barrels a day from fields in the south and ships it from the Persian Gulf port of Basra. But with Iraq supplying about 14 percent of total production from the Organization of Petroleum Exporting Countries, a recovery of curtailed exports from the north could affect crude markets. Brent crude was 18 cents lower at $58.15 a barrel on Wednesday at 4:28 p.m. in London.

Iraqi Prime Minister Haidar al-Abadi rejected yesterday the initiative of the Kurdistan region, which proposed "freezing" the results of the referendum of secession conducted by the region last month, and adhere to "cancel the referendum and abide by the Constitution" before the start of dialogue with Erbil. He stressed the «move forward in the extension of federal authority and the implementation of the strategy of subjecting these areas (disputed) to the authority of the state». Abadi said during his visit to Tehran, which concluded yesterday, a regional tour that included Saudi Arabia, Egypt, Jordan and Turkey. The tour came as Abadi sought regional support in the fight against terrorism, reconstruction and the Kurdish referendum crisis.

Khamenei, during his meeting with Abadi Iranian reservations on cooperation between Baghdad and Washington, while senior Iranian officials announced support of the Iraqi government against the referendum in the Kurdistan region. Rowhani and his deputy, Jahangiri, called on the Iraqi government to take practical steps in terms of bank and economic cooperation between the two sides, in addition to Tehran's participation in the reconstruction of Iraq.

Abbadi held consultations with Jahangiri, parliament speaker Ali Larijani and the chairman of the Expediency Council, Mahmoud Hashemi Shahroudi. Iranian agencies quoted Khamenei as saying he supported Iraq's territorial integrity, stressing that it was "an influential and important country in the Arab world." He expressed his support for strengthening relations between Baghdad and its neighbors, but told Abadi: "Do not believe America's machinations ... it will bring you into the future." "We maintain the unity and harmony of Iraq, and as we said earlier to our brothers in the Kurdistan region, we will not allow our country to risk being partitioned," Abadi said in a meeting with Khamenei.

Rowhani praised the Iraqi government's positions in the tension between Baghdad and Erbil after the referendum in the Kurdistan region. Reconstruction and the obstacle of banking relations 

On the economic front, the Iranian president said when he met Abadi, that «Tehran is ready with all its capabilities to participate in the course of reconstruction and development of Iraq». He stressed the readiness of his country «to provide engineering services to Iraq», also required the development of banking relations in order to facilitate trade and economic relations and facilitate commercial licenses between Iran and Iraq.
