- Parliament Speaker Salim al-Jubouri on Monday unveiled 100 cases against the House of Representatives in the current session or was held by the parliament in his capacity as the prosecutor, while noting that the federal court is taking what it deems appropriate. 

Jubouri said during a press conference held today, and attended by Alsumaria News, that "in the current Berlin session there are about 100 lawsuits had been raised on the House of Representatives between the plaintiff or the House of Representatives in his capacity as the plaintiff on a number of issues and procedures.

 
 


"The Federal Court takes what it deems appropriate and finally respects its decisions, taking into consideration the objective and formal criteria and procedures in this regard," he said. 

It is noteworthy that many members of the House of Representatives filed appeals and suits against a number of procedures and meetings of Parliament, where the Federal Court to rule on these cases.

The Speaker of the Parliament, Salim al-Jubouri, on Monday, that the article concerning the person who proved corruption and included the amnesty should have been within the paragraphs of the amendment of the election law, indicating that the Presidency of Parliament will discuss the matter with the Legal Committee to address it. 

Jubouri said during a press conference held in the parliament and attended by Alsumaria News, "The article on the subject of those who proved corruption and included amnesty should have been within the paragraphs of the amendment of the election law."

 


"The issue will be discussed with the Legal Committee to deal with it," Jubouri said. 

It is noteworthy that the parliament voted on Sunday (February 11, 2018), on the second amendment to the law of the elections of the House of Representatives.

The federal budget for 2018 did not meet the constitutional and legal requirements, and the budget amendment did not include a response to the demands of those who objected to it.
Jubouri said, during a press conference today at parliament that "the government was late in the submission of the budget 2018, and the Ministry of Finance did not attach the sovereign expenses to show the share of the Kurdistan region." 
He explained that "the direction of parliament at the moment is to cancel the retirement of employees in the budget of 2018," pointing out that "the revised budget did not include any amendments demanded by the political blocs." 
He said Jubouri, "Prime Minister Haider Abadi, showed flexibility in discussing amendments to the federal budget law, while revealed the establishment of 100 lawsuits against the House of Representatives during the current session." 
He pointed out that the share of the Kurdistan region of the federal budget has not been resolved so far, "noting that" the budget will be included in the agenda of the sessions of the next parliament, taking care to be approved by consensus "

He noted that "the water crisis requires our attention and the water committee has discussions now on the subject."

The Speaker of the House of Representatives Salim al-Jubouri, on Monday, the absence of the need to cut salaries of employees during the financial budget for the current year, noting that the Parliament intends to apply the law of retirement and the payment of end of service benefits to retirees.

Jubouri said in a press conference held in the House of Representatives attended by "Economy News", "The need to cut salaries of employees in the current budget has disappeared after an import surplus."

 He added that "Parliament will require the General Pension Authority to pay the salaries of military retirees according to the highest rank, as well as pay all end of service benefits to employees and not delay in payment during the current year."

Jubouri pointed out that "the House of Representatives has taken the decision to withdrawal under exceptional circumstances to support the efforts of the State during the past years in the fight against Daash, but the circumstances have improved after defeating terrorism."

I’ll bet they are waiting to see how much money is raised at the donor conference. If they hit their financial goal, it would remove a huge financial stress from the budget. they can lock in payroll and the Oil deal with Kurdistan and other areas. It could be a major home run for Iraq!!

Speaker of the Parliament Salim al-Jubouri, on Monday, that the funds of salary deductions were not spent for the proper purposes, pointing to the establishment of 100 lawsuits against the House of Representatives of the current session.

Al-Jubouri told a news conference that "the money of salary deductions was not spent for the right purposes," reiterating the "lack of need to cut salaries of employees."

He added that "the federal budget law for the year 2018 did not meet the legal and constitutional requirements, and it was delayed in reaching the House of Representatives 49 days from the constitutional date."

He called al-Jubouri, "to allocate 20% to cover the benefits of oil-producing provinces," pointing out that "the people of liberated provinces demanding the disbursement of loans and salaries accumulated."

He said, "The Kurdistan MPs have made many observations on the budget 2018," pointing out that "the revised budget received by the House of Representatives last week did not include any of the amendments demanded by the political blocs."

He stressed Jubouri, "the keenness of parliament to discuss the draft budget in the coming sessions of the parliament."

He explained that "the article relating to those who proved corruption and included the law of amnesty should have been included in the paragraphs of the amendment of the election law and will be discussed with the Legal Committee to address it."

Regarding the water crisis, Jubouri said, "The water crisis requires our attention and the Committee on Agriculture and Water Parliament has discussions now on the subject."

On the participation of the House of Representatives in the donor conference, Jabouri stressed "the Council's contribution to the conference through the heads of four committees."

ERBIL, Kurdistan Region (Kurdistan 24) – Parliament Speaker Salim al-Jabouri on Monday said the Iraqi Parliament’s Presidency rejects the 2018 Iraqi national budget law due to legal and constitutional shortcomings.

During a press conference in Baghdad, Jabouri stated that the 2018 national budget bill, prepared by Prime Minister Haider al-Abadi and the Iraqi Council of Ministers, was “neither legal nor constitutional.”

Aside from the controversial reduction in the Kurdistan Region’s share of the national budget from 17 percent to 12.6 percent, many Sunni lawmakers—including those affiliated to Jabouri—have voiced objections to the proposed budgetary allotments to provinces with a Sunni majority.

“Our position is that the budget law does not have legal and constitutional requirements as outlined in the Iraqi Constitution,” Jabouri told reporters.

According to the Iraqi Parliament Speaker, the proposal for the budget law was not submitted to the Parliament on time.

“The Parliament should have received the budget law draft by Nov. 10,” but the submission was delayed for nearly 50 days, Jabouri said.

He added that the draft did “not reflect the demands and comments made by the governorates affected by [the war on the Islamic State], the Kurdistan Region, and oil-producing governorates.”

Since 2005, Kurdistan’s allotted share of the Iraqi budget has been 17 percent. However, Kurdish officials have claimed that, over the years, the Kurdistan Regional Government has never actually received the full 17 percent.

I believe it gonna need one on one with the Kurds and Abadi...and not in a Parliament Session...for this to move forward...from the articles...also the consensus works better then what been witnessed...anyhow elections are approaching...Corruption news should intensify with the Election Date approaching...Abadi stated it's well plan out...Will see....

Let's see if I can translate this.  We need money so everyone is obliged to send it to us no questions asked as to what or whose pocket it will go in.  We are going to wait until we get all the money we can before we can decide how much we can claim we actually got probably will claim less based of above.  Since we can't pass the budget we are going to take those to court to force them to pass the budget.  And lastly I, Parliament Speaker Salim al-Jubouri, am the sole and only cause for the hold up and delays for anything getting read, voted on, let alone passed in this circus called the GOI.  Thank you for coming I'll be here all week.  Well maybe for 17 minutes a day and 4 hours in the cafeteria.  Call me Adam so we can discuss how I should handle these clowns, sorry DT, on getting the RV button pushed.  :lmao:
