The three-day International Conference on Iraq Reconstruction kicked off in Kuwait this morning. 

The conference was accompanied by 'ambitious Iraqi aspirations to come out with rewarding contributions to the reconstruction of their country,' the Kuwait News Agency reported. 
The conference will be held under the patronage of the Amir of Kuwait, Sabah Al-Ahmad Al-Jaber Al-Sabah, in which "a number of major donor countries and a group of international and regional organizations will participate in the reconstruction of Iraq following the wars and conflicts affected by many provinces and regions." 

The conference will include the participation of the private sector to contribute to the reconstruction of Iraq, in addition to the participation of the World Bank as a major contributor to the conference to provide the required investment guarantees for private sector companies and institutions to participate in the development of Iraq ' . 

The conference, chaired by five parties - the European Union, Iraq, Kuwait, the United Nations and the World Bank - reflects Kuwait's belief in the importance of the stability and prosperity of Iraq as an important and influential country, especially in the current circumstances in the region. 

The agency also pointed out that the conference on reconstruction of Iraq is taking place "at a time when the Iraq war with the organization ... (called) ended in the midst of the human and material losses of the war, as Iraq is working to reconstruct areas of conflict and development projects and humanitarian to sponsor Victims of war and rehabilitation of infrastructure in the country '. 

The source said that the Iraqi delegation participating in the conference carries a 'work agenda related to three main axes, namely reconstruction and investment, support for stability in the country and promote peaceful coexistence between different segments of Iraqi society.'

Kuwait's Deputy Prime Minister and Foreign Minister Sabah al-Khalid said that "Iran's participation in the conference is normal. It is a major and important country in the region. It has strong relations with the Iraqi government and hopes that its participation will contribute to stability in the region." 

On the level of participation of the GCC countries in the conference, he stressed that it will be 'at the highest level and will include all Member States'. 

On the other hand, stressed the Deputy Prime Minister of Kuwait that 'Iraq fought terrorism on behalf of the world in spite of the existence of 74 countries and organizations in the coalition, but the Iraqi people is the one who freed Iraq from the clutches of the organization'.

The head of the mission of the United Nations Agency for Migration in Kuwait, Eman Erekat, described Kuwait's hosting of the International Conference for the Reconstruction of Iraq as 'emphasizes its humanitarian position and its role in helping the Arab peoples'.

The presence of the US, Coalition, and (possibly future) NATO forces in Iraq should go a long way to providing extra assurances for Security and Stability for foreign investment!

 

The "donations" are best stopped so Iraq has to go from a "closed economy" with the corrupt once a week day currency auctions to an "open economy" where the monetary transactions occur real time. In my opinion, the REAL IQD RATE would need to be in place just prior to "open economy" transactions. "Donor" inputs into Iraq I don't think will meet the needs at the pace Iraq and the international investors need to integrate Iraq into an international economic partner with the reconstruction and economic development of Iraq. So, I am hopeful for the "open economy" of Iraq to kick in around the time of the Kuwaiti Donor Conference.

 

We'll see. Just my thoughts, opinion, and :twocents:. Iraq has ALWAYS been unpredictable so who knows what we'll here next???!!!
