The delegation of the Kurdish opposition, on Saturday, returned to the province of Kurdistan after a tour, and a series of meetings in Baghdad to discuss the crisis between the capital and the Kurdistan region. 

A source familiar with the press statement that 'the delegation of the Kurdish opposition returned to Sulaymaniyah', indicating that 'the delegation of change will meet with the General Council of the movement to give a summary of the meetings held in Baghdad'. 

The delegation concluded with a meeting with the President of the Islamic Supreme Council Hammam Hamoudi, who stressed that the relationship between the federal government and the region is moving towards correcting the previous tracks which proved to be lost and wrong and were not in the interests of the Iraqis alike.

Hamoudi reiterated his commitment to holding fair and transparent elections on time, in accordance with the constitution and spirit of the constitution. He said that postponing it would open hell to Iraq.

UN chief sends letter to Barzani on differences between Arbil and Baghdad

The Kurdistan Regional Government (KRG) announced on Friday that Prime Minister Nechervan Barzani has received a message from UN Secretary-General Antonio Guterres.

The Secretary-General in the letter that the outstanding issues between Baghdad and Erbil should be resolved peacefully through political negotiations on the basis of the Iraqi constitution, "calling on both sides to take the necessary steps to create an enabling environment in which there can be real negotiations.

"I am encouraged that the Iraqi government and the Kurdistan Regional Government have publicly expressed their openness to these negotiations on several occasions," Guterres said.

"The current situation must be destabilized in order to promote national reconciliation, promote greater stability in a volatile region and confront the threat posed by the organization of the Islamic state in Iraq and Syria," the Secretary-General said in his message.

The Government of Kurdistan announces the quantities of crude oil exported in

The Ministry of Natural Resources and Resources announced on Friday the average oil exports from the Kurdistan Region during the past year.

The ministry said in a statement today that the average volume of oil exports to the Kurdistan Regional Government (subject to scrutiny) in 2017.

The statement said last year's average was 445,301 barrels per day.

In September, the volume of exports reached (514,051) barrels per day, in October reached (384,659) barrels per day, and in November reached (252,301) barrels per day, and in December (263,542) Barrels per day.

Deputy Chairman of the Finance Committee in the Parliament of Kurdistan Ali Hama Saleh, on Saturday, the disappearance of about 642 million dollars of oil imports exported by the Government of the Territory during the fourth quarter of last year. 

Ali Hama Saleh said in a press statement that based on information and statistics published by the world site on the sale of oil, the Kurdistan Regional Government has sold about 30 million barrels of oil during the last three months of last year. Adding that if each barrel of oil remains at least $ 50 a barrel, the total oil revenues will be $ 1,145 million during this period, as well as other oil revenues for the oil plants in Dokan, Kalkan and Bazian, estimated at $ 150 million. 

He pointed out that the Government of the Territory paid from these revenues salaries for its employees only according to the system of mandatory savings of one billion dollars, which means the disappearance of about 642 million dollars.

Zaidi pointed out that the "National Alliance" called for the calculation of the financial budget on the basis of the population ratios of the Iraqi people as stated in the Constitution, and dealing with the issue of budget according to the data of the Ministry of Planning. 

PUK leaders Hiro Ibrahim and Mullah Bakhtiar discussed with US Ambassador to Iraq Douglas Silliman the political and security situation in Iraq.

A statement issued by the Federation on Friday that the US ambassador in Iraq highlighted the position of his country to address the outstanding issues between the Iraqi government and the Kurdistan Regional Government of Iraq, adding that both sides stressed the need for serious dialogue in accordance with the Constitution. 

The statement pointed out that the position of the "Patriotic Union of Kurdistan" fixed on the support of the Kurdish delegation to resolve differences with Baghdad. 

The delegation of the Kurdistan region of Iraq, which is visiting Baghdad, the approval of the Iraqi government to pay the salaries of employees of the territory in arrears, while Iraqi Prime Minister, Haider Abadi , the government's move to pay the salaries of Kurdish employees fairly.

US Ambassador to Iraq Douglas Seelman has confirmed US support for efforts to address outstanding issues between Iraq and the Kurdistan region.

 

"I support and renew Washington's support for efforts to address outstanding issues between the Kurdistan region and the federal government through dialogue and negotiation under the constitution," Sileman said.

 

Sileman met last Thursday in Erbil with the head of the regional government Barazani and a number of officials to discuss the political situation in the region and in Kurdistan as well as discuss the upcoming elections and activities and reform plan adopted by the Kurdistan government.

Dr. Barham Saleh, head of the Coalition for Democracy and Justice, revealed his vision to end the spiral of crisis in Iraq. He stressed that Iraq urgently needs an internal dialogue to address the structural imbalance inherent in the political process. Stressing that dealing with Iraqi crises in the form of fragmented and out of the general structural context, has proved failure over the past years. 

Dr. Barham Saleh said that the military defeat of the terrorist organization "Da'ash" in Iraq, and the repercussions of the referendum in the Kurdistan region and the upcoming parliamentary elections, represent pivotal moments in the contemporary history of Iraq. There is an opportunity to correct the path and launch the country towards prosperity and stability desired.

Dr. Barham Saleh added that Iraq is in dire need of an open internal dialogue to address the structural imbalance inherent in the political process that was formed in the aftermath of 2003, and plunged Iraq into a whirlpool of interrelated and harmonious crises, guaranteed and different in form. 

Dr. Barham Salih said that corruption is gnawing at the body of the Iraqi state, and that money is the one that financed the violence and the sustainable crisis, stressing that working to dry the swamp of corruption is necessary to end this cycle and prevent the emergence of terrorism again. 

Dr. Barham Saleh pointed out that the initiative launched by Prime Minister Haider al-Abadi to fight corruption at the beginning can be built on a legal and scientific methodology that addresses the corruption inherent in the state system and the management of public money.

He pointed out that the ambiguity in some articles of the Constitution, and the poor application in the light of practical experience, make the review of the Constitution is contained, but through the constitutional mechanisms that the Iraqis have accepted, the Constitution must be the reference in resolving differences. 

In this context, Dr. Barham Saleh said that dealing with the Kurdish situation can not be from the position of the victor towards the defeated. 

 Dr. Barham Salih stressed that the dispute between Baghdad and the Kurdish political leaders should not turn into a punishment against the people, and to ignore the constitutional rights of Kurdistan. The state is called upon to prevent harm to the citizens. I have said all along that the only reason B cut the K's share to 12% was in retaliation for voting to secede.  They said to the K's "Fine, you want to secede, you will have less money to work with."  I knew the K's would be bat itshay crazy mad about it.  But Abadi is sticking to his guns.  He is telling them to cancel the results of the referendum and play nice.  If you do, you get the 17% back.  If you don't, we will keep your money.  And we will forever be waiting for the HCL.

Confederation for Iraq and Kurdistan Could Save Us All: FM
 

LODZ — Kurdistan Region’s Foreign Minister Falah Mustafa has reiterated that the political system implemented in Iraq after toppling Saddam Hussein has “failed as a whole”, suggesting that “a well-structured system of confederation for Iraq and Kurdistan" could save them now.

“Rewinding back to 1991, followed by years of bloodshed in the Kurdish parts of Iraq, it was only through the efforts of the international community that the people of Kurdistan established a government and system of their own after the uprising against the former dictator,” Mustafa said in an op-ed on The Hill.

“Against all the odds, this marked a new era for the nascent Kurdistan Regional Government (KRG) in the eyes of the international community,” he stated.

The Kurdish minister reminds that the KRG, though facing difficulties at the beginning, but has succeeded in developing a democracy, market economy, as well as establishing bridges with the international community. He believes that the success of Kurds “shined too brightly” in the eyes of the Iraqi central government.

“The people of Kurdistan hold their own culture and identity, content with values of pluralism, democracy and peaceful coexistence, and denial of this will only lead to unwanted outcomes. If we are expected to stay as part of Iraq, the status quo needs to shift. This limbo of not being allowed independence — and yet not being granted the legitimate rights to which we are entitled as Iraqis — is not sustainable.”

Mustafa also criticised the difficulties people of Kurdistan Region are currently facing at the hand of the Iraqi central government, saying that Baghdad is responsible for the current political, economic and security crisis.

“Kurds, Shias and Sunnis in Iraq need structural reorganization of the relations that bind them together. The current state of relations causes increased tensions between the groups. A modus operandi, in form of a confederation, is the most convenient escape for the different groups in aiming to resolve the pressing issues of today.”
