BAGHDAD (Reuters) - Iraq seeks around $100 billion in foreign investment in transport, energy and agriculture as part of a plan to rebuild parts of the country and revive the economy after a three-year war on Islamic State.

The government’s National Investment Commission published a list of 157 projects it will seek investment for at an International Conference for Reconstruction of Iraq to be hosted by Kuwait Feb. 12 to 14.

Some of these projects are about rebuilding destroyed facilities like Mosul’s airport, while others are new investments to strengthen and diversify the economy away from oil, said an economic advisor to Prime Minister Haider al-Abadi.

“All together, they cost about $100 billion,” the advisor, Mudhar Saleh, told Reuters. Sixteen projects carry a price tag of $500 million or more, according to the list.

Rebuilding homes, hospitals, schools, roads, businesses and telecommunications is key to providing jobs to the young, to end the displacement of hundreds of thousands of people and put an end to several decades of political and sectarian violence.

Iraq declared victory over Islamic State in December, having taken back all the territory captured by the militants in 2014 and 2015. A U.S.-led coalition supported the Iraqi forces, especially in the battle to dislodge them from Mosul, their de facto capital in northern Iraq, in July.

The United States government will not contribute funds at the conference but will instead encourage investment from the private sector and Gulf Arab allies, U.S. and Western officials said.

Three rail projects top the list: a 500-kilometer (311 mile) line from Baghdad to Basra in the south estimated to cost $13.7 billion, a line from Baghdad to Mosul in the north estimated at $8.65 billion and an $8 billion metro for the capital.

Iraq reopened to foreign investment in 2003 after the U.S.-led invasion that toppled Saddam Hussein, but the vast majority of the billions invested went to increasing its oil and gas production.

It has become the second-largest crude exporter of the Organisation of Petroleum Exporting Countries, after Saudi Arabia, with a daily output of 4.4 million barrels.

At the conference, Iraq will seek investment in the downstream oil industry including in storage tanks, refineries and petrochemical plants to process its crude into plastics and fertilizers.

 

Saleh said investments in the oil industry and agriculture will probably be easier to attract than other sectors given the country’s vast crude reserves, available land and water wealth.

Total land offered for investments to grow “strategic crops” is nearly 1,500 square kilometers (580 square miles). Iraq, one of the world’s largest wheat importers, aims to achieve self-sufficiency and possibly become a net exporter of the grain.

“We feel there will be support for Iraq, from the Americans, the Europeans, the Arab countries, the United Nations, and humanitarian organizations,” said Saleh.

Hamza Hamid, director of media and relations in the province of Arbil, told "Khandan" that the Kurdistan Regional Government will participate with a delegation at the Kuwait Conference, which will last for three days. 

Hamza added that the delegation of the Kurdistan region includes Minister of Planning Ali Sindi and Minister of Housing and Construction Derbaz Kusrat Rasul, in addition to the governors of Sulaymaniyah, Arbil and Dahuk. 

The Secretariat of the Iraqi Council of Ministers announced in a statement that the official Iraqi delegation participating in the conference will include a number of ministers and officials in the relevant authorities of the federal government and the Kurdistan region in addition to the governors of all Iraqi provinces. 

Kuwait will host an international conference on the reconstruction of Iraq from Feb. 12 to 14.

Baghdad is looking to drum up funds at a reconstruction conference in neighbouring Kuwait from February 12 to 14 after announcing the defeat of the Islamic State group at the end of last year.

The country is still reeling from the rise of IS and the punishing fightback it took to crush the jihadists, with swathes of its territory in ruins and millions of people displaced.

Authorities in the resource-rich nation say there has been a heavy toll on oil, electricity and manufacturing infrastructure, as well as basic services such as water and sanitation.

Iraq needs to raise $100 billion to rebuild, Prime Minister Haider al-Abadi has said, after the fight against IS and decades of sanctions and war.

"It's a huge amount of money. We know we cannot provide it through our own budget," he said at the World Economic Forum in Davos, Switzerland last month.

"That's why we now resorted to investment," he said.

Iraq sits on some of the world's largest crude reserves, which Baghdad puts at 153 billion barrels, but the war against IS and a slump in world prices have diminished its oil revenues.

- 'Huge destruction' -

The Kuwait conference's second day will be devoted to the private sector's role in rebuilding Iraq, with more than 2,000 companies and businessmen due to attend, according to the Gulf country.

International organisations are to speak on the first day, while attending donor countries are expected to make announcements on the third.

The US State Department has said that rather than "direct contributions", Washington has "focused on the private sector. It has teamed up with the US Chamber of Commerce to organise a delegation of over 150 American companies to travel to Kuwait" for the conference.

Iraq -- the second largest producer within OPEC after Saudi Arabia -- has already called for help from investors worldwide, even as it seeks to ramp up output from its largely untapped reserves.

Kuwait is setting aside its past differences with Iraq to host the summit.

In August 1990, Iraq invaded Kuwait after accusing its neighbour of "stealing" Iraqi oil from a field straddling the border.

That sparked the first Gulf War, which ended after a US-led coalition ousted Iraqi forces from the emirate.

Iraqis have since weathered international sanctions, a US-led invasion in 2003 and the battle against IS.

Today, some 2.6 million people remain displaced across the country, the International Organization for Migration has said.

Satellite imagery shows some 26,000 houses are destroyed or seriously damaged, including more than 17,000 in the jihadists' former bastion of Mosul.

"There is huge destruction and a huge need to mobilise support," said Erfan Ali, Iraq representative of the UN Human Settlements Programme.

- Education, education -

Ali said there are big hopes the private sector will play a major role in rebuilding, offering "innovative solutions" to tackle the country's problems.

Iraq -- where nearly a quarter of the population survive on less than $2 a day -- needs "major investment in health, education, social warfare" and water resources, he said.

I have to admit I haven't read this entire thread.......but I find it odd that this event is being held in Kuwait.....why???

 

I have to say I can understand the feelings expressed in the above article........and I might add........how does the average Iraqi citizen feel about the US....??

 

For that reason.....given any change in the value of the IQD.........I doubt I will be investing any of those funds back into the rebuilding of Iraq........just to much hate, uncertainty and corruption for my peace of mind.
