Prime Minister Haider al-Abadi on Thursday discussed with World Bank President Jim Young Kim preparations for the Iraq reconstruction conference in Kuwait.

The press office of the Prime Minister said in a statement received by "Economy News" copy, that Abadi "met on the sidelines of the World Economic Forum in Davos, World Bank President Jim Young Kim."

"The meeting discussed the cooperation between the World Bank and Iraq and preparations for the conference on the reconstruction of Iraq in Kuwait and a number of topics and other files."

Iraqi Prime Minister Haider al-Abbadi discussed with the President of the World Bank preparations for the Iraq reconstruction conference. 

The Prime Minister's office met on the sidelines of the World Economic Forum in Davos, World Bank President Jim Young-Kim, the press office of Abadi said in a statement. 

During the meeting, the cooperation between the World Bank and Iraq was discussed. 

The two sides also discussed preparations for the Iraq reconstruction conference in Kuwait and a number of other topics and files.

Abadi met yesterday with the presidents of the world's largest investment companies and senior investors in all fields to mobilize support for Iraq before the conference to be held in Kuwait.

Abbadi presented Iraq's future vision for the development of all sectors, and the great investment opportunities after the victory over the terrorist gangs and the importance of the reconstruction and stability of Iraq.

He added that Iraq has become a great success story achieved thanks to the unity of Iraqis, and we are on the way to the process of economic revival and job creation.

The Iraqi government confirmed that the level of coordination on the reconstruction conference in Kuwait has reached advanced levels, with the participation of dozens of countries and companies, adding that it relies on it to be a platform for the reconstruction of cities damaged by the war is encouraging.

"Prime Minister Haider al-Abadi meets in separate meetings with a number of political figures and owners of major international companies," the office said in a press release received by Alsumaria News. 

"Abadi met with the president of the African National Congress, Vice President of the Republic of South Africa Cyril Ramavosa," the office said, adding that he met Brahid Ghannouchi, president of the Renaissance Party in Tunisia.

 

 
 


"I also met the CEO of BP, Bob Dudley, and the CEO of Shell, Andy Brown," the office said in a statement.

Iraq calls on investors to help $100 billion reconstruction drive

 

DAVOS, Switzerland (Reuters) - Iraq called on Thursday for foreign investors to help it rebuild after defeating Islamic State and making progress in reuniting the country, saying it would need up to $100 billion to fix crumbling infrastructure and war-torn cities.

Prime Minister Haider al-Abadi said help was needed with dozens of projects, as Iraq prepares for a major donors conference in Kuwait next month, which will be held together with the World Bank.

“It’s a huge amount of money. We know we cannot provide it through our own budget,” Abadi told the World Economic Forum in Davos, Switzerland.

“We know we cannot provide for it through donations, that’s almost impossible. So that’s why we (have) now resorted to investment and reconstruction through investment. This is a way forward and we can achieve it,” he said.

Abadi came to Davos in 2016 and pledged to defeat Islamic State before the end of that year. He didn’t come in 2017 as the war on militants took longer than anticipated, although he declared full victory at the end of last year.

This year, Abadi has made efforts to resolve a crisis in relations with the country’s semi-autonomous region of Kurdistan, which voted for independence in a referendum last year that was not recognized by Baghdad and has had to surrender major oilfields and chunks of territory to Iraqi troops.

He said he had met twice already this year with Kurdish Prime Minister Nechirvan Barzani, adding Barzani had agreed to hand over oil to federal firm Somo while Baghdad and Erbil discuss the exact level of budget transfers.

Erbil started independent oil exports several years ago, accusing Baghdad of not transferring enough money from the federal budget, while Baghdad accused Erbil of not producing and transferring enough oil.

The balance of budget allocation versus oil remains the main sticking point in discussions between Baghdad and Erbil and Barzani said on Thursday nothing had been agreed.

“This is far from the truth, we didn’t discuss this issue in the first place,” Barzani said, according to Kurdish news agency Rudaw.

BALANCING BETWEEN U.S. AND IRAN

Abadi acknowledged Baghdad’s tough balancing act when seeking military or economic support from Washington and Tehran. He also said Saudi Arabia was increasingly interested in building relations with Iraq and warned against an escalation of tensions with Iran.

“Any change in relation between the U.S. and Iran is harmful for us, is harmful for the region. It means there will be some conflicts, some friction somewhere, and Iraq will not be immune from that,” Abadi said.

U.S. President Donald Trump has taken a hawkish stance on Iran and threatened to pull out of a 2015 nuclear deal agreed between Tehran and world powers.

Iranian foreign minister Mohammad Javad Zarif has skipped the Davos forum for the first time in many years, pulling out of the program soon after Trump announced his plans to attend.

 

As Trump arrived in Davos on Thursday, Zarif tweeted: “It was Iran who helped the people of Iraq and Syria defeat ISIS (Islamic State), and it was the U.S. and Saudi Arabia who armed it.”

Abadi said he asked all sides to keep their differences away from Iraq when helping the country.

He also said Iraq, the second largest oil producer in OPEC, would stick to the group’s output cut agreement as it needed a stable price to rebuild its economy.

Prime Minister Haider al-Abadi returned to Iraq on Friday after wrapping up his participation in the World Economic Forum in Davos, Sweden.

 "Abadi returned home today after attending the World Economic Forum in Davos," a statement received by Sky Press said.

Prime Minister Haidar al-Abadi arrived in Switzerland on Tuesday for the World Davos Forum and held a series of meetings with officials and leaders of the country. The last was his meeting with Colombian President Juan Manuel Santos.

Abadi said Iraq needed help in dozens of projects, with Baghdad ready to convene major donors in Kuwait next month, to be held in coordination with the World Bank.

 

"They are huge amounts of money, we know we can not manage them through our budget," Abbadi told the World Economic Forum in Davos, Switzerland.

 

"We know that we can not manage it through grants, it is almost impossible, so we now resort to investment and reconstruction through investments, and this is a step forward and we can achieve it."

LONDON (Reuters) - Prime Minister Haider al-Abadi has returned disappointed after hearing harsh words from donors and presumed investors when he offered to help Iraq, the London-based Arabic newspaper Al-Arab reported on Monday. 

The newspaper said today that Abadi faces a great challenge in persuading foreign donors and investors to work in Iraq in light of the spread of corruption and lack of political and economic guarantees. 

Abadi seeks to provide international funding in two directions, the first in the form of grants and international grants, and is directed towards the reconstruction of basic infrastructure in the liberated areas, and the second in the form of investment opportunities, to create residential, commercial and recreational projects. 

The newspaper said that 'leaks from the scenes of the Davos conference, held in Switzerland recently, indicated that Abadi' heard harsh words, from donors and investors presumed, when he offered them to help Iraq '.

She added that donors are afraid to waste their money in the reconstruction and investment assumed, in a country competing at the top of the list of failed states, because of the spread of corruption. 

State institutions suffer from a severe bureaucracy, and administrative transactions can only be accomplished by paying bribes to corrupt officials who control the decision. 

Many of the special grade employees in the Iraqi government belong to political parties, with whom they share the commissions they provide. 

Despite many legislative reforms introduced by Iraq on investment laws, the legal environment appears hostile to foreign investment, observers say. 

They say that many legal contracts are still being put in the way of foreign investors contemplating coming to Iraq, with the aim of forcing them to pay commissions to facilitate their contracts. Sometimes commissions are about half of the expected profits. According to the newspaper.

"It has become widely known that Baghdad's reputation does not encourage investors to venture with their money in a country that is still classified as the most dangerous country in the world. And there are those who firmly believe that the donations will not go for the reconstruction of cities destroyed by the war on the Dahesh, in light of the dominance of armed parties and organizations on the street and a large part of the joints of the state. 

She explained that in the absence of confidence in the Iraqi government, the figures put forward by that government seems a kind of imagination that will not strengthen the global investment market to turn it into reality. The convening of the donor conference in Kuwait may seem a bad message to some Kuwaitis who still insist on not canceling the remaining compensation. Which will be an additional obstacle to dealing with investors and donors with Iraqi demands.

Economic and financial experts do not expect the conference to produce miraculous results and miracles in light of the inability of the Iraqi government to provide realistic guarantees to those seeking to help Iraq, making hopes on the conference closer to dreams. 

Abadi is betting on persuading the international community to provide a fair portion of the funds Iraq needs. But first he needs to gain his trust. International donors are expected to meet on February 12-14 in Kuwait to discuss opportunities to help Iraq. 

Baghdad is counting on this conference to launch a massive reconstruction campaign in the country, drawing on a series of pledges and actions it will take to convince donors to provide their money.

Ebadi's Baghdad office seems confident of its ability to convince donors at the Kuwait conference, but diplomatic sources say the Iraqi government does not have enough arguments to gain the confidence of foreign capitalists. In devastated provinces such as Nineveh and Anbar, the work of foreign companies appears to be a source of political competition amid the chaos that prevailed there after the liberation. The newspaper reported. 

Mosul, Nineveh, and Ramadi, the center of Anbar, have suffered extensive damage to the infrastructure and homes of residents, turning into two large fronts during the war against an oppressive organization. Political unrest prevails, and their administration is competing for power, most of whom are accused of corruption. 

Diplomats say donors and investors may choose to channel limited funding to specific projects in Iraq to test the possibility of success. Anbar province appears to be a candidate for this experiment.

Anbar is bordered by three countries - Syria, Jordan and Saudi Arabia - which makes it easy for companies to access. 

The Iraqi government believes that the international community will help it provide a normal living environment, prevent the emergence of violent extremism linked to authoritarian policies involving previous governments and characterized by poor distribution of wealth. 

Iraq has suffered a large deficit in its financial budget, forcing the country to undergo austerity measures during the past three years, which also witnessed the control of an organization on a large part of its territory. Iraq was unable to recover its territory, except by spending billions of dollars on military operations, which subsequently destroyed entire cities. 

Iraq was forced to seek international loans, constrained government spending on difficult terms, and raised fuel prices, which the state subsidizes production.

According to Iraqi estimates, the country needs about $ 100 billion to fund large-scale reconstruction, in areas that have been restored from a hasty organization.
