Abadi: The share of Kurdistan from the budget was part of a political agreement
 
BAGHDAD, Feb. 2 (Petra) - Prime Minister Haider al-Abadi said that the proportion of the 17 percent of the federal budget that was granted to the Kurdistan region is just a political agreement. 

Abadi said in a press statement Friday that the share of the Peshmerga in the budget is unchanged, according to the proportion of the population of the region. 

Abbadi added that the allocations in Iraq are not enough for all Iraqis, pointing out that the rate of 17% is only a political agreement that was in force in the past but is not a real benefit. 

The Iraqi government decided to reduce the share of the Kurdistan region of Iraq from 17 percent to 12.67 percent, but it is opposed by the Kurds.

Trump needs to get involved. Iraq needs a kick in the arse.

Iraq will progress backwards in a hurry & all accomplishments to date will be meaningless.

All Iraqis can agree on at this time is to disagree. Iraq can' even get it's own Parliament to show up for work.

No UN sanctions fully lifted without the Kurds=No Erbil Agreement.=No HCL=No profit sharing=No budget=No RV.

Abadi must come through with some of his economic promises & give the people a little something or he's toast.

 

Folks, if haven't noticed Iraqi News, lately, Iran backed Maliki is gaining popularity again. 

If he wins, forget the RV. Maliki is a low IQD policy guy. CBI will go back to currency auctions, the USD & feeding Iran's Treasury. Nuff said.

"The importance of taking the remarks and the interventions of the deputies in consideration at the meeting today and making the necessary adjustments with the consensus to reach satisfactory solutions for all parties to pass the federal budget law," the deputy speaker of the parliament told Prime Minister Haider al-Abadi.

Prime Minister Haider al-Abadi completes his second negotiating round on the budget law of the current year on Thursday in the House of Representatives meeting with the Sunni forces that demand the inclusion of the federal budget to pay the salaries of employees liberated areas accumulated and cut after the control of Dahesh on their provinces.

The deputy speaker of parliament, "This came after the conclusion of an initial meeting held in the House of Representatives with the Finance Committee in the presence of Abadi and representatives of the Ministries of Finance and Planning and Representatives of representatives of the provinces concerned." 
Hamoudi expressed his hope to reach acceptable formulas from all parties mentioned in order to resolve the problems in the budget, pointing out that "we have seen positive positions by the Prime Minister and the deputies concerned to reach solutions that will accelerate the adoption of the budget as soon as possible."

I can see there has been a couple of posts highlighting that the international community may restrict help to Iraq if the budget does not get resolved, below is a article stating the IMF will withdraw funds if the Baghdad, Kurdistan budget percentage is not addressed.

Granted it is a Kurdish  MP Haider Masoud who has made this claim, but i have read a couple of other articles expressing the same outcome.

If true, and i suspect it is, then Abadi is under pressure in more ways than he would like.

It may well need this type of threat from the international community to get issues sorted, as it cant go one for ever!!!!

A negative article that could well bring such positive results.

ERBIL — The International Monetary Fund (IMF) has obliged the Iraqi government to send sufficient budget to the Kurdistan Regional Government (KRG), said a lawmaker.

"The international Monetary Fund has urged Iraqi Federal government on sending not less than 10 billion IQD to Erbil since the region cannot function if the amount of the budget is smaller than this,” said MP Haider Masoud.

“Meanwhile the IMF warned of stopping their funds if Iraq refuses to deal with the KRG in accordance with their conditions,” Masoud added.

MP Majid Shankali, on Saturday, an agreement to form a committee of members of the Kurdish Finance Committee to meet with the federal government.

Shankali said in an interview with Mawazin News that "the meetings of the Kurdish blocs with Prime Minister Haider Abadi did not produce anything," adding that "there is agreement on the formation of a committee of members of the Kurdish Finance Committee to meet with the federal government."

He added that "the goal of this committee to discuss the demands of the Kurdish blocs on the subject of the budget, in addition to other matters."

The Kurdish blocs held a meeting with the Prime Minister in the parliament building, to discuss and make observations and requests regarding the budget and share of the region and the objections of the Kurds.

It is noteworthy that the Prime Minister earlier confirmed the government's adoption of the principle of justice and population ratios on the share of the Kurdistan region in the budget, pointing out that it can not be granted what Kurds demand from the share of the province in the budget.

Announced the Kurdistan Alliance MP, Eriz Abdullah, Saturday that "the central government formed a joint committee with the Kurdistan Regional Government on the proportion of the province of the general budget 2018."

The Prime Minister Haider Abadi attended, on Thursday, to the parliament building and held a meeting with representatives of the Kurdistan Alliance in the presence of the Finance Committee to discuss the budget.

 

Abadi stressed during his attendance to the parliament that "the 17% rate that was calculated for the region is just a political agreement was in the past was implemented and justice and equity should be present at this time."

The Budget Department of the Research Department in the House of Representatives revealed an executive summary that included the value of the amounts paid by the central government to the Kurdistan Region after excluding the revenues of the region registered with the Federal Ministry of Finance from 2005 to 2016. He pointed out that the amounts exceeded 108 trillion dinars.

In a statement received by Mawazine News, the department said that "the central government has paid amounts from the federal budget to the Kurdistan region for the period (2005/2016) about (89,130,601) million dinars, (ninety nine trillion and one hundred and thirty billion six hundred and one million dinars ).

The statement added that "the total revenues received from the Territory and registered with the Federal Ministry of Finance for the period (2005 - 2016 amounted to (2,273,430) million dinars, (two trillion and two hundred and seventy-three billion and four hundred and thirty million dinars), saying that" Which was paid by the federal government after excluding revenues recorded by the Federal Ministry of Finance for the Kurdistan region (86,857,171) million dinars, (sixty-six trillion and one hundred and seventy-seven billion and one hundred and seventy-one million dinars), that is, the amount of funding is greater than revenues.

He continued that "the total imports of crude oil exported by the Kurdistan region (without notice to the federal government) and outside the federal budget for the period (2014-2016) amounted to (21,217,520) million dinars, (twenty one trillion two hundred and seventeen billion and five hundred and twenty million dinars) .

He explained that "when collecting the net amounts paid by the central government to the Kurdistan region after excluding the revenues of the Territory registered with the Federal Ministry of Finance from (2005 - 2016 will be approximately (108,074,691) million dinars, (one hundred and eight trillion and seventy-seven Billion and one hundred and ninety-one million dinars) "
