The newly released Doing Business Report 2018 titled Reforming to Create Jobs finds that Iraq has implemented in 2016/17 substantive changes in the local regulatory framework in two main areas: Starting a Business and Getting credit.

In fact, starting a business in Iraq has become easier by combining multiple registration procedures and reducing the time to register a company. Entrepreneurs are no longer required to register separately with the tax authority. Furthermore, the time required to register a company has declined due to an increase in resources at the registry, and an improvement of the online registration system.

Iraq has also improved access to credit information by launching a new credit registry managed by the Central Bank of Iraq. As of January 1, 2017, the registry listed 234,967 consumers and 4,877 commercial borrowers with information on their borrowing history within the past five years.

“Doing Business data show that fragile economies are reforming and approaching crises as opportunities
for better business regulations,” said Saroj Kumar Jha, World Bank Mashreq Regional Director. “As part of its Vision 2030 program, the Government of Iraq is embarking on a substantive reform agenda that builds on the Governmental General Framework Program (2014-2018) which prioritizes institutional economic reforms and private sector development. The Iraqi Association of Private Banks announced that about three million Iraqis will establish a bank account during the next two years because of the project to settle the salaries of state employees.

The Executive Director of the Association of Private Banks, Ali Tarek Mustaf, said that "the project to settle the salaries of public sector employees of the important projects that will withdraw funds stored in homes and deposited in the banking sector, which reflects positively on the development movement," adding that "about three million Iraqis will To establish a bank account during the next two years working in the public sector to receive their salaries.

The Central Bank of Iraq estimates that home money is about 34 trillion dinars and represents more than 70 percent of the currency.

Tarek explained that "the government is obliged to put the salaries of employees in the bank two days before the distribution of salaries," pointing out that the project to settle salaries of projects that the World Bank.

The Central Bank began to settle the salaries of its employees in 7 private banks and then the General Secretariat of the Council of Ministers and is currently working all ministries except the security ministries to settle the salaries of its employees in banks.

Tariq pointed out that the banks participating in the settlement of salaries increased their number one and became 15 banks after the accession of the Islamic Bank of Iraq and that the doors open to all banks operating in Iraq to enter into this project condition of possession of the infrastructure.

The Iraqi government expected the completion of this project during the next two years, which will avoid Iraq losses annually up to 8% of GDP because of thefts and damage to the currency.

The executive director of the Association of Private Banks, said that the project to settle salaries is compulsory for all state employees except for the security services.

Tarek said that after the completion of the public sector will be a trend towards companies operating in the private sector.

Strikes in Syria

Yesterday in Syria, coalition military forces conducted five strikes against ISIS targets near Abu Kamal, engaging four ISIS tactical units and destroying an ISIS headquarters, two fighting positions and an ISIS vehicle.

On Dec. 6, coalition military forces conducted four strikes against ISIS targets near Abu Kamal, engaging two ISIS tactical units and destroying three ISIS vehicles, 13 ISIS watercraft and two ISIS-held buildings.

On Dec. 5, coalition military forces conducted eight strikes against ISIS targets near Abu Kamal, engaging eight ISIS tactical units and destroying 17 ISIS watercraft, an improvised explosive device, an ISIS line of communication, an ISIS headquarters, a heavy weapon, an ISIS vehicle and an ISIS motorcycle.

On Dec. 4, coalition military forces conducted a strike against ISIS targets near Abu Kamal, engaging an ISIS tactical unit and destroying an ISIS fighting position.

Security forces on Friday imposed a full control of the Iraqi border with Syria.

"The security forces have taken full control of the border with Syria, from Rummaneh to Rebiya in Mosul during the process of combing and holding the ground, " the leader of the Anbar garrison, Qari al-Obeidi, told the Iraqi News Agency (INA) .

He added that the participating forces are the joint operations command, the operations of the island, the desert, the popular crowd, the clan fighters and the support of the army.

IN ANBAR, LIQUOR SHOPS ARE AN UNLIKELY NEW SIGN OF HOPE

Even before the extremists were in control in Anbar, selling alcohol was banned. During extremist control, selling liquor was punishable by death. But now liquor stores have become a sign of freedom.

These days as you head into Karmah, one of the smaller cities in the central Anbar province, you may notice a small store on the way into town.

It’s not a big shop but its doors are wide open and it is selling alcohol. It is an unusual sight in this province, where conservative traditions and religious customs prevent the open sale and consumption of alcohol. But things have changed since the extremist group known as the Islamic State was in charge here.

“While we were displaced we lived in both Baghdad and in northern Iraq,” says Ahmad Abu Ali, a 44-year-old local; Karmah was part of the territory controlled by the extremist Islamic State, or IS, group and Abu Ali and his family fled their hometown. “And we used to see a lot of these shops there, close to where we lived. To us, it was an indication that these cities were safe and secure.”

“Although the drinking of alcohol is against our religion, the shop is a good sign. It is proof that the militants who once had such a big role in this city, and those who supported the militants, no longer play a part here,” Abu Ali explains. “Each person can practice their own religion. And when we saw this [the alcohol store] it gave us hope.”

Although Abu Ali doesn’t drink, his fellow townspeople who do are happy about the alcohol store for other, more obvious reasons.

“In the past we used to have to go to Baghdad to buy spirits,” Ibrahim Abdo, a 38-year-old local of Fallujah, told NIQASH. Abdo used to travel to the capital to buy enough alcohol to last a couple of weeks but he no longer has to do this. “We used to hide the bottles in the car so that the police and people at checkpoints wouldn’t harass us. They would destroy the drinks if they found them. Today I can just buy what I want even while the security forces are watching,” he says, somewhat incredulous.

Lami: Today the opening of the International Media Conference

09/12/2017 12:00 am  In celebration of Iraq's victory and unity  Baghdad / Al-Sabah  The International Media Meeting to Celebrate the Victory of Iraq and its unity will be held in Baghdad on Saturday to discuss finding a way out for the holding of paper and media outlets that are facing extinction due to the financial crisis, the head of the Union of Arab Journalists, Muayyad al-Lami, said that the meeting will coincide with Opening of the Arab Journalists Union Conference.  Al-Lami said in a press statement: The meetings of the permanent office of the Union of Arab Journalists, which will be held in Baghdad, will discuss the problem of paper-based newspapers, which suffer from physical weakness and in some cases the closure of some media institutions and the dismissal of many of its employees in more than one Arab country. Will come out with binding decisions for all to reduce the negative impact on paper newspapers and find a way out of them in a relative and average way.  Al-Lami added that the meetings will also discuss raising the technical and professional capabilities of Arab journalists, as well as discussing the techniques and ideas used by the enemy in a professional and malicious way to influence the recipient. He pointed out that the stage is about to start a new work in the Arab press towards development that can not be sustained. Any country without enlightened and sophisticated media.  Al-Lami added that the celebration will be attended by about 5,000 Iraqi journalists from all Iraqi cities, including the editor, as well as a number of Arab journalists, some of whom arrived in Baghdad. link
