Baghdad: Iraqi Prime Minister Haider al - Abadi  said that his government succeeded in overcoming the crisis of the referendum in the Kurdistan region, and accused the Turks that they were dealing with the Kurdish file duality.

 

"His government succeeded in overcoming the crisis of the referendum on secession without bloodshed and is working today to solve all the outstanding problems with the region, including problems since the 1990s," Abadi said during a meeting with a Kuwaiti media delegation.

 

He said that the Turks were dealing with the duality with the Kurdish file: "They supported the Kurds of Iraq and deal with them outside the framework of the federal government while denying the rights of the Turkish Kurds, until the issue of the referendum and felt the threat changed the view of the Turks towards rapprochement with Baghdad.

 

Abadi pointed out that "this does not mean a negative attitude of his government against the Iraqi Kurds, but they are citizens in their country have citizenship rights and duties."

 

He added that the Turks have great fears of the PKK in northern Iraq, stressing that his country "does not support this organization and do not want to take from Iraqi territory as a base for the attack on Turkey."

 

Kuwait is hosting a conference on the reconstruction of Iraq from February 12 to 14 with the participation of a number of donor countries and international and regional organizations. It will be chaired by five parties - the European Union, Iraq, Kuwait, the United Nations and the World Bank. (AFP)

COUNCIL CONCLUSIONS ON IRAQ
Foreign Affairs Council,
22 January 2018

  1. The EU commends the Iraqi people, their Government and their security forces on the territorial defeat of Da'esh, with the support of the Global Coalition against Da'esh, of which the EU is a member.

  2. The EU reaffirms its commitment to a strong EU-Iraq partnership, underpinned by the Partnership and Cooperation Agreement (PCA), and to supporting the Iraqi authorities in the reconstruction phase and in tackling the underlying political, social and economic drivers of instability. The EU calls upon all relevant stakeholders in Iraq to work together in a peaceful, cooperative and accountable manner, to address these issues, laying the ground for an inclusive state, allowing for political, economic and social opportunities for all, and consolidating the recent military gains against Da'esh.

  3. The Council recalls its June 2017 Council Conclusions and welcomes the annexed Joint Communication of the High Representative of the EU for Foreign Affairs and Security Policy and the European Commission setting out elements for an EU Strategy for Iraq. It fully endorses the objectives and the proposed policy approach detailed in the communication and agrees that swift implementation is now crucial in order to maintain the momentum after the liberation from Da'esh towards building a better future for Iraq. Together with these conclusions, the communication forms the EU Strategy for Iraq. Given the multitude of challenges, the EU will work towards all its strategic objectives in Iraq concurrently. These objectives are focussed on the following key areas:

a) Preserving the unity, sovereignty and territorial integrity of Iraq, as well as its ethnic and religious diversity

  1. The EU reiterates its continued, steadfast support for Iraq's unity, sovereignty and territorial integrity, and its firm and active commitment to the preservation of the multi-ethnic, multireligious and multi-confessional nature of Iraqi society, including the protection of its minority groups, building on the bond of a common national identity and inclusive citizenship.

  2. The EU calls on the Government of Iraq and the Kurdistan Regional Government to engage in a constructive and result-oriented dialogue on immediate issues, providing a foundation for a more detailed discussion on all open questions and towards a more stable and mutually beneficial long-term relationship based on the full application of the Iraqi constitution, including its provisions on Kurdish autonomy. The EU believes that this dialogue is a responsibility of both parties based on the respective provisions in the constitution, and that the general interest of all Iraqi people is best served and reflected through such a dialogue and cooperation. The EU welcomes efforts to swiftly engage in such a dialogue. The EU reaffirms its strong support to the United Nations facilitation efforts and stands ready to support dialogue if requested.

A report by Iraqi political sources indicated progress in negotiations between the Iraqi government and the Kurdistan Regional Government (KRG) to resolve the differences that were exacerbated by the September referendum on independence from Iraq.  

A source close to the Iraqi government, that the negotiations between the two sides focused on the issue of the share of the province of the federal budget, as well as the launch of salaries of staff of the region, and the opening of ports and airports, indicating the flexibility of the two sides to resolve outstanding issues.

The source added to the "New Arab", to provide the Kurdish party several proposals are being studied by government committees, indicating that the agreement was to avoid escalation and work to adopt the letter of calm under the Constitution.

To this, confirmed the MP from the Kurdistan Democratic Party in the Iraqi parliament, Ashwaq dry, that the Kurdish political forces presented nine proposals to the Iraqi Prime Minister, Haider Abadi, to resolve the differences, especially regarding the budget of 2018.

She pointed out that the Kurds stipulated to offer Abbadi a pledge not to appeal the budget paragraphs related to the rights of oil-producing regions, including areas in the Kurdistan region, noting that the Kurdish blocs working to discuss the demands on the budget with Abadi.

Meanwhile, the President of the Kurdistan Regional Government, Nechirvan Barzani, arrived in Switzerland to participate in the Davos Economic Forum, which will be attended by US President Donald Trump, presidents, kings and officials from different countries.

Kurdish political sources suggested that Barzani would raise the crisis between Baghdad and Erbil during his meetings with senior officials there, stressing that the Kurdistan government opened the doors of dialogue with Baghdad, but at the same time counting on the support of the international community to lift the embargo and get its share of the budget in the event of negotiations with Baghdad Impasse.

The minister of health in the Kurdistan Regional Government, Rikut Hama Rashid, said earlier on Tuesday that a Kurdish delegation under his chair will visit Baghdad next week to meet with Iraqi Health Minister Adela Hammoud on the region's share of medicine.

He stressed that the year 2018 will be better for the region in terms of drug allocations, indicating during a press conference that the region needs to 100 billion Iraqi dinars (equivalent to 80 million dollars) during this year.

"We have a good relationship with the Federal Ministry of Health, and I will visit Baghdad next week to discuss the share of the region," he said, adding that the Ministry of Health in Baghdad allocated 6 billion dinars ($ 4.8 million) per month to buy medicine for the region.

Ali Akbar Velayati, an adviser to Iranian Supreme Leader Ali Khamenei, said that without Iranian aid, "the Syrian government would have fallen in a few weeks and was currently being promoted in Baghdad." Adding: "If we did not defend outside the border, Israeli forces would now be on the borders of the provinces of Kurdistan and Western Azerbaijan." Apparently referring to Iran's opposition to the independence referendum in the Kurdistan Region and its role in the October 16 events.

The sources said that the delegation headed by the Minister of Construction Derbaz Kusrat Rasoul, including the Minister of Health Rikout Hama Rashid, and the Minister of Municipalities and Tourism Noruz Mouloud, noting that the delegation went to Baghdad on Tuesday evening at the official invitation of the federal government.

The adviser of the Security Council of the Kurdistan Region, pleased Barzani, said Wednesday, January 24, that the region demands the application of all articles of the Iraqi constitution, especially Article 140 thereof.

In a statement today, Basniz received a copy of it, that pleased Barzani adviser to the Security Council of the Kurdistan Region, met on Wednesday with Australian Ambassador to Iraq Christopher Lakman.

During the meeting, the Australian ambassador confirmed his country's support for the Kurdistan Region is strong and united, and the constitutional rights of the region.

Australia is a member of the international coalition against the United States, led by the United States of America, and provided the Peshmerga forces in the Kurdistan Region military support in the field.

The Australian ambassador also expressed his hope that the Iraqi and Kurdish elections would be successfully organized and that they would "constitute a beginning to solve the problems between Baghdad and Erbil."

And decided to order the Iraqi legislative elections, scheduled to be held on 12 May next, after the signing of President Fuad Masum decree.

For his part, Masroror Barzani, the Australian ambassador in Iraq, demanding the Kurdistan Region to apply all the articles of the Iraqi Constitution, in particular Article 140 as a solution to the status of Kirkuk and other disputed areas.

DAVOS, Switzerland – KRG Prime Minister Nechirvan Barzani and Iraqi Prime Minister Haider al-Abadi met on the sidelines of the World Economic Forum in Davos on Wednesday.

“In a short meeting… the latest trends of discussions between KRG and Iraqi federal government committees were discussed, and [both sides] stressed the continuation of the work of the committees to resolve issues. Both sides expressed their commitment to dialogue and the resolution of issues on the basis of the Iraqi constitution,” read a statement from the KRG. 

They also touched on the issue of oil. Managing oil, and its revenues, is a recurring problem between Erbil and Baghdad. The central government stopped sending funds to the KRG when Kurdish leaders proposed exporting oil independently. 

The two sides “decided that the Iraqi Ministry of Oil and KRG Ministry of Natural Resources will hold a special meeting on how to export oil that has been suspended for a while and reach an agreement [on the issue],” the KRG’s statement read. 

As the two governments have resumed relations and begun the difficult process of resolving their issues, Baghdad wants to exert federal control over oil and Erbil wants financial guarantees if it agrees to send oil revenue to central coffers. 

How to handle the rich oil reserves in the disputed province of Kirkuk, that were suspended after Iraq took control of the province, is also a sticking point. 

As Iraq is looking to rebuild its economy and infrastructure after the war with ISIS, OPEC has seen a "renewed vigor" reconstructing the oil and gas sector under Abadi’s government, OPEC Secretary General Mohammed Sanusi Barkindo told Rudaw’s Hemin Lihony in Davos.

"We in OPEC are very proud of [that]," he added.

Responding to a question about the KRG's contribution to Iraq's success, Barkindo said "Iraq is the dutiful, rightful representative in OPEC."

Iraq, as a founder and the birthplace of OPEC and currently its second-largest producer, was described by Barkindo as a "very important" member.

OPEC has seen a “gradual but steady rebalancing of the market” after concerted efforts from member states to address oversupply.

"We are not yet declaring victory,” he said, explaining that they do not have a price goal. "Our prime objective remains assisting the market to bring it back to balance, which has eluded us for the past several years and we are confident, satisfied that we are on cause."

The Davos forum brings together world, business, and industry leaders, making it a good opportunity to look at the issue of equality, Anne Mitaru, policy and campaigns manager of Oxfam in Erbil, told Rudaw English this week. 

“A lot of those decisions between political heavyweights, economic heavyweights, and other heavyweights, changes how people live, how much they have access to food, how much they have access to water, how much they pay for clothes and other things,” she said, noting that “a lot of power resides with the people who go to Davos.”

These power players must consider not just one country, she asserted, but ensure benefits from the meeting are shared with people around the world. 

Earlier in the day, Barzani met with Jordanian King Abdullah and Armenian Prime Minister Karen Karapetyan.

A spokesman for the border crossing Colonel Mohammed al-Shuwaili that a delegation from Baghdad visited Sulaymaniyah and briefed on the work of the border crossings in the province.

"The delegation includes representatives from the Ministries of Communications, Health, Finance, Interior, Trade, Customs, Environment and Transport, headed by Director General of Planning at the border crossings Shaker Jubouri," Al-Shuwaili said in a statement.

He added that "the delegation conducted a comprehensive study for the purpose of reaching a final agreement to take over the border crossings, including the border crossing Bashmakh with Iran officially under the supervision of the federal government"

The visit was followed by talks held by a delegation of the Iraqi government headed by the Secretary-General of the Council of Ministers Mahdi Al-Alaq in Erbil, capital of the Kurdistan region of Iraq, to complete a discussion on the management of international land border crossings and airports and dams.

The Kurdistan Democratic Party (KDP) headed by Massoud Barzani on Thursday expressed optimism about the recent meetings between Prime Minister Haider al-Abadi and Kurdistan Regional Government President Najirvan Barzani, pointing to international and regional pressure that led the latter to sit at the dialogue table . 

"The international and regional pressure exerted on Prime Minister Haider al-Abbadi prompted him to sit at the dialogue table," MP Najeeb Najib said in a press statement. "The dialogue that will be between Baghdad and Erbil is the existence of all these problems ."

Najib said that "the repeated meetings between Abadi and Barzani mean there is more understanding and therefore the way to reach a solution will be shorter," saying that "Baghdad has recently realized that the problems can be addressed only through the government of the Territory ."

 

Prime Minister Haider Abadi met on Wednesday evening with the head of the Kurdistan government Najirvan Barzani on the sidelines of the Davos International Conference, a few days after the first meeting in Baghdad since the referendum on September 25 last .
