ERBIL, Kurdistan Region – There is an agreement between Erbil and Baghdad to hold “technical and professional” meetings to discuss their outstanding issues, Iraqi Prime Minister Haider al-Abadi said on Tuesday evening, adding that political dialogue will take place at a later stage.
 
He said he has seen a “radical shift” in the KRG’s stance on contentious issues of the independence vote and the borders and there is now an agreement for initial “technical and professional” talks, Abadi told reporters as part of his weekly press conference.
 
The KRG has stated that the “referendum is over” and has called for dialogue on the issue federal authority over the borders, Abadi said, describing this as a “radical shift” in the KRG’s stance.
 
“But we want to confirm that referendum is illegal, that they will not go back to referendum again,” Abadi said.
 
Abdullah Zaidi, in charge of Kurdish affairs for the ruling National Alliance, told Rudaw that it is not enough for the KRG to state they “respect” the rulings of the Iraqi Federal Court that canceled the independence vote and ruled the constitution does not allow secession. He said the KRG has to state that it “commits” to the rulings.
 
Baghdad does not have a “conflict” with Erbil, Abadi stated, explaining that there are “disagreements” with the Kurdish government regarding the KRG border with the rest of Iraq.
 
He said the KRG has to withdraw to pre-2003 borders and the KRG’s international border strip has to be under “exclusive” Iraqi control.
 
He conceded though that the Iraqi constitution allows for both governments to jointly run international entry points such as the airports, something the KRG has said they agree to.
 
“There is a difference between the border strip and border entry points,” Abadi said.
 
The first visits between Baghdad and Erbil have already taken place.
 
A delegation from Iraq’s Interior Ministry recently visited the Kurdistan Region and discussed returning displaced Iraqis who have been sheltering in the Kurdistan Region. A KRG delegation from its Interior Ministry visited Baghdad on Monday and met with the Iraqi Interior Minister to discuss the flight ban, among other issues.
 
A member of the delegation told reporters on Tuesday evening that the Iraqi Minister of the Interior Baha al-Araji is expected to visit the Kurdistan Region soon on the invitation from his Kurdish counterpart Karim Sinjari.
 
Regarding the payment of state salaries in the Kurdistan Region, Abadi repeated that they are still conducting an audit of the payroll, a process that will “take some time.” He called on the KRG to cooperate with Baghdad on this, especially with the planning and finances ministries whom he said have a list of the KRG’s employees.
 
Kurdistan Region Prime Minister Nechirvan Barzani, who recently returned from his Berlin visit where he met with Chancellor Angela Merkel, repeated last week that his government is ready to enter dialogue with the Government of Iraq on the basis of the Iraqi constitution.
 
Erbil is now ready to allow for joint administration of the border crossings, he said at the time.
 
“The Kurdistan Region is fully prepared from this day to form that joint administration at the airports, the border crossings, and solve that problem, according to the Iraqi constitution,” Barzani said.
 
He also confirmed last week that they are ready to hand over their updated list of employees for Baghdad to audit. But he doubted that Abadi means what he says.
 
Abadi claimed the KRG can pay the salaries itself on the basis of the reduced system with the current oil exports.
 
He said Erbil exported 270,000 bpd of oil in November – an amount he said is “more than enough,” to pay the salaries on time. He blamed corruption for the KRG’s failure with the salaries.
 
Erbil maintains that a continued budget cut by Iraq since 2014, as well as the loss of Kirkuk’s oil fields are the two primary reasons behind their failure to pay the salaries.
 
The KRG has 1.249 million on its payroll. Abadi claimed that equals half of the people on Baghdad’s payroll.
 
Regarding Kirkuk, which Iraqi forces took control of in mid-October, Abadi said he did not want to visit the city because he does not consider it a liberated area. He said he has visited every area liberated from ISIS by Iraqi forces.
 
He said he does not want to visit Kirkuk because he believes what happened in Kirkuk was imposing federal authority and was not “a military victory.”
 
In early December, Abadi was heavily criticized for saying that the military incursion into the disputed areas was no less than the victory over ISIS.

KHANDAN - Iraqi Interior Minister Qassem al-Araji plans to visit the Kurdish region soon, an interior ministry spokesman said. 

 The Araji discussed on Tuesday with a delegation of directorates of passports and residence, card information and nationality in the provinces of Kurdistan (Erbil, Sulaymaniyah and Dohuk) technical and administrative issues related to those departments. 

"The meeting was consultative and coordinated on the joint work and implementation of the contents of the Constitution and comes in the context of a series of coordination meetings of the work unit and the subject between the working sex services in all Iraq and similar departments in the province Kurdistan ". 

Brigadier General Maan revealed in the context of his statement, about "an imminent visit by the Minister of Interior to the region."

"Such meetings are a positive development towards calming the situation and beginning to break the contract between the two parties," said Rankin Abdullah, a member of the Iraqi parliament for the Patriotic Union of Kurdistan, told the newspaper that "discussing technical and administrative issues will pave the way for serious political dialogue Between the two sides because it will be founded on sound foundations. " 

 She pointed out that "the atmosphere is ready for dialogue and there is popular acceptance of dialogue between Baghdad and Erbil because the adoption of starvation policy is a failed policy will not work." 

"The need for a genuine social contract between Iraqis and the strengthening of relations on the basis of the constitution is urgent," she said.

A source in the Ministry of Finance in the Kurdistan Regional Government that the remaining three salaries for the current year 2017 will be saved, indicating that the salaries will be distributed for the first month (January) for the year 2018 starting next year. 

The source, who declined to be named, said in a statement to "Khandan" that if the Peshmerga salaries are covered by the savings system, salaries will be distributed starting from the new year every 40 days, otherwise salaries will be delayed even more.

BAGHDAD: The Iraqi Kurdistan Regional Government (KRG) has agreed on the conditions stipulated by Baghdad’s federal government to solve outstanding problems between the two governments.
Talks will be resumed to end the punitive measures in the Kurdish region, Iraqi Prime Minister Haider Abadi said on Tuesday.
The KRG held a controversial referendum on independence in late September inside the region and disputed areas seized by the Kurdish forces during the past years.
Baghdad responded by imposing a series of punitive measures on the region including banning international flights into and from the region’s airports, shutting down the border crossings between the region, Turkey and Iran, and launching a huge military campaign to drive the Kurdish forces back to the 2005 constitutionally approved border.
Considering the September referendum illegal, Baghdad took steps to reinforce federal writ in and around the region, which has been autonomous since 2003. Abadi said there is a dispute between Baghdad and the KRG over the border of the region and the running of the border of the country.
“The constitution was clear relating to the border of the region and it was recognized (by the constitution) as the border of the region on March 9, 2001, but the regional (Kurdish) forces were out of these borders,” Abadi said on Tuesday in his weekly press conference.
“Also, the border (of the country) should be exclusively under the control of the federal government… so we took several measures to control the border and the border crossings.
“Now the regional government and the (Kurdish) officials said that they agree on these two points (conditions) and let’s talk,” Abadi said.
“I consider this an essential change… but we want to reiterate two things — which are the referendum was illegal and (there will be) no return to it (the results) again. The second thing is the recognition of the 2003 borders of the region and the borders (of the country) should be under the control of the central government.”

Thanks for the update.

I've taken a hiatus from the roller coaster for a while to get my bearings.

I do check your quotes and quite a few of the other scholars here at DV for updates.

With any luck the long and drawn out squeeze play Abadi has been playing will come to conclusion.

There is just to much noise going on in the background for this to go on much longer.

The battle on corruption is underway but there is no way Abadi can pick a battle with Malarkey and his VERY, VERY deep pockets / payoffs.

I'm watching the ICC on this one on the humanitarian issues, which will kick this into high gear.

Barzani will get a pass but his political life will be over.

The branch is at the point of breaking so the next couple of weeks should tell all.

KHANDAN - Iraqi Interior Minister Qassem al-Araji plans to visit the Kurdish region soon, an interior ministry spokesman said. 

 The Araji discussed on Tuesday with a delegation of directorates of passports and residence, card information and nationality in the provinces of Kurdistan (Erbil, Sulaymaniyah and Dohuk) technical and administrative issues related to those departments. 

"The meeting was consultative and coordinated on the joint work and implementation of the contents of the Constitution and comes in the context of a series of coordination meetings of the work unit and the subject between the working sex services in all Iraq and similar departments in the province Kurdistan ". 

Brigadier General Maan revealed in the context of his statement, about "an imminent visit by the Minister of Interior to the region."

"Such meetings are a positive development towards calming the situation and beginning to break the contract between the two parties," said Rankin Abdullah, a member of the Iraqi parliament for the Patriotic Union of Kurdistan, told the newspaper that "discussing technical and administrative issues will pave the way for serious political dialogue Between the two sides because it will be founded on sound foundations. " 

 She pointed out that "the atmosphere is ready for dialogue and there is popular acceptance of dialogue between Baghdad and Erbil because the adoption of starvation policy is a failed policy will not work." 

"The need for a genuine social contract between Iraqis and the strengthening of relations on the basis of the constitution is urgent," she said.

 

"The meeting was consultative and coordinated on the  joint work and implementation of the contents of the Constitution and comes in the context of a series of coordination meetings of the work unit and the subject between the WORKING SEX SERVICES in ALL IRAQ and SIMILAR DEPARTMENTS in the departments in the province of Kurdistan"    

 

No wonder the Parliament cant get anything done......

Kurdish parliamentary delegation in Baghdad to discuss the situation of the disputed areas

Baghdad, «Al-Quds Al-Arabi»: revealed the leadership of the Patriotic Union of Kurdistan, Mullah Bakhtiar, on Wednesday, the meetings, secret and announced, has taken place this week between the Kurdistan Regional Government and the federal government in Baghdad, in preparation for resolving the differences and outstanding issues between the two sides. 

Kurdish media quoted the Kurdish politician as saying: «This week there have been various meetings secret and declared signs of hope». 

He added that «what I know about those meetings that Baghdad is well prepared for dialogue, in return for the Kurdistan Regional Government is working to create the atmosphere in this area». 

According to the Kurdish leader «Officially, there will be no fighting or clashes between the Iraqi forces and the Peshmerga, and the problem of land and air ports and customs is being conducted and the accuracy of the solution». 

He added: «After the completion of these things will begin a program of work to resolve the issue of budget and salaries and disputed areas».

He called on the Kurdistan Regional Government to «discuss with all parties to take their views and proposals before going to Baghdad», and called on the Kurdistan Regional Parliament to «hold a meeting with the parliamentary blocs in order to write the points of joint negotiations to be a comprehensive solution fully with the participation of everyone». 

MP of the Patriotic Union of Kurdistan, Mohammed Osman, said that «the delegation will travel today (yesterday), the capital Baghdad, consisting of Rizkar Ali member of the Political Bureau, and Khalid Shawani member of the leadership council, and the deputies of the Patriotic Union of Kurdistan for the province of Kirkuk», without giving details about Other names belonging to Kurdish parties may be among the delegation. 

He added, according to the official media of the Union, that «the delegation will discuss during his visit the situation in the cut-off areas with officials in the federal government and political parties in Baghdad».

Prime Minister Haider al-Abadi said in his weekly conference that the government started to pay the salaries of water resources employees in the Kurdistan region, and that there is an audit of salaries of education and health there, referring to the mandate of the finance to go to the region to audit the salaries of all employees. 

In the first reaction to Abadi's statement, the United States welcomed the payment by the Iraqi government of the salaries of some workers in the Kurdistan region. 

"I am happy that the Iraqi government has started to pay the salaries of some KRG workers," US Ambassador to Iraq Douglas Seelman said in a tweet on Twitter. He hoped that "salaries will be paid later to more workers soon."

"The aim of the visit is to discuss the situation in the region and the Iraqi situation," said the representative of Kurdistan in the European Union, Dalawar Akeji, that the head of the regional government, Nirvvan Barzani, will soon visit Britain at the invitation of the European Union. 

He added that «Barzani's visit comes to conduct dialogues on the current situation between the region and Baghdad and create the ground for the start of negotiations between the governments of the region and Iraq». 

He noted that the European Union will formulate a new program in Iraq starting from the beginning of next year and will continue for 3 years », pointing out that« the Iraqi government if not implemented the program, it will inflict great damage to Iraq because the European Union is a very important financial and economic force in the world and has a strategic agreement With Iraq ».

He pointed out that the region called on the European Union to pressure Iraq to respect the Constitution and non-violation of the rights of the Kurds, pointing out that this will put great pressure on Iraq.
