Baghdad Mawazine News

The leader of the Kurdistan Democratic Party, Massoud Barzani, that the referendum was the decision of the parliament and the Kurdish parties, pointing out that what happened in Kirkuk caused by the betrayal of some.

"We are concerned about the ongoing military operation in Afrin and we hope to end it as soon as possible," Barzani said in an interview with the BBC's Al-Mawazine News.

In response to a question about the September 25 referendum on independence and the events and developments that followed, Barzani said, "I have said before and repeat now, I do not regret and will not regret the votes of 3 million people. The referendum was successful, and 93% of the participants voted yes."

He added that "what is happening now is the result of cutting the share of the people of Kurdistan from the federal budget since 2014, and also the war against the duel and the sharp decline in oil prices created a lot of problems, and I would like to mention that we have about two million displaced and refugees, which brought us to the current situation, Not the referendum, so why should we fail? "

"The referendum is not a crime. A nation has expressed its hopes and decisions about the future in a peaceful and democratic manner. Those who said that the timing is not suitable for the referendum did not give us an alternative date or date and did not give us any suitable alternative," he said. Crime, it is a people's exercise of their democratic right. "

"What happened in Kirkuk was the result of the betrayal of a certain group," Barzani said. "Kirkuk should remain an example of coexistence."

In response to a question about the talk that the divisions between the Kurds caused what happened in Kirkuk, "Even before the referendum, there was talk about divisions among the Kurds, but the fact and reality is that 93% of the people of Kurdistan voted (yes) in the referendum, Great participation and those who suffer after the referendum, they were suffering before the referendum also if they want freedom and independence there must be sacrifices, and the Kurdish people have always made sacrifices. "

He added that "the referendum was not against the Iraqi constitution, and if it were not for what the treason group had done, the people of Kurdistan would not have been suffering as a temporary situation. We believe that our people will quickly overcome this situation."

"The referendum was not an individual decision and it was not the decision of one party or a group of parties. It was the decision of all the Kurdish parties and the parliament. It was the decision of the Kurdish people, and some parties had a different opinion about the timing, but they did not oppose the referendum," Barzani said.

As for the current situation of Kirkuk and the rest of the Kurdish areas within the disputed, Barzani pointed out that "there are negotiations and dialogue between us now."

Barzani denied the possibility of fighting in Kirkuk, saying: "We do not think about fighting, we are working hard to find a suitable solution to the situation of those areas, we have conducted a referendum to avoid war and was a peaceful option for the people of Kurdistan to have the opportunity to express their opinion about the future."

On the possibility of the reappearance of Daash after the latest developments in Kirkuk, he explained that "there is a very clear fact and everyone knows that if it were not for the support of the Peshmerga forces of the Iraqi forces, I could not free Mosul."

In response to a question on the issue of the presidency in the Kurdistan region, the leader of the Democratic Party, "I respect the laws and according to the law ended my turn, and therefore rejected the extension, and the right of any citizen finds himself competent to run for the presidency."

Kirkuk is a province without the owner after the control of Baghdad!

 Baghdad / Shalao Mohammed

Political differences have deepened over two posts in the province of Kirkuk to a degree that has completely affected the lives of citizens, and the prospects for a solution remain unclear amid increasing disagreements.

The conflict over the post of governor and head of the provincial council of Kirkuk to an advanced stage and the relations between the political parties in Kirkuk and the provincial council deep differences around it.
The Turkoman Front, which represents the majority of the Turkmen component in the city, has another opinion and wants to conclude a deal under which it will take over the post of head of the provincial council in exchange for the restoration of the position of the governor of the Kurdish component.
The main dispute over the post of governor began when Iraqi forces captured the Golden Division, the Rapid Response Forces and the popular crowd on October 16, 2017, on Kirkuk and the disputed areas after the withdrawal of the Peshmerga forces. The governor left office and appointed Iraqi Prime Minister Haidar Abadi and his deputy Rakan Saeed acting governor of Kirkuk.
"We are not with the nationalization and sectarianism of the positions in the city, the office was run by the Kurds for several years and it is natural that the Kurds now accept the receipt of a personality of another nationality," said Mohammad Khader Jubouri, member of the Arab Caucus in the Kirkuk Provincial Council. Position ".
The post of governor of Kirkuk before the sixteenth of October (October) last share of the Patriotic Union of Kurdistan, which is now seeking to take over the post again by holding a session of the Kirkuk Provincial Council brings together ingredients and parties, but that is very difficult.
The Kirkuk Governorate Council consists of 41 members, of whom 26 belong to the Kurdish majority list, nine members of the Shiite and Sunni Turkmen and six members of the Arab component, all of which are not in agreement. The Kurdish list, which includes the PUK and the party The Kurdistan Democratic Party and the Islamic Union are different in their views on the post of governor. There are also two Turkmans within the Council of the Shiite and Sunni sects, which are also different. The list of the Arab Gathering, although its members are united under one list but rarely agree on the affairs of the city.
Aso Mamand, a member of the Political Bureau and official of the Kirkuk Center for the Patriotic Union of Kurdistan told "Niqash": "We will not sacrifice Kirkuk for anyone because what concerns us is that the position remains with the Kurds, which led us to make every effort to hold the session of the Kirkuk Provincial Council, Members of the Democratic Party are not ready to return to the meetings of the Council and resolve the position, citing the occupation of the city. "
Mamand pointed out that the appointment of a governor who believes in coexistence between the components will reassure the people of the city and all those visiting Kirkuk.
The Iraqi government has officially dismissed Governor Najmuddin Karim and most of his party's leaders also have deep disagreements with him, but he still considers himself governor of Kirkuk, although he has not been able to return to the city for three months.
Najm al-Din Karim, who now resides in the resort of Salah al-Din in the province of Arbil, told "Niqash" that "Kirkuk is occupied now and has been appointed a conservative by force and this is contrary to the legal basis, so I was considered governor of Kirkuk according to all constitutional principles, "He said.
There are reports within the Patriotic Union of Kurdistan that Khalid Shwani, a leading member of the party and the former deputy in the Iraqi parliament is the candidate for the post, but above all, differences within the list of brotherhood (Kurdish list) prevent the resolution of the post.
The Patriotic Union of Kurdistan and the Islamic Union want to hold a meeting of the provincial council, but the KDP does not agree.
"If the Iraqi government does not accept Peshmerga and Asayish, we also do not accept the Golden Division and the federal police. Therefore, the solution to the security file and the return of members of the Democratic Party to the meetings of the provincial council is," said Kamran Karkuki, a member of the Democratic Party in the provincial council list for Niqash. Handing over the Kirkuk security file to the local police and withdrawing the other forces from the city. "
"We will not return to Kirkuk until the situation in the city returns to what it was before October 16, 2017," he said.
As well as the post of governor, the main problem politically in the post of chairman of the provincial council of Kirkuk also, as the struggle for this post is not less than the struggle for the post of governor, and appeared when Hassan Tauran, the President of the Council, a deputy in the Iraqi parliament in April of In 2014, his deputy, Ribawar Talabani, ran the post. Since then, the Kurds have not been prepared to support a Turkoman candidate to take up the post of president of the council. The Turkoman Front list has not had a single candidate for the post.
Najat Hussein, a member of the Turkmen Front in the Kirkuk Provincial Council told Niqash that article 23 of the provincial elections law states that "the position of the governor is one of the most worthy list is the list of brotherhood, while the second list is the Turkmen Front is entitled to take the post of President of the Council, The constitutional article was applied at the beginning, but after the president became a deputy, the constitutional article was violated by the Kurds and were not ready to return the post to the Turkmen.
"The Shiite and Sunni component of Turkmen are very different about the administration of the post of president of the council, which led to the presence of three candidates for the post of president of the council, namely Tahseen Khaia, Ali Mahdi and Najat Hussein," said Jamal Mouloud, a member of the Brotherhood list.
Kirkuk is now a province without a holder, as no one recognizes the other, which was clearly reflected on the security services and services, according to the people of the city, the level of services has decreased significantly, but in terms of security has increased cases of murder, kidnapping and theft.

It's all good...well if they agree to agree to pass the budget, it would seem that something is work out. With the circumstance that they face today due to the actions taken after the referendum...will have to see if Kurds walk out tomorrow session or any session if the Budget is brought up....It seems they want Abadi to clarify a few thing up in the budget per the articles and be presence, which may or may not happen IMO...

Joint committees are approaching the operation of airports in the region and work continues in the oil file

 Baghdad / Mohammed Sabah

The federal government and the Kurdistan region agreed mid-month to form ten joint committees whose task is to search for consensual solutions to end the differences between the parties.

The most prominent committees work on oil files, border crossings, airports and salaries of employees.
The technical committee overseeing the management of the airport file approached the resolution of this file after reaching an agreement to deal with the differences in the resumption of work at the Erbil and Sulaymaniyah airports, which have been suspended for several months.
"The negotiations between the federal government and the Kurdistan region a few days ago led to the formation of ten joint committees working to resolve all the outstanding and thorny issues between the two parties," MP Tareq Siddiq Rasheed said in a statement.
A government delegation visited Erbil on January 15 under the chairmanship of the Secretary General of the Council of Ministers Mehdi Alalak to form several negotiating committees whose task is to solve the files of ports, airports, oil and pay salaries.
And divided these joint committees to manage ten files thorny and work to resolve, and the most prominent of these files are the oil file, border crossings, education and health, and the Bureau of financial control, retirement, Peshmerga, labor and social affairs.
Rashid stressed that "the Kurdistan Regional Government is ready to resolve the oil file with Baghdad in accordance with the legal and constitutional frameworks that require the management of oil fields newly explored in a joint manner between the parties," expressing his hope "settle all the contentious and thorny through the joint negotiating committees."
The Prime Minister Haider Abadi met with the Kurdistan Regional Government President Nechirvan Barzani on the sidelines of the Davos conference on Wednesday.
The Information Office of the Prime Minister Haider al-Abbadi issued a statement in which he explained that the Kurdistan Regional Government has expressed its consent to hand over the oil in full to the federal government and export it through the national company Sumo.
The head of the provincial government, Nechirvan Barzani, said that the statement in the Office of Abadi on the delivery of oil region to Sumo is far from health, stressing that "the statement touched on things we did not discuss originally."
"The meeting focused on the possibility of exporting Kirkuk oil through the pipeline of Kurdistan, Ceyhan of Turkey," stressing that "the management of the oil file will be subject to the provisions of the Iraqi constitution."
The Technical Committee overseeing the management of airports visiting Sulaymaniyah is approaching a final agreement on the resumption of work from Erbil and Sulaymaniyah airports after solving some of the problems and differences between the two sides.
The MP of the coalition of state law Jabbar Abadi said in a statement to (the extent) that "a delegation from the Border Crossing Authority currently in the province of Sulaymaniyah is looking for a mechanism to resume work at the airports of Sulaymaniyah and Erbil," noting that "the file of airports is similar to what is blocked between Parties ". Baghdad imposed measures described by the Kurds as "punitive", in response to the departure of the territory towards the referendum on 25 September last, despite the rejection of the government of Abadi and regional and international opposition.
And escalated controversy and complexity in the crisis between the center and the region after the redeployment of federal forces in the disputed areas and impose a ban on international flights on airports in the region and demand the extradition of border crossings to the federal authority.
The oil file, according to MP for the province of Basra Jabbar Abadi, "the most complex files of the crisis between Erbil and Baghdad, being linked to the file of the executors Vishkhabor and Ibrahim Khalil," asserting that "the delivery of Vishkhabor by the Peshmerga is due to being a vital outlets for oil.
To this, a deputy of the Patriotic Union of Kurdistan bloc that "the federal government is still seeking to impose control over the perpetrators of Vishkhabor and Ibrahim Khalil, which is one of the contentious differences between the two teams," pointing out that "dialogues continue between Baghdad and Erbil to resolve the thorny and controversial files" .
"The government wants the Kurdistan Regional Government to send reports on oil sales since 2014 and until now," explains MP Mohammad Othman. "These demands complicate the solution of the oil file and make it difficult for the committees to negotiate."
Othman added that "the committee supervising the Ministries of Education and Health has not completed its tasks in the audit of employees, despite working for more than two full months," and wondered, "When will end the audit committees of the examination and audit of all ministries in the Kurdistan region?
Talks between the federal government and the Kurdistan region are proceeding at a slow pace, despite ongoing contacts between the two parties, which allowed the federal government committees to audit the lists of officials of the ministries of education and health in the Kurdistan region in preparation for payment of their salaries.
But a problem looming in the horizon may hinder all these developments. The provincial government is demanding that the distribution of salaries, after the audit process, through it exclusively and refuses to deal with its ministries with Baghdad, which wants to pay salaries through the directorates in each province.
