ERBIL, Kurdistan Region – A financial oversight committee from the Iraqi government is in the Kurdistan Region to audit the biometric registration of KRG employees. The committee will compare its findings with those of others reviewing KRG ministries in order to pay one month salaries for select ministries while audits are ongoing.
 
The committee from Iraq’s financial watchdog arrived in Erbil with orders from Iraqi Prime Minister Haider al-Abadi to conduct an audit of the KRG’s biometric program that was introduced in 2016 and went live last October as part of the reforms package introduced by the government. 
 
“The committee will write a quick report so that based on that report one salary of the employees of the Ministries of Education and Health can be paid until the auditing process is completed,” Dr. Viyan Mohammed, director of planning in the Ministry of Health, told Rudaw. 
 
Abadi sent the committee to the Kurdistan Region on the request of the Kurdish factions in Baghdad following their meeting with him last week, when they asked him to accelerate the process of paying KRG salaries. 
 
The Iraqi government formed ten sub-committees that they have sent to the Kurdistan Region to look into the payroll records. Some are tasked with looking at the list of employees while others will conduct field work to find any ghost employees and ensure the number of employees on location is not excessive. 
 
Another committee has started auditing the employee list of the KRG’s Ministry of Agriculture and Water Resources. 
 
The KRG has not been able to fully pay the salaries of its employees after facing financial hardship when Baghdad cut its budget share in 2014, coupled with a drop in oil prices. Its revenues were further slashed by about half following the loss of Kirkuk’s oil fields to Iraq in mid-October. 
 
Abadi has said they are willing to play the salaries of the Region’s employees but they need to ensure the funds go to deserving individuals.

Yota Thanks,  DV,  I do not understand the logic in regards to PM Abadi not releasing the funds to the KRG employees.   Is it possible he is awaiting completion of the audit & biometrics listing by the Federal Committees.  We await the final results hopefully sooner than later.

I think the completion of the audit & biometrics is likely a significant piece for the hold up. Abadi may be attempting to use this lever to remove this corruption in the Kurdish region. On the one hand, corruption removal is basically a mandate. On the other hand, the budget allocations need to be consistent for all Iraq. And, yet, on another hand, the budget has to be passed so the allocations can be made via the budget.

 

This piece, not only for the Kurdish region, looks like it was put off for far too long through the years. Now that it is show time to get the reconstruction going, there appears to be a significant amount of pressure for Iraq internally to be comparable to other nations internationally for a functioning and relatively corruption free budget to assure ample Security and Stability for the foreign investments.

 

I am still optimistic about what will be accomplished in the next few days and I fully anticipate a few surprises over the next 2-3 weeks.

  • Article 140 (to include all Governorates not just the Kurdish Region)
  • 2018 Budget Passed (mostly based on the above)
  • The "Popular Crowd" issue to be resolved so that IMIS, IRGC, and Iranian elements are not interfering with Iraq's Sovereignty
  • Possibly, the Israeli Mossad has whacked Qassem Soleimani and, maybe, al-Baghdaddi
  • Major Iraqi miscreants (like Nouri al-Maliki and other major corrupt characters) have been taken into custody by the appropriate authority(ies)
  • An announcement on significant sums of money agreed to be returned to Iraq because of agreements with entities holding the accounts internationally for the corrupt
  • A major credit agency rating announcement in the improvement on the Iraqi investment environment sufficient for foreign investment

The key to me is a Stable and Secure environment for the foreign investment to pour into Iraq. I realize the above items are a pretty tall order, some may not need to be included, whereas there may be other key items I did not note. We may or may not be getting the most up to date information in the Iraqi news articles or elsewhere and/or not getting the complete story. I believe Iraq is at a key pivotal point with the Kuwaiti Donor Conference where this really needs to come off right (as You mentioned) if the RI/RV is going to occur any time soon. If the Kuwaiti Donor Conference is insufficient for providing for a substantial improvement for the war torn Iraqi areas, the Iraqis overall may loose confidence in the current GOI such that the upcoming May elections will be a disaster where corruption will continue without any significant foreign investment thus substantially minimizing reconstruction and eliminating non oil economic improvements.

 

For the Donor Conference to be in Kuwait is significant to me since this is where the steep slide downward occurred for Iraq when Saddam Hussein invaded Kuwait to indicate Iraq is seen as a totally different entity today and a fast approaching key economic entity in the region and internationally. Also, there was an announcement of the US troop draw down. I do not think this would occur in any way shape or form if the Iranian influence through the non assimilated "Popular Crowd" is currently an issue to generate instability in Iraq. Ole Donald, T Rex, and Mad Dog Mattis are wholly on top of this, in my opinion. These two things (three if one includes Ole Donald, T Rex, and Mad Dog Mattis) are significant to me to indicate a very positive short term but lasting outcome for our interests.

 

Hey, the US is even planning a Super Fantastic Military Parade for what, NOW???!!!

  • Article 140 (to include all Governorates not just the Kurdish Region)
  • 2018 Budget Passed (mostly based on the above)

As far as I know, it is only the US and France (of all countries???!!!)???!!! France already had their Super Fantastic Parade and NOW the US is planning on holding OURS???!!! Military Parades celebrate SOMETHING!!! So what in the world is France and NOW the US Celebrating BOTH having a Strategic Framework Agreement with Iraq and seemingly no other countries have this same agreement???!!! The 800 million dollar yacht and 200 million dollar gold and jewel studded sword the Saudis gave Ole Donald for just showing up to say, “HI Y’ALL”???!!!

The Minister of Immigration and Displacement Jassem Mohammed Al-Jaf on Wednesday revealed the existence of "difficulties and obstacles" in the file of the differences between Baghdad and Erbil, noting that the oil file is the most complex on both sides and is unlikely to reach a solution soon.

"The issue of solving the problems between Baghdad and Erbil has not yet been resolved in a more serious way," Jaf said at a news conference held in Sulaymaniyah and his correspondent, Mawazin News, citing the reasons for "difficulties, obstacles and overlaps in the files."

"The work of the competent committees on the file of airports and border crossings of the region has seen significant progress and the work of staff audit committees continue," he said, expressing hope that "this year, especially after the Iraqi elections, a breakthrough in solving the problems between the two sides."

He considered dry, that "the oil file is the most complex between the two sides," pointing out that "is unlikely to reach a solution on this file soon."

The president of the Kurdistan region, Massoud Barzani, left office on Wednesday (November 1, 2017), leaving his nephew, Nigervan Barzani, "to reconcile with the central government in Baghdad and with neighboring countries and with rival Kurdish parties after the failure of a referendum on independence."

The Iranian consulate in Erbil has announced that it will solve the problems of the border markets between Iran and the Kurdistan region and resume commercial activity there.

"After intensive talks with the regional authorities and the Iraqi federal government, the resumption of the activity of the border markets of Kila-Sardasht, Siraan Band-Bana, Shoshmi-Bauh and the border police have been reported," the Fars news agency quoted the consulate as saying in a statement. So ".

"Economic activists can plan to develop business transactions," the consulate said, adding that "the Iraqi border police had been informed a few days ago the closure of the informal border of Iraqi Kurdistan with Iran."

A visit to the Kurdistan Regional Government to Baghdad to complete the discussion of controversial files

The Kurdistan region doubts the intentions of Prime Minister Haider al-Abbadi and his promises made by the possibility of paying the salaries of the Peshmerga and the staff of the region and resolved through the technical committees in an attempt to employ this delay in obtaining a second term.

In the meantime, a delegation from the Federal Audit Bureau arrived in the Kurdistan region to supervise the work of the technical committees and accelerate the pace of their work and urged them to submit their reports to the federal government for the purpose of paying salaries of suspended employees. 
The deputies are waiting for a new visit to the Kurdistan Regional Government President Nechirvan Barzani to complete negotiations with the government of Baghdad to resolve all the problems and differences between Erbil and Baghdad, which is led by the file of wealth management oil.
