He pointed out that the Ministry of Awqaf of the Kurdistan Region will organize as of now flights to the citizens of the region to perform Umrah rituals through the Iraqi Airways from Erbil and Sulaymaniyah international airports.

 The United States refused to intervene between the Kurdistan Region and Baghdad on differences over the federal budget or any mediation between the two sides, considering the case as an "internal affair."

The Iraqi parliament approved on Saturday the 2018 budget worth 104 trillion dinars (about 88 billion dollars) based on expected oil exports of 3.8 million barrels per day at $ 46 a barrel.

The Kurdish deputies have boycotted the sessions of reading the budget and vote on them in protest against the reduction of the share of the Kurdistan region of 17 percent had been allocated to the territory since the overthrow of Saddam Hussein in 2003.

US State Department spokeswoman Heather Neuert told Kurdistan 24 on the sidelines of a press briefing in Washington that the Iraqi government and the Kurdistan Regional Government must work together because both parties are partners in Washington.

"As for the budget .. This issue will be largely an internal Iraqi issue .. We will not interfere in it .. We have clearly shown our support for the Iraqi government, specifically the Kurds."

The budget did not specify the 2018 ratio allocated to the Kurdistan Regional Government and instead stated that the territorial government will receive funds commensurate with the population.

Differences between the central government in Baghdad and the Kurdistan Regional Government have been raging over financial riches since the fall of Saddam Hussein's regime. Baghdad has been reluctant to send the region's share of the federal budget since 2014.

Kirkuk provincial council member Babeker Siddiq confirmed on Saturday that the Kurdish parties have obtained the approval of the local government to celebrate the holiday of Nowruz and raise the Kurdish flag in the province. 

Siddiq said in a press statement that 'the Kurdish parties met with members of the provincial council in Kirkuk, and called for the support of the Council for the celebrations of the Kurds in the holidays of Norouz', indicating that 'the Council expressed its consent to the establishment of celebrations and raise the Kurdish flag'. 

"We do not want any official or government refusal to prevent the raising of the Kurdish flag," he said. "We understand the refusal of some official institutions such as the university and others to hold celebrations and activities and raise the media in order to preserve their privacy."
