IMO: When the IQD revalues over a US dollar, the mattress money will be used on the street, and some may deposit in banks. The banks are trained on identifying counterfeit notes and use de La Rue machines for detection. I would think this information, and included pictures, is info for the street vendors, small businesses and other business that are unsophisticated, and is part of an education program.

What better way to educate the public on HOW to use the security features, without revealing the actual low denominations!  The new notes are made with polymers, but will still have the same way of detecting fake notes.  Pretty slick if you ask me.

They'll still be using all of the above notes for many years to come, and these notes will probably be the main ones that can be counterfeited.  A LOT of these old ones will hit the streets soon as people finally turn their mattresses over (and hopefully change their sheets - it's a new year ya know).
