The point of development under occupation and the sectarian political system

After the overthrow of the brutal Baathist dictatorship, Iraq fell under US-British occupation and became far from establishing a constitutional democratic civilian state and pursuing a wise economic and social policy. The country takes over democratic civil forces that are far from the suspicions of sectarianism, racism or chauvinism and discrimination.

Democracy and establish the country on constitutional bases that respond to human rights and the rights of nationalities and followers of religions, a modern secular state. Based on the concept of political economy and the reality of the actual economic and social policies practiced and practiced by the social groups and the ruling political parties II, and from the experience and experience and the fact that politics and economy are two sides of one coin Third. Most Iraqi economists are consciously and responsibly aware that the relationship between politics and economics is of a dialectical nature. They are two intertwined and interdependent faces that are influenced by each other and influenced by them. In other words, the class interests of the ruling classes are reflected in their political and social approaches and in the economic, financial and monetary policies that are actually practiced simultaneously.

When we examine the political and economic programs of one party or another in any country, we will find the credibility of this realistic realization among most economists when they emphasize the existence of a unit of unity that combines the interests and objectives advocated by this category or that, whether in government or outside, If it came to power or supported an existing regime. But it is more powerful when these forces are in power, as programs are often consumptive and deceptive. It also does not rule out a misunderstanding by this group or that of its actual interests, and therefore they make political and economic mistakes that distance them from their actual interests, which could benefit those who oppose them in the government.

Iraq was among those countries where most of its political parties and forces failed to understand their interests. This was reflected in their economic policies, but they were accompanied by domestic and foreign policies that were consistent with the mistakes they had made in economic, social and environmental policies, in the belief that they were in their favor. In this she expressed a lack of or lack of understanding of the movement and the implementation of the substantive economic laws first, and the lack of appreciation of the consequences that ensue on it and secondly.

Hence, in the post-2008 global capitalist states, and after the great failure of the neo-liberal policies, capitalists in capitalist states have studied the capital of Karl Marx, which can help them understand the entire economic process of capitalism and seek to avoid the great pitfalls that can lead to Serious consequences. However, it is difficult for capitalists to overcome their greed in maximizing profits at the expense of wage labor, at the expense of producers of national wealth, leading the country to periodic or other economic crises.

The objective laws are done in isolation from the will and desires of the capitalists, and when they go beyond them, they are against what they have sought. The task of studying capital is needed not only by the capitalist but also by the productive worker, the farmer, the progressive educator and the people at large, to see how capitalists can be confronted, to expose ways of increasing their profits at the expense of wage labor, to diversify the forms of exploitation to which they are subjected and to expose them. Which is weak in development, when it pursues neoliberal policies.

The political and economic approach of a government in any country, and the manifestations of that approach on the social, cultural and environmental side, can undoubtedly reveal the nature of the elite or ruling political elites first, and the nature of the class interests it represents and defends, Passes through this country or that and the tasks required by the nature of the stage.

Iraq has been formed since the overthrow of the Baathist dictatorship and brutal Saddamism four ministries headed by successive Iyad Allawi, Ibrahim Jaafari and Nuri al-Maliki for two sessions, and Haidar Abadi. The first and second ministries before the establishment of the constitution of the country are temporary, the two successive ministries of Nuri al-Maliki were established after the issuance of the Constitution, which was ratified in 2005, and then the current Ministry of Haider Abadi, which took power in the fall of 2014 and after the removal of the former dictator.

It is difficult to talk about an actual economic policy practiced by successive Iraqi governments since 2004 until the present. There were policies initiated by Paul Bremer that pushed Iraq toward neoliberal legislation and practical measures that would relinquish any role of the state economic sector, weaken the role of the state in the economic and social process, crystallize the central bank policy and monetary and monetary policy of Iraq and push the focus on the crude oil economy and work in the direction that Leading to the privatization or freezing of the old state projects. Since 2004, successive Iraqi governments have followed the same direction as Paul Bremer.

This means that the characteristics of underdevelopment in the Iraqi economy and dependence on the international economy, the economy of rent and consumption, the oil revenue is the largest proportion of Iraq's financial income and national income, and away from any serious and tangible direction towards productive development, towards the investment of government capital in the industrial sector and modernize the pieces And did not seek to provide actual requirements by the state to facilitate the task of investing the private sector and the mixed sector in industry, agriculture and productive services.

As part of the state program, the Iraqi Ministry of Oil continued to focus on the crude oil sector and increase the number of waves of oil contracts awarded to international companies to increase production and export. At the international and local level, the bulk of those resources in many ways and ways.

The deputy and the Chairman of the Finance Committee in the Iraqi Council of Representatives, Dr. Ahmad Chalabi, the looting and waste, which amounts to hundreds of billions of US dollars. Al-Mada newspaper reported that: "The newspaper" Al-Mada "Iraqi corruption documents in the case of" Central Bank auction,"within the file was prepared by the Chairman of the Finance Committee in parliament and the Iraqi National Congress Party, Ahmad Chalabi, confirmed that he handed it to him. Chalabi disclosed in a letter through the Finance Committee that "traders received billions of dollars from the auction of currency using the names of deceased."

1) The Integrity Commission revealed on Monday that the money smuggled in the countries to be retrieved amounted to trillions and $ 14 million, While noting that there are some obstacles in the subject of the receipt of the defendants and the recovery of funds for the different internal systems. "

2) The agency Sumer News published information taken from:" The site of the obituary news that reads:
Chalabi said that "the cause of the economic collapse is the period of government from 2006 to 2014, where Iraq entered the amount of 551 billion dollars and the government imported a total of 115 billion dollars and the Central Bank sold to private banks the amount of 312 billion dollars, adding that" Wasted ($ 312 billion) could build cash reserves. "

Chalabi revealed that "political parties are pressing the Central Bank to increase allocations of banks auction for amounts and there are notes within the Central Bank names of these politicians from the House of Representatives and the government." The late Chalabi briefed the site of the "Masala" news early on the facts of this file and has since deposited a copy of its contents with the Foundation in the hope of the beginning of the publication of this file at a time to determine it was waiting for the positions of other parties, including the highest religious authority in Najaf, Was looking to get its support for the opening of this file and other files that reveal the dangerous activities of the mafia of corruption in the country, which is linked to relations and the relationship with senior officials in this country.

There is information indicating that Iraq's financial imports from crude oil exports reached during the period 2004-2014 as follows:

"The total revenues of Iraq from the export of oil from the beginning of 2004 to the end of 2014, the amount of (633.2) billion dollars. And between 2006-2014 the amount of (579.4) billion dollars. And between 2010-2014 amounted to 401.6 billion dollars, and an effective price rate of (96.7) dollars per barrel instead of ($ 100) a barrel assumed by the study. "

4) Where the money went?

There is a lot of published information indicating that hundreds of billions of dollars have been earmarked for economic projects that have not been implemented or were "space" projects under the new term intended to refer to false projects that do not exist at all, as is the case with astronauts who receive salaries without any basis. There is detailed information on money laundering in Iraq, according to a report of Transparency International: Iraq is among the six most corrupt countries in the world .. entitled: "Money laundering in Iraq, concepts and secrets", the following:

"Iraq has become a safe haven for the crime of money laundering by the Mafias, as well as the new markets established in the world under the shadow of globalization and have no geographical location can be controlled by the growing volume of economic crime in the world, and the declaration of some countries accept illegal funds and provide facilities for high benefits Enabling them to gain high profitability without oversight and legal accountability "

(5). Then, elsewhere, the report states:

"There are many sources that pour into the pot of illegal funds, the most important of which:

* The theft of banks and banks after the occupation of Iraq, which represents a high percentage in the composition of money laundering pot in Iraq.
Money derived from the theft and smuggling of precious relics, and sell them in the world markets.
* The smuggling of oil and its derivatives, and the smuggling of machinery, machinery and equipment and factories abroad, industrial and commercial fraud after the exposure of the Iraqi market and the absence of the role of the state and its institutions, gangs of thefts and kidnappings, and money allocated not usually the years that are moving towards the establishment of projects and the provision of fake services. In this regard, MP Rahim Darraji, member of the Integrity Committee in the Parliament, said that there are more than five thousand contract imaginary, and received fake companies between 30 to 60% of funds based on these contracts. He confirmed that the amount of money wasted on construction projects and infrastructure, on paper only, amounted to 228 billion dollars, noting that these amounts "flared like smoke."

6) * Drug trafficking, bribery and administrative corruption, profiting from public service, money that was the responsibility of financial officials in some state institutions during the last war, and fictitious companies. "

(7) It is worth noting the billions of US dollars that were directed during the last 14 years to establish projects Electricity, which many of them went wasteful and looted, as the Iraqi people still suffer from a lack of electricity and the lack of electricity necessary for families in summer and winter.

The sources of the United Nations and the major security agencies in the world that Iraq has become an important station for the transit of drugs from Afghanistan and Iran to the Arabian Gulf and Syria, Lebanon and Turkey. The political and military forces and forces of great influence and armed sectarian militias play a large role in the process of importing and re-exporting drugs to countries of injustice, in addition to the broad base of drug users among Iraqis, especially young people. This phenomenon has widened because of the irrational position on the sale of alcoholic beverages in Iraq, which has widened and has not diminished due to the presence of the parallel market exercised by the same influential parties. For example, Hajj Hussein al-Gharawi, 66, from Basra, said his poor neighbor had become rich and stressed that he did not regret the drug work, he did not force anyone to buy it. He also said that he was not afraid of accountability, as he was talking to me while we were in the street without lowering his voice. He said to me, "Rest assured, Haj, I will not imprison ... There are those who protect me."

8) Much of the information indicates that Iran has acquired billions of dollars in various forms, including through the currency auction under the former prime minister, to support Iran during the economic embargo on Iran, all of which went to Iran unlawfully and in ways other than Iran. It is legitimate to investigate what has been published on this subject.

Over the past three years, many financial resources have been directed to the actual war against the treasury and the treasury has been emptied of funds. Iraq has become indebted from abroad. The financial resources of the oil have not covered the evil of weapons and exchange on the battlefields or the needs of the population for consumer goods. , If we add to this the continuation of financial corruption and the actual looting of the country's financial and oil resources. This is the case not only of Baghdad, but also of Erbil.

How Many Gurus Does This Describe ...

Functional slouch

14/1/2018 1:42 am
Ali Shaya

It may be shocking news for the hundreds of thousands of young people awaiting their appointment in the New Year, a news item announced by a senior government official in a press statement that the budget for 2018 does not contain any financial allocations for new appointments in state institutions.

"This step comes in response to the recommendations and conditions of the International Monetary Fund, which Iraq seeks to borrow from to fill the deficit Budget ".

"There is a slack of more than 1 million jobs out of 4 million who do not work more than 30 minutes a day, and their presence is not important at all." According to a government official who warned of "networks of fraud and fraud that take money from university graduates for promises to employ them in government institutions." The above news seems true.

There is no repudiation from the concerned parties, and if this is a calamity, the calamity would be greater if it did not follow up with those who are concerned - in the decision-makers - the news.

Also, official statistics revealed before the end of last year about the existence of about four million unemployed in the country, and the question here: Is it not fair to the quality of some of the right to appoint the deserving and deal firmly with those who consider their existence a convincing unemployment ?.

Is it difficult for the government to find alternatives to work that can absorb the wasted potential, which is not spent from the daily time of work only half an hour ?. Where are the plans put forward by previous governments and announced on more than one occasion, hoping to put an end to the worsening career slump?

The issue of stopping the appointments seems serious and does not accept skepticism. A few days ago I received an e-mail about a demonstration demanding the implementation of Law No. 67 of 2017, which stipulates the appointment of the first three graduates in their departments.

The law was published in the Official Gazette after its approval within the Council of Representatives and the ratification of the Presidency of the Council of Representatives and the Presidency of the Republic and the Presidency of the Council of Ministers, which mandated the Prime Minister and the Ministry of Higher Education and Scientific Research to issue instructions for implementation Law.

Certainly the attempt to disrupt such decisions will frustrate thousands of students seeking to improve their scientific status. The absence of motivation will inevitably miss the spirit of competition and ambition of the best. Of course, the issue with the students has the equivalent among the employees. The promotion of the civil service law of the early 1960s And the rate modified by the House of Representatives, will be a significant risk, as the employee in different periods keen to innovate and excellence in the performance of the job and improve its capabilities; the desire to upgrade to higher degrees of functional improvement of the level of income and give him a higher functional title, Sinking occurs Career

(4-4) The strategy of economic and social development desired in Iraq

Kazem Habib
Supplies of salvation from the economy of consumer rent in Iraq
4-4
The desired economic and social development strategy in Iraq
When the citizen and citizenship, whether in Iraq or abroad, are familiar with economic affairs, details of the Iraqi financial budget for 2018 and learns from the observations of many economic and financial writers realize that the existing political system, the state and its executive power (the government) and the legislature (the House of Representatives) Distance from the requirements of the economy and society in Iraq. This is not surprising to a sectarian political system based on sectarian and ethnic quotas in the distribution of responsibilities in the three authorities, led by a group of political parties sectarian sectarian, which is not interested in society and progress and prosperity, but is focused on the first and last to maintain power and influence and hegemony over public funds and to act on the basis of The purpose of which is to increase the amount of money that is forbidden in its accounts in foreign banks. This budget lacks any strategic vision for sustainable economic and social development, for industrial and agricultural development, tourism and productive services, in particular electric power, water, transport and communications, and for the interests of the vast majority of poor, hard-working, and low-income girls and boys. It is a traditional budget based on the door of imports and the door of expenditure, and adopted at a very high rate of up to or more than 90% of its revenues on the funds derived from crude oil exports, it is a budget devoted to rent in the economy, To reflect the actual government investment in the productive sectors and the potential employment opportunities in the private sector which will not be realized. Private sector investments will be directed to employment in the sectors of trade, real estate, brokering, financial speculation, and smuggling of funds and profits. And a high proportion of government investments will go to the oil sector to increase the state of deformity and rupture between the Iraqi oil economy and the rest of the Iraqi economic sectors. The large public will suffer from the hardship and government austerity at the expense of the poor, the destitute and the limited wage earners, and the proportion of Iraq's payments on its external debts and the annual benefits of it will be increased. This is a blatant adherence to the World Bank and IMF conditions, in accordance with the bad agreement with these two international institutions in Iraq , Whose conditions have never been in favor of the productive and productive categories of material goods, but for the rich and the interests of foreign capital and the direction of development that they seek to impose on Iraq and similar countries, and Iraq's financial resources will be looted N subcontractors and abroad and the same as the previous pace, because the forces and the ruling parties themselves have not changed, and is still corrupt sitting in the front rows of the three sites of the Iraqi state and its authorities and other institutions.
"The economic adviser to the prime minister confirmed the appearance of Mohammed Saleh that the budget of 2018 bears the legacy of ten years ago and for our day, it is an" oil reserve ", where the oil exports to the Federal Republic of Iraq 3.888 Million barrels per day. Saleh expected oil revenues to reach about 74 trillion Iraqi dinars and non-oil revenues, 12 trillion Iraqi dinars, including taxes and fees and capital revenues, and transfer income, which gets the budget is worth 86 trillion Iraqi dinars, plus internal and external borrowing up to 10 trillion to become The value of the total budget of 96 trillion Iraqi dinars, except for the debts that will be paid, and the services of those debts (premium + interest) amounting to about 10 trillion. "1) Another important subject was also mentioned as saying," Saleh also said that the risk in the budget is due to The more you win The problem here is how to provide a sound financial sustainability. When oil prices fell about 67% from their historical levels, Iraq tried to increase the amount of oil, The oil product is about 30% to compensate for that big drop in prices, but to no avail, as the gap was large, the deficit became a virtual deficit. When the budget is priced at $ 80, Iraq was selling $ 103, and when the price or the adoption of the budget on the price of a barrel of oil $ 53, and we sell $ 43. "2) How much Shatha Khalil pointed out that when I wrote the following: "And between Saleh that the important points in the budget to be referred to, is the investment budget, which is approved only in the seventh month of the year, since 10 years did not implement the investment projects, A study of feasibility, or be urgent, or offer at exaggerated prices, or not known correctly, and affects the economic life in general, but the problem that there is no linkages to economies, any weak, and this mode of development generated by the surpluses of revenue. "3) The reader and reader diagnoses important and correct and frank as usual Dr. Mazhar Mohammed SaThe. It is also possible to say that Iraq is still and will remain away from the development of a sustainable development strategy as long as the ruling forces sectarian sectarian and corrupt political system does not return to the civilization of the twenty-first century.
The development of a developmental strategy for the economy, society, culture, education and environment in Iraq is consistent with the requirements of cleaning and protecting the Iraqi environment requires:
First, there is a national Iraqi government, which, according to Shaalan Abu al-Jun, is not a government that adheres to the principle of the homeland and the same and equal citizenship and is not subject to the sub-identities. If it is taken, it will be fatal, as is the situation in Iraq at present, a democratic government committed to a democratic, Religion and state, the three powers and the independence of the judiciary, a modern democratic and secular State with political, economic and social decisions that are independent and aware of the principle of national sovereignty. Which have been absent from Iraq for decades.
Second: the existence of political parties characterized by democracy and modernity and away from political sectarianism and chauvinism and religious intolerance towards the other. Which is absent from most of the parties whose representatives make up the parliament, the government, independent bodies and the Iraqi judiciary.
Thirdly, trade unions, civil society organizations, popular monitoring, the media and the people in general should contribute their oversight role to the state and its three authorities. It is not only absent, but practically mobilized, fighting against livelihood and opportunities to undertake the tasks it is supposed to be entrusted with.
Fourthly, the authors of the strategy of economic and social development should have a precise and comprehensive knowledge of Iraq's physical potential, its human potential and the ability to benefit from it effectively, on the one hand, and the problems facing Iraq in various economic, social, cultural, educational, environmental and psychological fields, And the needs and needs of the economy and society in the near, medium and long term, on the third, and tools and ways to achieve such a strategy in its general and detailed form on the fourth hand, and is supposed to be aware of As part of this globalized world to expect a lot of problems at the regional and international levels and to investigate the possibilities and ways and tools to take advantage of international economic relations and understanding of their role and impact on the economy and society in Iraq and to take advantage of the positive aspects and to remedy the negative aspects.
Are such requirements or conditions available in Iraq? There is no doubt that there are aware elements of all these requirements and others, and they have the ability to formulate a strategy for sustainable economic and social development, but they are not in those ruling political parties or in the ruling elites that represent these parties, they are usually more absent-minded and not very The ruling and their political Islamic parties achieve actual development, which is proven by the ruling powers from 2004 until the present.
The objectives of the economic and social development strategy in Iraq's concrete conditions are the dialectical cohesion between politics and economy according to the following perspective:
1. Substantial amendments to the Iraqi constitution, in addition to five fundamental issues: The sectarian mentality and chauvinism that it has set and has identified its salient features; To make appropriate changes so that the articles of the Constitution are devoid of the principles of freedom, democracy and equal citizenship, human rights, national rights, equal rights of followers of religions and sects, secularism of the State, total separation of the three authorities, independence of the judiciary, independent bodies and media. The existence of parties on religious, sectarian and racial bases, and the provision of a democratic law for the general and local elections and integrity in conducting them, in addition to organizing popular referenda on fundamental issues affecting the security and safety of the country. To stipulate full equality between females and males and to reject any discrimination, marginalization or exclusion in all State functions without exception; The establishment of the Iraqi state with its three powers on the basis of the federal state, decentralization and federalism and Kurdistan and regulate the relationship between the federal government and the provincial government and local councils with modern democratic laws. To reject the use of force and violence in the resolution of internal conflicts and to deal with them on the basis of democratic negotiation and peace, and to affirm the rejection and fight against terrorism and corruption prevailing in the country.
2. Ways to address the problems of displacement and continuing migration from Iraq not only to ordinary people but also to the scientific, technical and professional competencies and the enormous loss of Iraq's intellectual and scientific capabilities due to sectarian conflicts and religious and sectarian discrimination. , Especially those areas that fell under the rule of the criminal organization Al-Da'ash.
3. Eliminating the fiscal character of the Iraqi economy, where the crude oil economy source between 90-95% of Iraq's total annual revenues.
4. Elimination of the actual rupture existing between the Iraqi oil economy and the rest of the Iraqi economic sectors such as manufacturing industry, agriculture and small local industries and internal and external trade and education and scientific research.
5. To develop sub-strategies within the general strategy of industrial development, agricultural development, trade, energy, transport, communications, water, health, housing, etc., as important, vital and interrelated parts of the overall economic, social, cultural, educational, and environmental and economic development strategy.
6. To harmonize the new technologies to be introduced and the technical and professional capabilities for their actual use and to pursue their continuous development in order to improve productivity, reduce costs and improve quality.
7. The economic sector of the country in the concrete circumstances of Iraq should take the leading role in the development process, with the importance and necessity of activating and providing the requirements for developing the role of the private sector and its investments in the productive sectors and services, as well as the mixed sector within the strategic perspective of sustainable development. The same perspective and with the actual needs of the country.
8. Develop a strategy to create jobs and combat open and masked unemployment, thus contributing to absorbing the annual increases in the Iraqi labor force, as well as developing a strategy that contributes to changing the wrong direction in education and taking care of technical and professional studies in connection with the tasks of economic development.
9. Ways of involving women in economic and social processes because of the impact of this factor on the various aspects of the economy and society and the full equality of rights and duties and attitudes of women and men.
10. Strategy for the development of scientific research and the relationship between universities, colleges and institutes and economic and social development.
11. It is also necessary to secure the dialectical relationship between economic and social development tasks, including educational, cultural and environmental, on the one hand, and fiscal and monetary policies, in particular the general budget, tax system, customs, banking system and insurance system, ). Financial and monetary policies are the executive tools for economic and social policies, etc.
12. The outstanding and distinctive objective of the development strategy of a wise and democratic national government in Iraq remains the prosperity and social justice of the sons and daughters of the same homeland.
13. This comprehensive and sustainable development strategy should be reflected in five-year and annual development plans based on economic and social feasibility in all fields and levels, and ensure multi-pronged supervision at the level of implementation, while adopting the principle of honoring good achievements and accounting for those who are deficient in the performance of tasks.
14. Last but not least, Iraq should take the social market economy, which we mean by:
At its current and long-term development stage, Iraq must take a market economy system. But which market economy needs Iraq and what are its specifications?
I stand at this stage with a market economy that combines relative freedom and informed and systematic government participation in development, as well as the activation of governmental and popular control, as well as a range of social issues that limit capitalist exploitation, in accordance with the liberal perspective exercised by the private sector And those that reduce class contradictions and control social conflicts and the ensuing political conflicts and can not lead to conflicts characterized by violence and the use of force. Since the 1960s, the Germans have called the "social market economy" when Ludwig Erhard was an adviser to the Federal Republic of Germany, which he called the "economic miracle" at the time, an important relative exception to liberalism and more different from the brutal neo-liberalism of a market economy that (5) In this context, it was suggested that in the context of Iraq's concrete and immediate future, the concept of a "social market economy" based on several basic elements, in particular:
A) To give a distinguished and effective role to the public sector and to work to crystallize its economic role and develop its management and productive forces in it, encourage it and support it and provide the requirements for its success. It is also supposed to play its monopoly role in the extractive oil and refining sector and infrastructure projects, including the electricity and water sector. It also participates actively and competitively to establish a range of manufacturing industries that are of paramount importance to the national economy and society and which are difficult for the private sector to undertake. This economic role requires the state sector to work according to the economic and accounting standards and economic market mechanisms in the field of competition, raising labor productivity, reducing production costs, controlling prices and providing economic incentives for producers and employees in management and shopping.
B) Giving an important and planned role to the private sector in the overall economic process so as to complement the role of the public sector and enter into economic and social planning.
C) Activate the role of the mixed and cooperative sectors to participate in an accelerated and successful development process supportive of public and private sector activity and society, especially in rural areas, small and high-tech industries that are difficult for the private sector alone to promote or require small producers in productive and consumer cooperatives.
D) Drawing up a fiscal, monetary and insurance policy that is consistent with and contributes to the revitalization and implementation of the economic and social development projects that are decided in the long-term state plan and the five-year and annual plans.
E) When the introduction of a social market economy is decided, it requires, in particular:
** The enactment of anti-monopoly legislation and the tightening of exploitation are reflected in the regulation of competition and taxes based on the progressive tax base on the annual direct income of the population rather than on indirect taxes on goods and services that do not discriminate between people on the basis of their annual income and standard of living.
** Setting a minimum wage and equal remuneration for similar work between women and men.
** Develop legislation that provides health and social security during old age or disability, pensions and annual holidays and in cases of illness or pregnancy ... etc.
• To take greater care of issues of social justice, life and conditions of workers, determination of working hours and ensure the positive impact of a sound relationship between wages and surplus value, etc., through the progressive tax system on direct income per capita.
** Provide government support necessary for a short period of time to some goods and services to ensure access to the poor and poor groups of basic needs such as bread, meat, vegetables and fruit, to name a few, or support some agricultural products facing fierce competition in the international market to ensure production in Iraq and the need Food security died.
E) That trade unions and civil society organizations play their active role in society and in the struggle for the rights of workers, employees and employees in the administration and in resolving the differences between work, capital and so on.
In this way, we can ensure a lot of foundations that do not allow the intensification of class struggle or the struggle between work and capital in order to accelerate development and benefit from all available energies in the country. And for the continuous development of social justice.
F) I am convinced that developing countries in general and Iraq in particular will not be able, at the present stage, to practice open-door policy in the economy, as they will effectively and effectively disable the ability to develop the national economy and the process of industrialization and modernization of agriculture due to unequal competition.Ensuring access to a sustainable and sophisticated development process requires, at the present stage, that foreign trade be subject to five main factors:
* Put them in service of industrial, agricultural, educational, cultural and environmental development, ie, economic and human development, and to achieve a continuous rational accumulation of national wealth.
* Satisfy the needs of the domestic market for consumer goods and durable goods, with attention to the quality of imported goods.
The State should also play the role of regulator and influence positively on the movement and implementation of the supply and demand law to ensure price stability and create a rational balance between it and the annual wages and incomes of individuals and families with low and limited incomes, especially for the most important and necessary goods for a very large proportion of the population.
Diversifying the sources of national income by increasing the role of industrial and agricultural products other than crude oil and natural gas in Iraq's total exports.
* Seeking to achieve a gradual balance in the Iraqi trade balance with different countries and between exports and imports, which can positively affect the balance of payments.
All these things are absent from the Iraqi reality before and after the overthrow of the brutal Baathist dictatorship and the establishment of a sectarian and sectarian political system in the country. The adoption of such a strategy will contribute to the establishment of state capitalism within capitalist productive relations in association with the social market, which is not necessarily the same as the development itself in capitalist productive relations existing in the capitalist west and allows the country to move towards more horizons of the people, needs, ambitions and future.

I’ve come to the following conclusions.....the GOI is fixated on corruption. It is the status quo. It is their normal. It is so ingrained, they don’t even really realize they are being “corrupt “ most of the time. If they do, that realization is not important.  This has been and will continue to to be a huge factor in their progress as a nation. I don’t think that any meaningful progress can be made until after the Abadi-Hakim- Sadr group wins the election and begins to govern. Even then, change will be gradual....  So realistically, I’m not going to get my hopes up again until January of 2019 ... IMO.........and there was a time when I would think to myself “that gives me more time to buy Dinar” but I’m not even thinking that way nowadays.....Iraq is apparently the land of liars, thieves, con men, manipulators .....and legalized pedophilia......smh.....  so how are those cryptos doing?
