Barzani raises the file "Union Council" to ward off three threats to the Kurds

Erbil (Kurdistan 24) - The leader of the Kurdistan Democratic Party, Massoud Barzani, to form a higher council for policies and strategic planning to take over the formation of the Federal Council, which will undertake to ensure the implementation of the Constitution and prevent individuality and commit violations.

According to the Constitution, the federal legislature consists of the House of Representatives (Parliament) and the Council of the Union, which was not formed by the conflicts.

The Kurds say that the failure to form the Union Council represents a violation added to the total violations committed by the leaders of Baghdad against the constitution, which voted for the Iraqis in 2005.

Barzani said during a meeting with media cadres in Erbil, "There is intensive dialogue with the Iraqi parties to form a higher council for policies and strategic planning, until the formation of the Federal Council, involving the Kurds and the rest of the Iraqi components, to undertake the task of making important decisions."

Barzani added that the council would aim to "prevent the violation of the constitution and the uniqueness of the government, and to prevent all persons and parties from repeating the crimes committed against our people."

The Council of the Federation shall be passed by the Parliament first, to include representatives of the regions and governorates not organized in the territory, to be complementary to the federal legislative authority, and organize its composition and conditions of membership and terms of reference by a law enacted by a two-thirds majority of the members of the House of Representatives.

It is not clear whether the new Kurdish deputies will succeed in raising the file of the Union Council or the Federal Council, although it should have been adopted 13 years ago, while many Iraqi personalities were absent from the political scene after losing in the recent elections.

Barzani said in his speech on Saturday that Iraqis "punished the faces and personalities who committed constitutional violations against the people of Kurdistan" during the elections.

He added that the Kurds are currently conducting negotiations in Baghdad in order to form a government committed to consensus in decisions and balance in the institutions of the state and believes in partnership in governance.

Barzani's speech coincides with the election of Mohamed Halboussi as speaker of parliament, breaking a political deadlock in the country four months after the election.

The Kurds will play a crucial role in forming the government, but have not decided yet to join any of the blocks that will form a parliamentary majority.

The Kurds did not put any red lines on any bloc in Baghdad, but they say that joining any alliance depends on the implementation of a set of conditions, especially those related to the share of the region and Peshmerga and energy as well as the joint administration of the disputed territory until the fate of its fate.

ERBIL (Kurdistan 24) – An explosion on Wednesday night rocked a district in Kirkuk with reports of casualties.

Sources in Kirkuk said the blast occurred on the road between the Tiseen and al-Khadhra neighborhoods, targeting a Shia Muslim shrine in the area.

It is unclear if the religious shrine was the target or the headquarters of the Dawa Party which is also located near the site of the explosion.

Said al-Badr, the spokesperson for the Iraqi Health Ministry, said the blast injured three people who were taken to the hospital for treatment.

No side has claimed responsibility for the attack.

On Tuesday, an explosion caused by a roadside bomb on the outskirts of Iraq’s oil-rich city of Kirkuk killed two and injured 14 more riding on a minibus transporting federal police.

Although no one has claimed responsibility for the incidents, Iraqi authorities point fingers to Islamic State (IS) sleeper cells which often carry out small-scale attacks, especially in the Kirkuk and Diyala provinces.

Despite Iraq’s declaration of a full victory over IS, the militant group continues to carry out insurgency-style attacks in several provinces in Iraq including in areas disputed between the Kurdistan Region and Baghdad.

Iraqi security forces are a frequent target of such attacks.

The Arab Council in the province of Kirkuk on Saturday, accused Kurdish officials of attempts to disrupt the security situation in the province. Renewing their refusal to return Peshmerga forces. 
"We reject the provocative statements by Kurdish leaders from time to time about Kirkuk," said Hatem al-Tai, a spokesman for the Arab Council in Kirkuk. 
"These statements reinforce the sectarian divide and the conflict between the components within the province, and they must respect the identity of Kirkuk, Iraq and keep away from the rhetoric when the election is approaching." 
"The Kurdish leadership and through its own media are trying to confuse the security situation in Kirkuk, arguing that the reason is not the return of the Peshmerga while the city is stable and its security situation is much better than other Iraqi cities."
The spokesman of the Council, that "the return of the Peshmerga is completely unacceptable, and will not accept this bargaining at the expense of the components of Kirkuk, which suffered from the presence of these forces over the past years."

The head of the Kurdistan Democratic Party Massoud Barzani, on Sunday ready to hold a second referendum in the Kurdistan region, while set a new goal.

LMAO!!! Just when you thought it was safe again to give Kurdistan the benefit of having a brain they prove again that's not the case. I'm beginning to belive the Kurds originated from the inbreeding of the Sunnis, Goats an Camels. 

It still appears the Barzani family pulling the strings in Kurdistan, I guess the sheep like being sheared.....

The 2003 line, called the Green Line or Blue Line, was the line that represented the line of contact between the Peshmerga forces and the Iraqi army before the fall of the former regime.

"This has no administrative boundaries and no borders between the provinces," Barzani said.

Barzani, who hosted many personalities, touched on the situation in Kirkuk and blamed a faction of the Patriotic Union of Kurdistan (PUK) for allowing the Popular Popular Forces and Iranian Revolutionary Guards to control the city.

"What happened was a national betrayal," he said.

A year after the independence referendum and its aftermath, Barzani said things were getting better with Baghdad, "but I'm determined to my people's right to self-determination."
