Arbil, the provincial council confirmed on Sunday that it decided to open the road linking the province of Kirkuk without the Iraqi government to clarify its position in this regard. 
"The council has taken a decision to open the road connecting the province to the city of Kirkuk, but the Iraqi government has not responded to the decision yet," Azzam Korji, deputy chairman of Arbil provincial council, told Al-Ghad Press.
A security source said earlier that the federal police forces began to remove the barriers and concrete blocks on the main road linking Kirkuk to Arbil, capital of the Kurdistan region. 
"The decision has already been implemented by the local government of Arbil, but Iraqi forces are preventing the vehicles coming from Erbil from entering the area of Alton Kubri because Baghdad did not respond to the decision," he said. 
"The local government in Kirkuk has not taken steps in this regard because it is not the decision maker because it belongs to the Iraqi forces," he said. 
The Peshmerga forces blew up the bridge between Kirkuk and Erbil in the direction of Alton Kobri north of Kirkuk to block the progress of the Iraqi federal forces, which imposed the law on the province on October 16 last.

The ministry said in a statement to the twilight news that it had fired the salaries of all employees of the Kurdistan region, including the salaries of the Peshmerga forces.

The Ministry of Finance in the Kurdistan Regional Government, on Monday, the arrival of financial funds for the salaries of the staff of the region, while confirming that it will pay these salaries to a number of ministries during the next two days. 

The Ministry of Finance said in a statement that the President of the Central Bank of Iraq sent a letter to the Ministry of Finance in the Government of Kurdistan provided for the transfer of more than 281 billion dinars for the region's employees except the Ministry of Peshmerga, and the amount exceeded 35 billion dinars to the Ministry of Peshmerga, while the total was converted from The funds amounted to 317.54 billion dinars for all employees of the province.

Erbil airport receives the first international flights after lifting the ban
 

Arbil International Airport received the first international flight on Monday morning after a Saudi plane landed to launch the international flights that Baghdad stopped for about 6 months to and from the regional airports.

The government of Iraqi Prime Minister Haider al-Abadi imposed a ban on international flights to and from the airports of Arbil and Sulaymaniyah on September 29 in response to the independence referendum held by the Kurdistan Region on the 25 of the same month for independence from Iraq and won a majority in favor of independence, before deciding Baghdad last week unblock.

The Saudi plane arrived at Erbil airport at 8:00 am local time for the capital of Arbil province, 5 GMT.  

A flydubai-UAE plane is expected to arrive in Erbil later in the day, making it the second international flight to land in Arbil and start on the same day to Dubai.

Royal Jordanian Airlines has announced that it will resume flights from Amman to Erbil and Sulaymaniyah from April.

Iraq sends money to pay Kurdish salaries for first time since 2014

BAGHDAD (Reuters) - Iraq sent money to pay salaries of state employees in the Kurdish region on Monday for the first time since 2014, the Baghdad government said, although a dispute over how much it will send the Kurds in future remains unresolved.

Monday’s agreement represents a step toward normalizing relations between the central government and the autonomous Kurdish region, which held a vote for independence last year that the central government swiftly crushed.

Under the constitution, the Kurdish region is entitled to a share of the national budget. But that arrangement collapsed in 2014, when Iraq’s army fled the north in the face of an advance by Islamic State militants.

The Kurds seized control of Iraq’s main northern oil fields at Kirkuk from Islamic State and began selling Kirkuk’s oil independently; Baghdad stopped sending money to the Kurds.

Last year, after Islamic State was driven out of the north, the Kurds held an independence referendum, voting overwhelmingly to secede. But the central government responded by swiftly launching a military offensive and recapturing control of Kirkuk, which quashed the Kurdish independence bid.1

The central government and the Kurds have yet to agree on a full plan to resume payments from Baghdad to the Kurdish region.

The 2018 budget, passed in parliament earlier this month despite a boycott by Kurdish lawmakers, calls for the 17 percent of total revenue allocated to the Kurds to be cut in line with the region’s share of Iraq’s population, which is disputed.

The Kurdish region still conducts independent oil sales, although it has far less oil to sell now that it no longer controls Kirkuk.

“The federal finance ministry transferred a cash sum of 317 billion Iraqi dinars ($267 million) to the region’s finance ministry,” Baghdad government spokesman Saad al-Hadithi said.

Hadithi said the transfer would cover the Kurdistan Regional Government’s (KRG) salaries for a month, for employees of all ministries and for the Peshmerga Kurdish security forces.

In a statement, the KRG said its finance ministry had received the transfer and would distribute it.

Asked about future payments to the KRG to cover salaries, Hadithi said the federal government would agree to pay a portion while the rest should be covered by the KRG from its oil sales.

Other measures imposed by Baghdad to curtail the Kurdish region’s autonomy in the wake of last year’s referendum are gradually being eased, including a ban on direct international flights which was lifted last week. The first international flight landed at Erbil airport on Monday morning.

However, the issues of the KRG’s independent oil sales and share of the budget remain unresolved.

Baghdad has sent teams of auditors to Kurdistan in recent months to assess the number of employees on the region’s payroll. A statement from the Prime Minister’s office announcing the agreement on Monday, specified that the audit was ongoing.

BAGHDAD (Reuters) - The Iraqi government said it had sent money to pay government employees in the Kurdish region on Monday, a move that is the first of its kind since 2014, although the dispute over how much Baghdad will send to the Kurds in the future remains unresolved.

Monday's move was a step towards normalization of relations between the central government and the semi-autonomous Kurdish region, which held a referendum on secession last year but was quickly thwarted by the central government.

Under the Iraqi constitution, the Kurdistan region of Iraq has a share in the state budget, but this agreement collapsed in 2014 when the Iraqi army fled from the north in front of the progress of hardliners.

The Kurds seized control of Iraq's main oilfields in Kirkuk from a handshake and began to sell Kirkuk oil away from the Iraqi government. Baghdad stopped sending money to the Kurds.

After the expulsion of an organization from the north of the country, the Kurds last year held a referendum on secession, and the result was overwhelming support for the move.

But the central government responded with a decisive military campaign in which it regained control of Kirkuk, destroying independence efforts.

The central government has yet to reach an agreement with the Kurds on an integrated plan to resume sending cash from Baghdad to the Kurdish region.

The 2018 budget, approved by parliament this month despite the boycott by Kurdish lawmakers, provides for a 17 percent reduction in the quota allocated to Kurds to match the region's population of Iraq's population, a measure of succession.

The Kurdish region continues to sell oil independently, but the amount of oil it still has is much lower after the loss of control of Kirkuk.

"The federal finance ministry has transferred 317 billion Iraqi dinars ($ 267 million) to the finance ministry in the region," said Saad al-Hadithi, a spokesman for the Iraqi government.

He added that this transfer will cover the salaries of the Kurdistan Regional Government for a month for employees of all ministries as well as Kurdish security forces known as Peshmerga.

The Iraqi Kurdistan government said in a statement that the Ministry of Finance received the amount and will distribute.

Asked about the future payments to the Iraqi Kurdistan government to cover the required to pay salaries, al-Hadithi said that the federal government will agree to pay part of the rest will have to the territorial government to provide it of its oil sales.

Kurdistan Region explains about the salaries of employees and the amount of money launched by Baghdad
 

The Kurdistan Regional Government on Monday issued an explanatory statement on the distribution of salaries of employees in the region, including several points related to the amount of money that the Central Bank of Iraq decided to launch for employees of the Kurdistan Region.
