Parliamentary power: Kurds did not provide a convincing justification for non-commitment to pay oil money

Recommended Posts

Iraq, December 11, 2017

Two months after the flight ban imposed by Baghdad on the Kurdistan Region’s airports, the Kurdish authorities have lost hope for resolving the crisis, and reports reveal Baghdad’s intention to create an international airport in Kirkuk to replace Erbil and Sulaymaniyah airports.

The Director of Sulaymaniyah Airport Taher Abdullah, told Sharq Al Awsat that authorities in the Kurdistan Region have lost hope to resolve the crisis, noting that there is no longer any role of the Iraqi Civil Aviation Authority in the issue. The authority is confined to Iraqi Prime Minister Haider al-Abadi, he said.

Abdullah said that there aren’t any reassuring signs of the opening of Erbil and Sulaymaniyah airports, stressing that the rumors about opening the two airports are unfounded.

“There is no direction or decision or even contact between us and the Iraqi Aviation Authority in this regard, and therefore there is no hope to open our airports in the near future,” he said.

The embargo has cost Kurdistan Region nearly half a million dollars a day.

Kurdish political sources reveal the intentions of the Iraqi federal government to establish a civil airport in Kirkuk, according to Sharq Al Awsat.

This raises concerns about turning the airport to an international one and maintaining the airports of Erbil and Sulaymaniyah only for domestic flights.

Abdullah said that even humanitarian flights are prohibited at Sulaymaniyah and Erbil airports, adding that they require the approval of the Iraqi Prime Minister.

There are patients and injured Peshmerga forces who need to travel abroad to receive treatment, but the federal authorities refuse any authorization for these flights, he noted.

The Iraqi government imposed embargo on Erbil and Sulaymaniyah international airports on September 29, 2017 as a punitive measure in response to the independence referendum held by the Kurdistan Region on September 25 on secession from Iraq.

This is indeed a sad commentary on Abadi and all of his apparent empty promises. His distrust of Kurdistan has never shone more brightly. It occurs to me there will be no HCL since that is purely a Kurdish providential thingy... basically. I am totally lost as to what Abadi’s plans for Kurdistan are now.....

Thanks Wiljor...There's the possibility...that Abadi can now use these sanctions as bargaining-chips...Now that the ground rules have been established...Kurdistan can now appreciate, what they took for granted....Abadi can reinstate Kurdistan along side the CBI RV'ing the dinar....

The Kirkuk airport will replace the Kurdish airports. Won’t be in addition too. Those airports in Kurdistan are closed, apparently indefinitely. Of course had Barzani not been abusingbthe system to the extent that he was then perhaps the airports would be open today. Granted Abadi is trying to get a handle on all of the corruption as he has stated he has waged war on it. Apparently Maliki and Barzani were actually in cahoots in their projects concerning Kurdistan....

The region is "losing hope" of the return of flights and worries about Kirkuk airport
[Oan- follow - up]
expressed Kurdish sources, on Sunday, expressed concerns about the intentions of Baghdad on the establishment of a civilian "international" airport in Kirkuk, and to keep the airports in Erbil and Sulaymaniyah domestic flights only.
The sources said in remarks quoted by the newspaper [Asharq Al-Awsat] Saudi Arabia today, that "there are fears of turning the airport of Kirkuk to an international airport, in exchange for maintaining the airports of Erbil and Sulaymaniyah only for domestic flights, and extract the international status from them."
"The authorities in the region almost lose hope of the return of international flights to their airports, which recently included even humanitarian flights."
"The competent authorities in the region lost hope of solving the crisis of Sulaymaniyah and Erbil airports, where there is no longer any role for the Iraqi Civil Aviation Authority in the crisis, because the authority limited to the Prime Minister, Haider Abadi, who alone has the decision to open the airports," said Tahir Abdullah, .
Abdullah denied that there would be any reassuring signs of the opening of the airports, stressing that "what is currently promoting the opening of airports by the end of this month, are nothing but rumors that are unfounded, there is no guidance or decision or even contact between us and the Aviation Authority Iraq in this regard, and therefore there is no hope to open our airports in the near future. "
"Even humanitarian flights are not allowed at the airports and require the consent of Abbadi. There are patients who need to travel abroad to receive treatment, as well as the wounded from the Peshmerga forces, but the federal authorities refuse to authorize such flights," he said.
And on what was published about the offer by Baghdad to open Sulaymaniyah airport in exchange for the closure of Erbil airport, and refused to Vice-President of the Government of the Territory, Qubad Talabani, therefore, Abdullah said, "I do not know this offer, the validity of allowing flights not even back to the Iraqi Civil Aviation Authority, Exclusive of the federal prime minister, without his consent there will be no decision to open airports in the region. "
He added that "there are many calls from the authorities of the region to begin to negotiate to resolve outstanding issues, but so far the territorial government has not received the consent of the other party, and therefore did not find anything in this regard, and personally do not see any positive development in this path."
According to sources at the two airports, the proportion of passengers through them has decreased significantly, and by 72 percent, at Erbil International Airport flights in the past years between 50 - 60 flights a day, but the number has now decreased to only 5 - 6 domestic flights, and was The number of passengers through Sulaymaniyah Airport is estimated at 1,500 passengers, but in turn it has dropped to only 350 passengers.
The sources said, "This remarkable decline in the financial loss of the region losses of $ 400 thousand per day, compared to the number of flights launched from Erbil and Sulaymaniyah airports, the number of flights at Erbil airport in 2016 amounted to 13 thousand and 883 flights, The number is 5 thousand and 89 trips, and the number is 33% of the total flights from Iraq. "
The federal government issued a decision to close the Erbil and Sulaymaniyah airports on the 29th and 9th of 2017 as a punitive measure for the region, as well as demanding that the Kurdistan authorities hand over the two airports and border crossings in Baghdad.

It doesnt matter what the circumstances are the constitution has to be implemented. The kurds have bowed down and agreed to everything that abadi wants and now the ball is in his court. I do not believe your going to see barzani arrested, yada yada... I have said this before many times..Barzani has been taking care of all of those displaced from iraq and syria for years with absolutely no help from the iraqi government. Now iraq gets released from chapter 7 and goes into chapter 6, but yet abadi cannot muster a word in thanks to the peshmerga, who, without their help isis would have taken over much more of that country. Also their help in getting rid of isis. You know our military did not trust the iraqi troops and would only allow the kurdish forces to call in air strikes because we knew that the iraqi troops were targeting sunni civilian areas because they have a vendetta against them. I have watched many videos on this subject. It is time for abadi to bring the country together and that means all iraqi's and that includes the kurds. He cannot say in his speeches after the referendum was held that it was wrong and that iraq is for all people and then do nothing to bring about political peace. Also the kurds have fully implemented the bio metric system for identification and that includes all the kurdish government workers, so if they are supposedly worried about people fleeing then they can easily be tracked down, so the airport closures to prevent those leaving because of corruption to me doesnt work.
