The leader of the Patriotic Union of Kurdistan Giyath al-Surji, on Monday, the agreement between the delegations of Baghdad and Kurdistan to manage ports, airports and dams in common, while the customs are managed by Baghdad . 

Al-Surji said in a press statement that "the meeting, which brought together the delegations of Baghdad and the Kurdistan region agreed on all outstanding issues between the province and the central government ."

He added that "the two parties agreed that the border ports and airports are managed by a joint administration between the region and the center and calculated salaries by the central government," pointing out that "the meeting agreed to jointly manage the dams and the adoption of Kurdistan Iraqi personal status law adopted in all governorates and left the Nationality Law Adopted in Kurdistan ".

 

He pointed out that "the differences concerning customs and ports imports have been agreed upon to be managed by the central government exclusively and its employees and to send imports of border crossings in the province to Baghdad .

"The Audit Committee in Baghdad will start from tomorrow, Wednesday, to work to audit the salaries of employees of the Ministries of Education and Health in Kurdistan," said Vice-President Ali Hama Saleh, on his official page on the social networking site, "Facebook".

 

He added that "the Audit Committee in Baghdad will complete its work within a week and the latest report in this regard to be handed over to Prime Minister Haider Abadi to issue the final decision on the payment of salaries of staff of the region."

 

He pointed out that "the federal government will send the salaries of employees of Kurdistan for two months and waiting to hand over all imports of the region," pointing out that "Baghdad will stop sending salaries of staff of the region after two months if the Kurdistan government did not commit to send imports to the federal government in Baghdad."

ERBIL, Kurdistan Region (Kurdistan 24) – An oil company from the United States on Tuesday said it would send workers and resume drilling operations in the Kurdistan Region.

Chevron Corp. revealed it was “taking steps” to begin work at oilfields in Kurdistan after production was temporarily halted following a fallout between the Kurdistan Regional Government (KRG) and the Iraqi government over the Sep. 25 independence referendum.

A spokesperson for the US oil company said Chevron “expects to restart our drilling operations at our Sarta 3 block in the near future.”

“We are taking all necessary steps to remobilize people and equipment to ensure we are well-prepared to resume operations” in the Kurdistan Region, the spokesperson stated.

The US oil firm has a stake in the Sarta and Qara Dagh blocks, the latter located in the province of Sulaimani.

Chevron temporarily stopped drilling in Kirkuk, a disputed territory between Kurdistan and Iraq, after the military takeover of the province by Iraqi forces and Iranian-backed Hashd al-Shaabi militias last October.

The disputed province was under the protection of Kurdish Peshmerga forces since 2014 following the emergence of the Islamic State (IS) and the collapse of the Iraqi army.

However, in response to the Kurdistan Region’s historic independence vote, where an overwhelming majority voted for statehood, the Iraqi government used military force to regain control of Kirkuk and its vast oilfields.

Kirkuk accounted for nearly half of the KRG’s crude output as the Kurdistan Region secured deals with Chevron, Exxon Mobil Corp, and Russia’s state oil firm Rosneft.

The takeover of Kirkuk by Iraqi forces and Iranian-backed militias affected Kurdish crude exports as the Iraqi government announced an agreement with Iran to export oil from Kirkuk fields via tank trucks until a pipeline is constructed.

ERBIL, Kurdistan Region (Kurdistan 24) – The United Kingdom will continue supporting Kurdistan within Iraq and will use its influence to push Baghdad to resolve ongoing disputes with the Region, the British Ambassador to Iraq said on Tuesday.

During a press conference in Erbil, UK Ambassador to Iraq Jon Wilks said his country supports the Kurdistan Region’s rights within Iraq and encouraged British businesses to invest in the Region.

“The Kurdistan Region, as the most stable and most developed region in Iraq, has a very special role to play not only in terms of [the Middle East] and Iraq but also in terms of Britain’s relationship in the region,” Wilks stated.

Wilks noted that the UK encouraged the Iraqi government to complete initial agreements with the Kurdistan Regional Government (KRG) which would benefit all of Iraq in terms of stabilization and economy, adding that his country is pushing for a deal between Erbil and Baghdad before elections in May.

“The International Monetary Fund (IMF) has put forward a proposal for a fair budget for the Kurdish region in the Iraqi national budget,” Wilks said, revealing that the UK supports the IMF’s position and tries to use its influence in that regard.

The UK Ambassador said he believes the Kurds have had a very solid team in Baghdad in the past, stressing the importance of having a strong team once again after elections.

“The UK and many other countries will be supporting the rights, stability, security, and prosperity of the Kurdish region within Iraq in the years to come,” Wilks affirmed.

According to the ambassador, the UK’s relationship with the Kurdistan Region and Iraq includes education, culture, security, trade, and investment.

“The UK will continue to work with the Kurdistan Region’s authorities in terms of security cooperation, including the continuation of training and support for the Peshmerga forces who are a valuable ally in the fight against” the Islamic State (IS), he added.

Wilks explained that the UK is interested in infrastructure projects that will benefit the citizens of the Kurdistan Region, revealing that 140 British companies are investing in Iraq and Kurdistan while encouraging more businesses to work there in the service sectors.

“In recent years, the UK granted nearly 100 scholarships to young Kurds in the Region, and the program will continue,” he concluded.

"The head of the regional government, Nigervan Barzani, discussed in a telephone conversation with US Secretary of State, Rex Tilerson several issues related to crises in the region in general," a statement by the provincial government said. 
The Tillerson, during the contact that "his country is interested in relations with the Kurdistan region constantly," welcome "constructive meetings and meetings between the delegations of the region and the government of Baghdad to address the problems," noting that "the Iraqi constitution is the way to resolve differences," expressing his "willingness to support the dialogue between Arbil and Baghdad ".

The California-based company temporarily suspended operations in the province in October, following unrest following a controversial referendum on independence.

This is the best news I have ever heard on this site....ever. Rex Tillerson is getting involved.  Rex Tillerson is the most capable, most experienced Secretary of State, in our history.....especially on oil. He has forgotten more about oil,  than the last 3 Secretaries of State knew, combined. If anyone can get this done, it's Rex. He ran a big oil company, and he knows all the big players in the world of oil, worldwide. You simply will not be able to find a more capable and qualified human being on this planet, to negotiate an oil deal between the Kurds and the Iraqi Government. If Rex can't do it, then it can't be done. But believe me, Rex can and will, do this. This means we are very, very close to success. Once this agreement is done, as Adam keeps saying, once the oil law is done, the RV is right around the corner. And the Kurds and the Iraqi government is key to a new oil law. Once the Kurds and Iraqi government come to an agreement, the new oil law is a slam dunk, and the RV just days away. This is like having LeBron James in his prime with an open court and nothing between him and the basket. What are the odds he can put up 2 points? Pretty damn good, I'd say.....This is the happiest I've been on this dinar, in ten years....and for very good reason. If you are not thrilled at this news, you don't have any ability to judge character and experience and capability. On oil negotiations...Rex is King.

A meeting between a government delegation from the Kurdistan Region and a technical committee in the Iraqi government led to a "progress" on the salaries of two Kurdish ministries. 
A delegation from the ministries of health and education in the Kurdistan region arrived yesterday to Baghdad carrying at the request of Baghdad, a list of employees of the two ministries for scrutiny by a technical committee of government. 
The staff of the Ministry of Education in the Kurdistan Region about 170 thousand employees, and the number of employees of the Ministry of Health approximately 51 thousand. 
The Kurdistan delegation held a meeting in the Federal Ministry of Planning, which included Qassem Attiyah, technical agent of the Ministry of Planning and Saad Hayani, Director General of Financial Supervision in Baghdad. 
A source in the Kurdish delegation told Ashqaf News that the meeting resulted in an agreement to visit a delegation from Baghdad in the next few days consisting of 16 people who will check the lists of officials of the ministries of health and education in three provinces are Arbil, Dahuk and Sulaymaniyah.
He said the delegation would also be briefed on the structures within the two ministries. 
The source predicted that the process will witness significant progress in the coming days in this case. 
Relations between Kurdistan and Baghdad deteriorated dramatically after a referendum in September. 
Baghdad then imposed a series of punitive measures on the province, including the ban on international flights at airports in the region and control of the disputed areas, especially Kirkuk. 
In the past few days, a delegation from Baghdad and the Kurdistan Region held reciprocal visits and held fruitful talks focused on customs and international border crossings, as well as lifting the air embargo on Erbil and Sulaymaniyah airports.

The security force, guarding the building of the province of Kirkuk, imposed tight security measures inside the governorate building and prevented citizens from entering it.

An informed source confirmed that the security force, tightened its procedures, inside the building, and prevented citizens and the media from entering it.

He pointed out that the procedures, comes in conjunction with news, about the visit of a delegation from the Prime Minister of the federal, to resolve the file of positions, in the local government of Kirkuk. 

He pointed out that the delegation may be the same, who visited Erbil a few days ago, along with another delegation from outside Iraq.

Kurdistan Region President Nechervan Barzani announced on Wednesday (January 17th) an agreement with Baghdad on the issue of airports more than three months after the federal government suspended international traffic to and from Erbil and Sulaymaniyah airports.

 

Cairo - Sputnik. The president of the region, told a news conference quoted by the channel "NRT" Kurdish, that the issue depends on a political decision.

 

Barzani said that "the agreement with Baghdad on the issue of airports, but the issue depends on a political decision," adding: "Our relationship with Baghdad is in place and will be strengthened in the future with Prime Minister Haider Abadi."

The President of the region also apologized for meeting the invitation of Parliament Speaker Salim al-Jubouri to attend a conference in Baghdad, for his association with the presence of the Davos economic conference.

The head of the Kurdistan Regional Government, Nechirvan Barzani, on Wednesday, that the issue of airports is dependent on a political decision, offering his apology to the Speaker of Parliament to meet an invitation to attend the Baghdad conference.

Barzani told a news conference that "Speaker of the House of Representatives Salim al-Jubouri invited him to attend a conference in Baghdad, but apologized and sent a representative for his association with the Davos World Forum."

Al-Bayati said in a press statement that "the federal government, always respond to the demands of the Kurds on the dialogue, accept, but on condition of disclosure of the nature of dialogue," noting that "the Kurds say that the dialogue is based on Two states resolve the differences between them and not one country, and this is what Baghdad rejects. "

 

He added that "Baghdad does not dialogue on the basis of fragmentation of Iraq, who wants dialogue to sit and resort to the Constitution," explaining that "the prime minister is still practicing rational and calm political deal with the Kurdish file away from escalation, unlike the Kurdish politicians."

 

Al-Bayati described the secession of Kurdistan as "more dangerous than a terrorist organization", welcoming "a comprehensive national dialogue based on the constitution."

 

The political and parliamentary sources said that the recent negotiations between Baghdad and Kurdistan, are technical negotiations, and do not amount

to naming political negotiations, while noting that the capital did not retreat from its basic conditions.

Kurdistan Regional Government President Nechirvan Barzani said on Wednesday that he received an invitation from Speaker of the House of Representatives Saleem al-Jubouri to attend a conference in Baghdad, indicating that he apologized and sent a representative for his association with the Davos economic conference .

At a press conference held by NRT Arabiya today (January 17, 2018), Barzani said that Speaker Salim Al-Jubouri had been invited to attend a conference entitled "Yes to National Reconciliation and Development in Iraq" on 24 and 25 January. In Baghdad, pointing out that it was not decided after the visit because of his participation in the Forum, "Davos", he continued to send a representative, stressing that "was agreed with the federal government on the issue of airports, but the issue depends on a political decision," as he put it.

He explained that the government of the Territory has not yet officially informed about any amounts deposited in the account of the region for the benefit of its employees, in reference to the statements of Prime Minister, Haider Abadi, on payment of salaries of health and education staff in the region. 
He pointed out that the government of the province does not ask more than its right to budget Iraq and not satisfied with less than it, noting that Pope Francis, confirmed his support to resolve the problems with Baghdad according to the Iraqi constitution, following his recent visit to the Vatican. 
As for the withdrawal of the Kurdistan Islamic Union from the government of the region, he considered that the withdrawal is not right and does not serve the interests of the people of Kurdistan, and continued by saying, "There is a difference between the issue of the withdrawal of the Islamic Union of the government and the continuation of their ministers in the government."

Barzani said that the Kurdistan Regional Government is continuing despite the withdrawal of some parties, stressing that "it welcomes any effort to resolve the differences with the central government to take the formal mold procedures."

ERBIL, Kurdistan Region (Kurdistan 24) – Iraqi Prime Minister Haider al-Abadi on Tuesday expressed his desire to resolve all differences with Kurdistan, adding he was serious about paying the salaries of employees in the Region.

“The atmosphere is positive with the Kurdistan Region, and we have a desire to resolve all outstanding differences between the two sides,” Abadi said during his weekly press conference in Baghdad.

“Committees have been formed, and dialogue regarding border crossings, airports, salaries, and other matters are continuing,” he added. “The brothers in the Region demonstrated their willingness to cooperate with us.”

On Monday, a delegation from the Iraqi government, consisting of 19 officials, arrived in Erbil to discuss the international flight ban on the Kurdistan Region’s airports, disputes over the control of border crossings, oil exports, and revenue sharing.

In a joint statement, the Iraqi and Kurdistan Region delegations revealed that five separate bilateral meetings were held on the matters mentioned above.

Karim Shingali, the Kurdistan Regional Government’s (KRG) Minister of Interior, noted that the meetings were “good and successful,” adding the two delegations “reached very good agreements on the outstanding issues.”

Relations between the Iraqi government and the KRG considerably deteriorated following Kurdistan’s Sep. 25 independence referendum.

Although an overwhelming majority voted for statehood, Baghdad responded by imposing collective punitive measures against the Region including an international flight ban and the use of military force in disputed areas.

Senior Kurdistan Region officials continue to urge the Iraqi government to avoid violence and begin negotiations to address their differences peacefully.
