For the life of me, I cannot figure out why they are itchingbay at the Iraqi gov. when its the IMF who set the percentage of the budget they would get.  Parliament does not have a choice do they????

The House of Representatives voted to amend the law of parliamentary elections scheduled for 12 May next, stipulating that the candidate holds a bachelor degree or equivalent after it was entitled to the holders of the preparatory certificate to run in the elections 2014.
