"In addition to its internal role, the fund can participate in the financing of infrastructure projects linking the countries of the region. Iraq is an important strategic axis in which the Arab world, Iran and Turkey join together, linking the economies of the Gulf and Europe, and could be the heart of the new Silk Road to the Mediterranean Sea, and Iraq is the center of energy production.

Saleh pointed out that "similar experiences in Thailand, Vietnam and India, which attracted investment funds from sovereign funds in Japan, China and the Gulf," pointing out that "the investment fund must be a special law and be independent of the government and managed by a professional body and away from political debates And the members of its administrative body are professional candidates from the government and approved by the parliament and serve for a period of 6 years so as not to be governed by electoral considerations.

The IMF should participate in the management of international financial institutions such as the International Monetary Fund, the World Bank and the Islamic Bank to attract foreign investment. It is also necessary for the Fund to have an accounting and financial system that is subject to financial supervision in accordance with international contexts to ensure the prevention of political interference and corruption.

Saleh, a former head of the Kurdistan Regional Government, said that "dealing with the Iraqi crises in part and away from the structural treatment proved its failure over the past years. Today, Iraq has an opportunity through comprehensive solutions that put things in perspective. Qatar and the UAE? 

The problem with this solution from Salih is:  

"while noting that Iraq has an opportunity through comprehensive solutions to put things right,"  

The GOI can't fix this, their hubris is holding up progress. 

Establish the framework, empower the open market economy and get out of the way,

that's the best thing Iraq's leaders can do right now IMO.

I hear you SGT, I hear you.  I believe if you don't ask for a thing you won't get it. Really I apologize to DT and you.  I was not meaning to sound like I was going off on anyone that was kind enough to research and bring info to light. My "what abouts " were strictly aimed at the GOI and its surrogates is all. I just through out a bunch of old shoes, but I can get me some more old shoes a the Salvation Army Store, that will work. It is now in the Gazette and is law.

Perhaps offer up a sacrificial lamb so to speak and arrest Maliki and son on corruption charges, with a no bail warrant. Then at least try him, convict him, and hang him. Send a message to all the other corrupt of Iraq. Perhaps the hemorrhaging of cash will stop and the peoples share will be secured. Do this before the election and  eliminate an opposition candidate.

Maybe what Abadi REALLY needs to do, is beat his sorry azz in the election, to gain solidarity with the people, and THEN arrest him at his concession speech.  Taking him out now would be much too "politically motivated" as seen by a good part of the country.  Kinda makes it a "death match" for sneaky maliki.
