The most important issue is the return of about 100 billion dinars per month for the public finance of the Kurdistan region, which was wasted during the past period, and the provincial government expressed its willingness to receive the law from parliament and implement its commitments to legal reform.

The federal government lifts the flight ban from Arbil and Sulaymaniyah airports to Saudi Arabia only

«Change» is meeting Abadi Barzani «provocative» ... and the budget threatens to break the crisis

     Bright Resan Feb 19, 2018

         18qpt965.jpg

Baghdad, «Al-Quds Al-Arabi»: Although the federal government in Baghdad did not take any steps to resolve the crisis between Baghdad and Erbil, but meetings are still held between the Iraqi Prime Minister, Haider Abadi on the one hand, and the Kurdistan Regional Government, Nechirvan Barzani on the other, but Without revealing the details of those meetings.

Last meeting between Abadi and Barzani, took place last Saturday in the city of Munich, Germany, on the sidelines of Iraq's participation in the «security conference».

The Kurdish delegation, which met with Abadi, joined Barzani along with Barzani, the adviser to the Security Council in the region, and the head of the Office of the Presidency of the Kurdistan region, Fuad Hussein, and the head of the Department of Foreign Relations in the Kurdistan government, Falah Mustafa, according to pictures published by the official website of the Office of Information Abadi.

During the meeting Abadi Barzani, discuss the settlement of differences between Baghdad and Erbil, according to the adviser of the Security Council of the Kurdistan region, pleased Barzani, who added: «In the words of (Abadi) we will make progress in addressing the problems, and we are waiting for what they will do».

It seems that the «Munich meeting» did not appreciate the movement «change» Kurdistan, which described the meeting of Abadi Bnjirvan Barzani and pleased Barzani "courtesy" interpreted as the release of their hand in the smuggling of oil without accounting, and considered the meeting «a provocation» for the people of the Kurdistan region, .

"One of the most important criticisms of the entire Iraqi people, not just the people of Kurdistan, for my slaves, is his continued compliments to the authorities of the region at the expense of the public interest. We have asked him more than once face-to-face," said MP Hoshyar Abdullah in a statement. To stop these compliments both inside Iraq and in conferences held abroad. " He warned, according to the statement, that «any courtesy of this kind will be interpreted by the authorities of the Territory that they have their hands in the smuggling of oil without any discipline or watchdog by the federal government or regulators, but unfortunately meets them and laughs with them instead of taking action to prevent the smuggling of oil region And the people's survival without salaries. "

He added: "It is regrettable that Abadi over the past years criticizes the government of the region through the media and accuses of corruption, especially with regard to the oil file, but at the external conferences such as the Munich conference recently meet them and sit with them, although so far has not reached any result in resolving the outstanding problems between The center and the region, including the oil file », pointing out that« this indicates the seriousness of Abadi to solve the problem of salaries of employees of the Kurdistan region, as if the people of the region was written to remain without salaries and a victim of the courtiers Abadi to the authorities of the region, the most recent meeting Benjirvan Barzani and pleased Barzani ».

Lifting the ban on flights to Saudi Arabia

But the Iraqi National Congress, revealed the close of the end of the unresolved crisis between the federal government and the Kurdistan Regional Government. The Secretary-General of the party, Aras Habib, said in a statement that «the announcement of sending the salaries of some employees of the Kurdistan region even before the completion of the check lists of good faith that has governed the relationship between the center and the region», indicating that «the same applies to the ongoing discussions on Airports, where the next few days can witness the end of the crisis ». He added that «quiet dialogues not accompanied by escalation or political investment has been and is still the reason for the arrival of things to the end of positive».

Meanwhile, a source in the Kurdistan Regional Government said that a delegation from the Ministry of Awqaf and Religious Affairs left for the capital Baghdad to discuss the mechanism to lift the air embargo on airports Erbil and Sulaymaniyah to and from Saudi Arabia, according to the site «Twilight News».

He pointed out that the delegation will discuss in Baghdad the technical issues about the pilgrims' trips to Saudi Arabia, through Erbil and Sulaymaniyah airports.

Al-Quds Al-Arabi received a copy of an official letter issued by the Office of Abadi, addressed to the Civil Aviation Authority, according to the approval of the Iraqi Prime Minister to the landing and take off of aircraft transporting pilgrims from Erbil and Sulaymaniyah International Airport.

According to the official letter issued in early February, the federal government stipulated that the Prime Minister's Office be provided with a detailed position on the number of flights on a regular basis.

The official book bore the signature of Abdul Amir Mohammed Ali, Director General of the National Operations Center of the Office of Abadi.

The federal government has imposed a series of sanctions on the Kurdistan region of Iraq against the background of the referendum referendum "secession" on September 25, 2017, after receiving the support of the Federal House of Representatives.

Budget hurdle

For you, the signs of breaking the crisis hit the obstacle of the budget bill of 2018, in light of the insistence of the Kurdish deputies boycotting the sessions of the parliament, including reading or vote on the budget, in the absence of their observations.

MP Sirwan Abdullah, of the Kurdistan Democratic Party, led by Massoud Barzani, told «Arab Jerusalem»: «There is no evolution in the issue of passing the draft budget bill 2018, because of the neglect of the rights of the Kurds, by the federal government», noting that «this method Unfair, and can not be sustained ».

He added: «We demand the rights of the people of the Kurdistan region, including the name of the Kurdistan region in the draft law, in addition to the proportion of 17%», pointing out that «all components of Iraq agreed on this percentage in 2005, and the change today by Abadi, is not Constitutional and unfair, especially as Iraq has not been a census of the population, not to mention the inclusion of the rights of Peshmerga within the country's defense system, and salaries of employees and farmers' entitlements ».

The Kurdistan MP, that all these things must find their way to resolve, being «violations of legal and constitutional». He continued: «If the federal government does not want the region to be separated, it must provide its dues, and provide legal rights and constitutional».

The Kurdish political blocs are still boycotting parliamentary sessions that belong to the budget, in protest against not including their demands in the draft law.

According to the MP from the Kurdistan Islamic Group Ahmad Hama Rashid, «Arab Jerusalem», «after the government to amend some paragraphs of the budget and sent back to parliament, it requires the re-read the first reading, after the absence of legal status of the draft law sent the first time .

He stressed the position of the Kurdish MPs with «remarks of the deputies of the provinces destroyed, and the other oil-producing».
