Abadi is going to have to grow a pair and stop looking the other way when it comes to all of the corruption in his country. Him even saying there is a war on corruption is an ignorant display of how far this country hasn’t come.. All of these “holdouts” wanting more money and refusing to sign off on the budget may be doing us a favor. As long as the world keeps handing over the money, Abadi may not need to RV. If it is all on them to do this themselves, CBI may be called upon to hit the friggon RV button. Pretty sure Alak won’t do it unless Abadi tells him too. If he isn’t going to do something about the “ Brilliant Theives”, then he needs to just get this one last thing done and let the cards fall where they may. Otherwise they will for sure start a serious fall from grace. If they refuse to do it without all the corruption, Then Abadi must do it with the corruption. When they pull that trigger,  I’m cashing in all of it, and quickly!

Al-Muslimawi promised in a press statement received by the agency {Euphrates News} a copy of today, "depriving them of this right unjustly resulting in material damage, and kills their legitimate ambition to improve scientific." 
The Muslim MP's initiative, which was supported by deputies of the National Wisdom Movement, came after a group of staff members asked him to seek adoption of the case. 
He has pledged to adopt the case and defend their rights and follow up until the adoption of parliament

(Baghdad: Al-Furat News) A parliamentary source confirmed that 20% of the holders of the preparatory certificate to be in the next parliament.
The source told the agency {Euphrates News} today that "according to the amendment of the Second Amendment Law to the Law of the elections of the House of Representatives No. 45 for 2013 voted on today, 20% of the holders of the certificate of middle school to be in the next parliament."

(Baghdad: Al Furat News) Law of the second amendment to the law of elections of the Iraqi Council of Representatives No. 45 of 2013

on behalf of the people is the 
Presidency of the Republic 
based on what was approved by the Council of Representatives and approved by the President of the Republic and based on the provisions of Article I of Article 61 and Article III of Article 73 of the Constitution. 
Issued the following law:

Law of the 
Second Amendment to the Law of the Iraqi Council of Representatives elections No. (45) for the year 2013 
Madh- 1. Paragraph canceled (3) of item (iv) Article (7) of the Act is replaced by the following: 
3. Take UNHCR has taken the necessary steps to open adequate electoral centers to facilitate the electoral process. 
Article (2): Amend Article (IV) of Article (8) to be replaced by machines: 
Fourth: 
A - be a holder of a bachelor's degree or equivalent.
B- The electoral lists shall allocate a percentage not exceeding 20% of the number of candidates for the segments of the society who hold the preparatory certificate or equivalent. 
Article (3): Article (1) of Article (11) of the Law shall be repealed and replaced by the following: 
The House of Representatives consists of (329) three hundred and twenty nine seats distributed 320 three hundred and twenty seats on the provinces according to their administrative limits and according to the table annexed to the law. ) Nine quota quota seats in accordance with the second clause of this article. 
Article (4): Article (38) shall be amended and read as follows:

And with any luck, the can convince the IOC to have the 2032 Summer Olympics in Mosul while insisting the world come in and pour Billions more into a camel racing stadium, Olympic village, hotels and food courts. Plenty of opportunities for the corrupt to steal the IOC blind too. Headed into the Kuwait Conference with egg on their face and outstretched hands. Pathetic fools.

The third parliament fails to amend the constitution and moves it to the next session

The sharp differences between the parliamentary forces in force have resolved all efforts and efforts to make constitutional amendments to 68 controversial articles during the current parliamentary session. These disagreements have also hindered the constitutional review committee, which was approved two years ago.

There is no time left for Parliament to proceed with this project as elections are held near May. 
These differences revolve around the powers of the Prime Minister, which is described as absolute compared to the powers of the President of the Republic and the Parliament, as well as those related to oil and gas, sharing financial resources, and the issue of nationality and personal status. 
And postponed the discussion of these points and materials to the next parliamentary session in order to give these political forces and components another opportunity to ensure that these points are resolved and passed by political consensus. 
The member of the Legal Committee in the House of Representatives MP Faiq Sheikh Ali (the extent) reasons for the delay of the Constitutional Review Committee in the current parliamentary session to "political corruption and sectarian and political quotas, which have disrupted the work of this committee."
The Speaker of the House of Representatives Salim al-Jubouri, called on the blocs and parliamentary figures, in (17 of July 2016 last), to submit candidates to form a committee to amend the Constitution, and gave a maximum of one week to submit names and vote on them. 
The House of Representatives at the beginning of each parliamentary session expresses its intention to make amendments to the paragraphs of the Constitution, but soon ended in failure because of disagreements between the mass on some provisions of the Constitution, which was written in 2005 and won the support of 70% of Iraqis. 
The constitution, which was passed in 2005, contains a number of controversial paragraphs amounting to more than 18 articles out of 142, despite the formation of a parliamentary committee at the time, headed by Deputy Speaker Hamam Hamoudi, but could not resolve these points.
The Presidency of the Iraqi Parliament, has decided to form a committee of 27 members involved in the Legal Committee in the House of Representatives, with representatives elected by the political blocs to review the articles of the Iraqi Constitution and propose the necessary amendments to it. 
The amended points in the constitution require a referendum by the general public. According to the constitution, three provinces have the right to veto any constitutional provision. 
One of the most controversial articles in the Constitution is Article 140 of Kirkuk and the disputed areas, as well as those related to oil and gas. Other articles include the powers of the President of the Republic, the sharing of financial resources, power sharing, the provincial law and the issue of nationality and personal status.
The parliamentary committee formed by the previous parliament managed to complete some paragraphs and controversial articles in the constitution, but failed to pass the parliament and postponed the completion of its amendments to the current parliamentary session, which also failed to agree to amend these points and materials. 
The constitution was drafted in 2005 under difficult and confusing political conditions and amid popular boycotts, especially from the Sunni component, but was supported by 70 percent of Iraqis. 
According to Sheikh Ali, "Thirty-three deputies nominated to the membership of the Constitution Amendment Committee, which was unable to hold an initial meeting because of political corruption and quotas," pointing out that "the Speaker of the Parliament in 5 consecutive sessions called for the parliamentary blocs to expedite the submission of candidates to Paradise and resolve all differences" .
Article 142 of the Constitution obligates the constitutional committee to submit the constitutional articles to the House of Representatives to be voted upon by the majority of the members. 
This article held the possibility of any amendment to the terms and paragraphs of the Constitution unless there is a national consensus of all components and spectrums of Iraqi society on the changes that will occur in the draft constitution. 
Following the vote on the constitution, the House of Representatives in its first session in 2005-2009 accelerated the formation of a committee to amend the constitution headed by Hammam Hamoudi, currently deputy speaker of the parliament, which included the membership of 29 deputies representing all components.
This committee, which included Jalal al-Din al-Saghir, Salim al-Jubouri, Fuad Ma'soum, Ali Nasif, Ali al-'Aalak and Freed Rwandzi in May 2007, presented a list of proposed amendments, but did not pass through the House due to objections by the majority of the parties and parties to these amendments . 
The disagreement between the National Alliance and the Iraqi consensus bloc focused on the distribution of power, wealth and federalism, which led to the agreement of the political blocs to postpone those amendments to the next sessions of the Council under Article 142 of the Constitution. 
Over the past four years, a number of MPs have tried to restore the spirit to the Constitutional Review Committee and submitted a signed request from 78 deputies in November 2014 and met the presidents, ministers and parliament to speed up the vote on the formation of this committee.
MP Faiq Sheikh Ali, one of the deputies signatories to the request to activate this committee, pointed out that "the intentions were focused on reviewing all the articles of the Constitution and the amendment because of the multiple observations made by the deputies of the current session," stressing that "there are 68 articles of the Constitution need to adjustment". 
In turn, Speaker of the House of Representatives Niazi Maamar Uglu, the failure of the Constitutional Review Committee in the current parliamentary session, saying it "disappeared like other committees formed by parliament." 
"Amending the constitution is one of the most difficult things," he said. "It involves the rewriting of constitutional articles that are essentially contentious between forces and components." 
The interim committees are usually formed in the House of Representatives according to the whims and moods of the political blocs that nominate their representatives on the basis of quotas and consensuses without looking at the standard of expertise in the legal and constitutional field, which complicates reaching consensus on the final results.

The Turkmen MP reveals that "there are sharp differences between the parliamentary forces to make changes to thirty of the total of 68 controversial articles," describing them as "complex and difficult in the presence of Article 140, which is almost the most controversial material."
And confirms that "the Constitutional Review Committee disappeared and ended and became from the past and postponed its work for the next parliamentary session," pointing out that "the commission, which was commissioned to amend the rules of procedure of the House of Representatives also failed and ended and did not carry out the tasks entrusted to it." 
For his part, explains the Chairman of the Foreign Relations Committee Abdul Bari Zebari that "the problem of Parliament is the failure of the activation of the interim committees because of differences between the blocks and components, which reflected on the performance and work of the Constitutional Review Committee, which has ceased its functions. 
He said Zebari in his speech to the (range) that "any process to amend the terms and paragraphs of the Constitution requires an agreement between the political forces in advance on the paragraphs and materials and formulation before the presentation of the subject within the House of Representatives," asserting that "the differences revolve around the powers of the Territory and the Executive and Article 140.
Constitutional provisions that abrogated the amendments are Article 115 of the powers of the federal and local governments in the provinces and regions, in addition to the provisions relating to the powers of the President of the Republic, as well as the articles relating to the distribution of oil wealth, as well as Article (41) concerning personal status laws. 
The Kurdish side refuses to make any amendments to articles (140 and 115), while the Shiite blocs adhere to the powers granted to the prime minister and oppose the expansion of the powers of the president of the republic. 
The head of the Foreign Relations Committee Abdul Bari Zebari that "there are absolute powers of the Prime Minister compared to the President of the Republic, which requires distribution between the three presidencies in a fair manner to reduce the hegemony on the Iraqi federal decision."

I hate to say this, but I'm starting to think the Guru whose name begins wit a "K" is right.

He's been saying for years that once investment comes into Iraq, the dinar will rise "gradually".

I don't know if I can wait that long.  Been too long already.

I might take some money out of dinar and try my luck at cryptocurrency.
