The newspaper 'Washington Times' US Prime Minister Haider Abadi, violates the Iraqi Constitution and mistreatment of the Kurds, and this is to end, asserting that US Secretary of State Rex Tilerson, announced recently that his country will stand with the Kurds in their efforts to implement the Iraqi constitution Fully implemented .

The newspaper said in a report: 'The recent years have witnessed a repeated violation of the Iraqi constitution, which encouraged the Kurds to demand secession and hold a referendum on the 25 of last September, and it is true that Washington and other countries stood in the face of the referendum and rejected the independence of Kurdistan and its separation from Iraq, Abadi calls today to respect the Iraqi constitution '.

The newspaper said that the Prime Minister of the Kurdistan region, Nechirvan Barzani, declared that if Baghdad and the international community want a stable Iraq, Baghdad must fulfill all its obligations and implement the articles of the Iraqi constitution .

If Baghdad followed the Iraqi federal constitution, the Kurds would have the right to hold a referendum on independence, and if the last wave of protests was to be avoided, Washington would have to inform the Iraqi side of the need to stop the Kurdish 'repression' and also implement the constitution .

Article 131 of the Iraqi constitution stipulates that Kurds have a right to a fair share of Iraq's revenues and that the Iraqi government is obliged to finance the Peshmerga responsible for protecting its areas .

However, the government of Iraq not only cut off funds and sent weapons to the Peshmerga forces to fight the terrorist 'Da'ash' organization, but also refused to send monthly salaries to civil servants in the Kurdistan region, forcing the Kurds to rely on their oil to cover their expenses .

Article 140 of the Iraqi constitution states that persons who have been deported or expelled from Kirkuk and other disputed areas should be returned to their homes and compensated by the Iraqi government. The Iraqi constitution also called for a referendum to determine the future of these areas by December 31, 2007. However, none of this happens, but the Prime Minister of Kurdistan calls for dialogue .

As for the Kurds, Kirkuk is the 'heart of Kurdistan'. During the rule of Saddam Hussein, a demographic change took place in the city which led to the expulsion of the Kurds from it. It is no longer a multi-ethnic city, as it was only after the Kurds took control of the city .

However, after the Iraqi government took control of Kirkuk again after the referendum in Kurdistan, assassinations targeted Kurds in the city, and others were threatened and raped their homes, which prompted many of them to leave, according to the newspaper .

Kurds feel marginalized and unequal. Even when the Iraqi prime minister delivered a victory speech on 'Da'ash', he did not mention the role of the Peshmerga forces, which the Kurds considered an insult to them, the paper says .

The American newspaper calls for Abadi to review his policies towards his Kurdish citizens and start a meaningful dialogue with the regional government, because he is constantly refusing dialogue and intransigence. Any future demands of the Kurds for separation from Iraq will be justified .

Abadi has been fairly consistent at pushing the rule of law. As we know, there is more to this issue than many of these superficial propaganda pieces are touting.

This is the key condition that will likely take longer to audit due to the Barzani clan and friends' racketeering:

The source added that the third condition is to delete the phantom names from the payrolls handed over by the provincial government to Baghdad.

I think the Constitutional issues are easily offset by holding the Kurdish clans' leadership directly responsible for any fraud. Lock 'em all up with Mailiki and the other fraudsters. And move the f*** on.

Iraqi Deputy: The atmosphere is ideal for dialogue between Baghdad and Erbil

He pointed to a large parliamentary movement soon ...

Iraqi Deputy: The atmosphere is ideal for dialogue between Baghdad and Erbil

The Iraqi deputy said, about the «great mobility» will get in the House of Representatives soon in the context of preparation for the elections, indicating that the consensus in parliament in this regard will not be only to resolve the crisis with the Kurdistan Region, considering that the atmosphere in Baghdad is now «ideal» for dialogue with Erbil.

"The current days are ideal for the dialogue between Baghdad and Erbil, especially with the positive messages sent by the parties through side talks or through the media," Salim al-Musallamawi, a member of the Iraqi parliament, told the National Alliance in media statements on Sunday. .

The Kurdistan Regional Government has welcomed the initiative of Iraqi President Fuad Masum, which called for the start of an urgent dialogue between Baghdad and Erbil, as well as the statements of Vice President Iyad Allawi and Nuri al-Maliki, without Baghdad to date to any practical steps in this area.

Al-Musallamawi added that «great mobility will happen during the remainder of the life of the House of Representatives for the preparation of the elections, and this means that the blocks will discuss and dialogue and try to find the participants, and it will not only settle the crisis with the Kurdistan Region».

The Iraqi MP pointed out that «the countries of the world, including the countries of the region look at the Iraqi political situation with concern after the success of the security side, and therefore is a challenge imposed on the parties to resolve the problems in a timely manner».

The Kurdistan Region's Prime Minister Nechervan Barzani has recently confirmed at a press conference in Erbil, that the government of the Territory is committed to dialogue with the Government of Baghdad on the basis of the Constitution to resolve all controversial issues, but "we have repeatedly said that we are ready for dialogue .. Perhaps citizens are tired of the frequent repetition of that "Today, too, we reaffirm our readiness for dialogue."

The relations between Baghdad and Erbil witnessed great tension in the wake of the self-determination referendum in the Kurdistan region on 25 September last, which was supported by the vast majority of the Kurdistanians, which was met by the Iraqi government with a series of punitive measures such as blockade and closure of airports and reached the end of the military attack on the Peshmerga forces in Kurdish areas Outside the administration of the Kurdistan Region, including Kirkuk and Tuzkhurmatu.

Roastai said that all indicators indicate that negotiations will continue until the Iraqi elections in mid-May, because Baghdad is still insisting on its stated conditions to implement the constitution (handing over the crossings and airports and officially announcing the cancellation of the results of the referendum held by the Kurds for separation), while Erbil refuses to impose preconditions And believes that the application of the Constitution must be dialogue. " He felt that «the government of the region lost its weight, the former, especially after the withdrawal of the movement of change and the Islamic Group of them, and this is what made Baghdad speak the formula of the strong party».

"The visit comes within the framework of partisan relations, but it will further weaken the already weak Kurdish position and will not have the desired weight," said Rostai. In dealing with Baghdad, while there should be prior coordination and a clear and specific agenda agreed upon by all before going into such visits ».

The Kurdish government began its first reform steps to reduce the consequences of its worsening financial crisis on the decline of public revenues, with the federal government control of oil wells in the disputed areas between the two sides and impose a ban on airports in the region.

"The government has ratified a draft law consisting of 20 articles for reform in the areas of salaries of employees and retirees, will be passed to the parliament of Kurdistan for a vote, to enter into force within 90 days," the secretary of the Cabinet of Ministers of Kurdistan Amang Rahim said in a statement.

According to the project, the government will be able to recover more than 100 billion dinars to the public treasury, after regulating salaries and cleanse of violations and suspicions of corruption, and reduce the salaries and allowances of officials and retire high grades.
