The head of the Kurdistan region on Sunday responded to comments by US Secretary of State Rex Tillerson on the referendum. 

The Kurdistan Regional Presidency expressed in a statement the resentment of the people of Kurdistan from those statements, expressing the hope that the United States of America retreat from its position and stand by the legitimate demands of the people of the Kurdistan region. 

The statement reads as follows:

The people of Kurdistan, who have consistently and faithfully supported the United States of America, especially in the war against Saddam Hussein and the war to topple Saddam Hussein's regime, express his deep resentment at the statement issued last Friday by the Secretary of State, Mr. Rex Tillerson, on the referendum on the independence of Kurdistan. The United States of America to appreciate and respect the will of the people of Kurdistan who voted and decided independence, especially as the proportion of claimants independence reached more than 92% in a referendum was held in a free, transparent and peaceful on 25 September this year 2017.

This referendum, which was announced in accordance with the law by the President of the Kurdistan Region, which was legitimized by the decision of the Parliament of Kurdistan, does not contradict with the Iraqi Constitution, which does not mind to conduct it based on many articles and paragraphs that were adopted in this Constitution, For the people of Kurdistan to exercise the right of self-determination enshrined in the Charter of the United Nations and in two international conventions following the Charter of the United Nations. 

And with all due respect and respect for the positive position of the United States of America not to accept the use of violence to respond to the referendum, but unfortunately, did not move the United States of America or any other country against the Iraqi government to end the constitutional excesses and illegal handling of Baghdad with Kurdistan since the adoption of the Constitution in 2005 And even today.

We hope that the United States will review its position in the coming days, stand by the legitimate demands of the people of the Kurdistan Region and participate in the peaceful negotiations between Arbil and Baghdad.

Iraqi vice president Ayad Allawi has received a phone call from the Secretary-General of the Arab League, Ahmed Aboul Gheit, confirming that the Arab league is ready to support Allawi's initiative to end Erbil-Baghdad crisis after Kurdistan had conducted the Region's independence referendum, Allawi's office said in a statement Sunday. 

 

Aboul Gheit confirmed that he will coordinate with Secretary-General of the UN to support this initiative, stressing that such an initiative will protect Iraq from more crises and problems.

 

On September 25, Vice President Allawi announced the launch of a national initiative to address the current crisis, while warning regional countries not to interfere in Iraq's internal affairs.

 

Also on Sep. 25, Kurdistan has conducted the Region's independence referendum with 91.83% of the region's residents voting for the independence of the region.

Iraq's former foreign minister and Barzani's top advisor, Hoshyar Zebari, said that Kurdistan region has filed a complaint against Baghdad to the International Civil Aviation Organization (ICAO).

Zebari added that the complaint is aimed at helping to resolve the standing issues between Erbil and Baghdad in order to lift the air embargo imposed on the airports of Kurdistan region.

Zebari said that the airports are not only for travel and tourism but also to fulfill humanitarian needs of the displaced civilians.

He also confirmed that the Iraqi government's decision to stop international flights to Erbil and Sulaymaniyah airports impedes the arrival of humanitarian aid to the displaced people.

Kurdistan Referendum Council has been dissolved and turned into a "political council" to deal with the results of the referendum, the council member Khalil Ibrahim said Sunday.

Speaking at a press conference in Erbil, Ibrahim said, "Now Kurdistan decides to dissolve the referendum council and work on forming a political council to deal with the results of the referendum," noting that "the Kurdish leadership is unified".

Ibrahim added that independence would remain a strategy for the Kurdish region.

But he stressed that Kurdistan was still a "part of Iraq until the moment".

 Ibrahim welcomed Sistani's initiative and emphasized his country  carries a message of peace for all.

 "We will not be a threat to anyone or cause instability in the region or go against international laws aand regulations," he said.

He also stressed on the necessity of dialogue with Baghdad and all regional and international parties.

Deputy Head of Change (Gorran) Bloc, Amin Bakr, announced Sunday that his bloc would take the initiative to end the crisis between Baghdad and Erbil and re-establish bridges of dialogue.

Kurdistan Region Presidency said Sunday it feels disappointed at US Secretary of State Rex Tillerson's statements against the region's historic referendum.

 

“The people of Kurdistan, who have consistently and enthusiastically supported the United States, especially more recently in its fight against ISIS and Saddam Hussein, are deeply disappointed in the statement by Secretary Tillerson on Friday," a statement from the Presidency read.


In a statement released Friday, Tillerson claimed “the referendum and its results lack legitimacy and we continue to support a united, federal, democratic and prosperous Iraq.”

He further claimed the Kurdish referendum was a unilateral move that 'does not support the stability and prosperity in the Kurdistan Region “.

In retaliation for Kurdistan Region’s independence referendum, Iraq and Iran have resorted to economic weapons, with Baghdad closing the Kurds’ airspace to international flights and Tehran freezing trade in fuels.

Outraged by the region’s referendum, Baghdad and its neighbors have taken punitive measures to tame the rebellious region. To this end, they have focused on its weakest point: the economy.

Economy as “weapon”

A day after Baghdad cut international air links with the region, Iran’s state broadcaster said all transport companies and drivers have been ordered to stop carrying fuel products between Iran and Iraqi Kurdistan “until further notice.”

Diesel is one of Iran’s key exports to the oil-rich region, mainly for power plants and vehicles, while the Kurds rely almost exclusively on crude and fuel oil exports to raise revenues.

Iraqi Kurds overwhelmingly voted for independence in Monday’s non-binding referendum, which has sent regional tensions soaring.

Tehran, which strongly opposes independence for Iraq’s Kurds, fearing it will provoke separatists among its own Kurdish minority, also announced a joint military exercise with Iraq in another provocative move against the region.

On Friday, Prime Minister Haider al-Abadi’s office said any measure taken by the government will take into account the interests of the Kurdish people.

The office's statement said:"The central government's control over border gates and seaports does not aim to impose any sort of siege on Kurds."

The statement noted that moving control over the airports from the Kurdish authorities to the central government is constitutional. In claims and pretexts that Baghdad always uses to justify the measures it takes against Kurdistan.

Flights ban 


Almost all foreign airlines suspended flights to Iraq's Kurdish region, obeying a notice from the government in Baghdad, which controls Iraqi air space.

Arriz Abdallah, head of the Patriotic Union of Kurdistan faction in the Iraqi Kurdish parliament, told AFP that “ordinary people will pay the price” of the “violent reactions” from Baghdad and neighboring states.

In a statement, Kurdistan Regional Government (KRG) has described federal government’s measures as unconstitutional and a collective punishment. 

This ban will negatively affect the war on ISIS, displaced persons and trade, it added.
International flights ban came into effect on Friday after Kurdistan authorities refused a request from Baghdad to hand over the control of Erbil and Sulymaniyah airports to the federal government. 

Talar Faeq, director of Erbil’s airport said the airport will stop receiving revenue from airlines, which will have an immediate impact on the Kurdistan Region.

“At the same time, we’re not receiving any money from Iraqi Airways for landing or passenger tax, which has now accumulated and reached $33 million,” she explained.

Erbil’s airport serves between 50 and 60 flights and between 5,000 to 5,500 passengers per day, bringing in estimated daily revenue of $350,000, Faeq said.

Dependence on oil

 

  
Despite being landlocked, more than $17bn in debt, and dependent on angry neighbors to export crude oil and import food, leaders of Kurdistan defied the threats.

Kurdistan is rich in oil, possessing reserves equal to 45 billion barrels, and could potentially become a larger producer than Nigeria. 

According to figures from the KRG, Kurdistan currently exports about 600,000 barrels a day, though that number is difficult to account for. 
Other reports indicated it exports something closer to 430,000 or around ten percent of Iraq’s total oil exports.
“The serious way to hurt the KRG is the economy,” Bilal Wahab, an analyst at the Washington Institute think-tank quoted was quoted as saying by The Financial Times. 
“Can the KRG become economically viable? The best answer for now is: we don’t know.” 
KRG officials say they are braced for the economic fallout. 
However, they argue that the mutual benefits of their trade routes with Ankara and Tehran, and the crude pipeline to Turkey, would discourage a long-term campaign to harm the economy.
Iraqi Kurdistan, for example, is the entry point for $8bn-$10bn of trade with Iraq, says Aras Khoshnaw, economic adviser to the KRG.

Abdelyahya Saleh, a produce accountant in the bustling Alwa market, where most of the goods arrive through Turkey and Iran was quoted by The Financial times as saying: “Who will suffer? Not the big traders here who will raise their prices, or the politicians. It will be people like me, living on small salaries.”

Critics say the government is more focused on oil and gas deals than investing in agriculture or diversifying a private sector subsisting almost entirely on oil-related business, or government contracts funded by its revenues. 

About $8bn is owed in back salaries and, according to Khoshnaw, an economic adviser, about $5bn more to oil companies, some of which the KRG has paid back through private bank loans.

Surviving blockade 

 

Regional diplomats say their concern is not that the KRG will starve so much as that economic pressure could cause political consensus and enthusiasm for independence to crumble.

Moreover, Kurdish officials say they can withstand an economic blockade because they are self-sufficient in power generation and fuel supply and have fertile agricultural land.

Similarly, Khoshnaw believes the KRG has enough food reserves for one year and could last much longer on domestic production with some belt-tightening. 

Referendum supporters suggest the region will have an easier time dealing with economic problems once unshackled from Baghdad, according to The Atlantic

Greater control over oil exports, the KRG currently sells shipments at a discount due to Baghdad’s claims, as well as the ability to issue sovereign debt and negotiate directly with international agencies would all be boons, they concluded.

The Grand Mufti of Iraq, Sheikh Rafie Rifai, condemned the siege of the Kurdish people including the closure of airports of Erbil and Sulaymaniyah by the Iraqi government, the Baghdad Post reported Sunday.

 

Al-Rifai said in a statement released on his behalf by Abdulwahab al-Ani, a member of the Iraqi Higher Committee for Fatwas, "Iraqis protest in front of embassies abroad because of the Iraqi government. Sunni cities have been destroyed and Iran is ruling the country".

Sheikh Rifai was unable to return to Erbil due to the Iraqi government's ban on flights to Kurdistan. He is currently in the Arab Republic of Egypt.

Representatives of Iraqi churches held a conference in Erbil to discuss co-existence in Kurdistan, stressing their support for the Kurds' right to self-determination, the Baghdad Post reported Sunday.

"We appeal to all political leaders to take the principle of wisdom and rationality in resolving the outstanding problems between Erbil and Baghdad, and we do not accept that neighboring countries interfere in internal affairs," Archbishop Bashar Metwi Warda said in a speech at the conference.

"The Peshmerga forces have defended the rights of all components without distinction," said Archbishop Rabban El-Kas, head of the diocese of Zakho and Amadiyah.

 

He added that "The Kurdistan region received a large number of Iraqi Christians who have fled the violence since 2003."

"The importance of guaranteeing the rights of all components in the Constitution of Kurdistan, and strengthening the feelings of fraternity among the people of Kurdistan," the head of the diocese of Zakho and Amadiyah said.

Kurds have an inalienable right to determine their future path

It can be argued that Kurdistan’s regional government (KRG) was ill advised to hold a referendum last week on creating an independent state,The Observer said in its editorial on Sunday.

It may be the case that Masoud Barzani, veteran leader of the Kurdish enclave in northern Iraq, is a foolish dreamer whose desire to bequeath a personal legacy has trumped common sense.

 It is conceivable that had Barzani backed down, the government in Baghdad would have abandoned decades of hostility to Kurdish aspirations and entered into good-faith negotiations. This is the Middle East, after all. Anything is possible.

But the indisputable reality on the ground in Kurdistan is that the Kurdish people’s age-old yearning for unconstrained self-rule, free from interference by foreign powers, is unceasing and not to be denied.

Dispassionate geopolitical calculations, blatant economic self-interest and justifiable concerns about international security fed the instinctive wish of the great powers to uphold the status quo. All the same, their instincts are wrong. Like any people conjoined by ethnic identity, land, language and culture, the Kurds have an inalienable right to determine their future path, in one direction or another. Last week’s successful democratic milestone should be celebrated, not decried.

Any suggestion that Barzani was out on a limb was comprehensively refuted by the referendum result. More than nine out of 10 voters backed independence; over 70% of the eligible electorate reportedly participated. Longstanding party political differences between Barzani and supporters of his main rival, Jalal Talabani, were set aside. Nor does there appear to be any misunderstanding among voters about what the vote means. Kurdistan is not suddenly going to declare UDI, unless forced to do so. But as Barzani stressed in a recent interview: “We are not a part of Iraq... We refuse to be subordinates.” His view has been confirmed. Baghdad has been put on notice.

Despite the fact it had years to consider how to react, Baghdad’s response has been, predictably, dangerously unwise. Instead of pursuing the sensible option and initiating talks with the KRG about how to handle a changed situation, Haider al-Abadi, Iraq’s prime minister, resorted to a familiar mix of bluster and threats. Abadi reiterated his vow to return all Iraqi territory to Baghdad’s control, a vainglorious piece of rhetoric given Iraq’s inability to defeat Isis without international (including Kurdish) military support.

More seriously, Abadi has joined Turkey and Iran in attempting to blockade KRG territory, including the halting of international flights. The Iraqi leader has not ruled out sending troops to challenge Kurdish control of the disputed city of Kirkuk, which lies outside the KRG’s borders. Any such move would almost certainly involve the feared Iranian-armed Shia militias that helped liberate Mosul from Isis.

Indeed, this is the nub of the problem, as seen from Erbil. Abadi and his weak, Shia-dominated administration do little of significance without Iran’s prior agreement and Iran, with its own Kurdish minority to suppress, is no friend to the KRG. Now Abadi, an ostensible western ally, is again on the verge of inviting Iran in to help resolve an Iraqi problem. And Rex Tillerson, US secretary of state, has foolishly given a virtual green light to Baghdad and Tehran by wrongly declaring both the referendum and its result illegitimate.

Amid all this ganging up on the Kurds, the chief gangster may be Turkey’s president, Tayyip Erdo?an, a man with a Trump-like talent for making a bad situation worse. Since nearly losing power in 2015 thanks partly to a pro-Kurdish party, Erdo?an has stepped up a vendetta against the Kurdish populations of south-east Turkey and northern Syria remarkable for its reckless brutality and disregard for human and democratic rights. His vow to starve the landlocked Kurds, and block vital oil exports, may come to nothing. Or it may turn a simmering confrontation into a full-blown crisis.

A summit meeting between Iraq, Turkey and Iran to discuss how best to crush the uppity Kurds, mooted by Turkey’s prime minister, Binali Yildirim, should ring alarms bells in western capitals. So, too, should the involvement of Vladimir Putin, who agreed with Erdo?an in Ankara on Friday that the Kurds must be discouraged from making more “mistakes”. Russian oil companies have become leading investors in Kurdistan and Putin will want to protect their interests. But for him, the bigger priority is longer-term influence in Iraq and Syria, where American incompetence has created openings for an expansionist Moscow.

While all this may sound rather complicated, in truth, the current problem is straightforward. The Kurds of northern Iraq have proved loyal allies of the western powers since the era of Saddam Hussein. Unusually in a region riven by bigotry and hate, they share the secular, democratic, gender-inclusive and humanitarian values espoused by western society. Whatever the view of Britain and its partners on the wisdom of holding the independence vote, they now have an urgent duty, moral and practical, to robustly support and defend the Kurds as the dark forces of regression and reaction gather.

Former US Ambassador to Baghdad Ryan Crocker said his country had made a mistake by declaring an opposing stance against the Kurdistan referendum.

Crocker, in an interview said that the Kurdish referendum is not surprising, adding that Washington made a mistake to declare an opposing stance against it, which led to the strengthening of Baghdad as it carried out punitive measures that would exacerbate the crisis.

Crocker, who was his country's ambassador to four Middle Eastern countries as well as Pakistan and Afghanistan, said that "the issue of the Kurds in Iraq is very deep in history, adding that the non-binding referendum was not surprising."

The US Embassy in Baghdad, on September 26, 2017, rejected the referendum of Kurdistan, and describing it as unilateral and non-binding, while stressing that the United States supports a "united Iraq, federal and democratic state.

British Defense Minister Michael Fallen has urged Baghdad and Erbil to launch a constructive dialogue after the Kurdistan Region's independence referendum on September 25th, the Baghdad Post cited a presidential statement. 

 

In a letter sent to Kurdistan President Massoud Barzani, Fallen said, "Now that the referendum was held, I invite you to start a constructive dialogue with Baghdad and neighboring countries to quietly reach a suitable solution for all parties'.


The British Minister thanked President Barzani for the hospitality and serious dialogue between them during his visit to Kurdistan and their talks regarding the referendum.


He also appreciated the role of the people of Kurdistan in the fight against terrorism, saying that they were always on the front line in this war and gave thousands of victims.


Fallon also urged President Barzani to "continue coordination between the Peshmerga forces and Iraqi forces in the war against terrorism and urged not to allow the emergence of differences between both sides and to remain liberated areas in safety and stability."


According to the presidential statement of Kurdistan, the date of the letter dates back to September 27, two days after the independence referendum.

The UN has offered to mediate to end Erbil-Baghdad crisis after Kurdistan had held the Region independence referendum, The Independent quoted Iraqi Foreign Ministry as saying.

Almost 93 percent of Iraqi Kurds who took part in the referendum voted for independence and a formal split from Baghdad to form an autonomous Kurdish region.

The decision to hold the referendum was met with anger by the Iraqi government, which denounced it as “unconstitutional”, and Iraqi prime minister Haider al-Abadi demanded Kurdish authorities “cancel” the referendum and the results.

Jan Kubis, the most senior UN envoy in Iraq, made the offer to mediate at a meeting with Foreign Minister Ibrahim al-Jafari in Baghdad, the ministry said in a statement.

Baghdad plans to impose punitive measures on the Kurdistan Region Government (KRG) in retaliation for holding the vote. It has given the KRG until Friday to hand over control of its international airports or face a ban on direct international flights to and from the Kurdish region. 

“We won't have a dialogue about the referendum outcome,” Abadi told parliament. “If (KRG) want to start talks, they must cancel the referendum and its outcome.”
