BAGHDAD (Reuters) - The United Nations Children's Fund UNICEF appealed on Wednesday for $17 million to help rebuild Iraq's health facilities, ahead of an international conference to support the country's reconstruction due to convene next week in Kuwait.

The UN agency said up to 750,000 children are still lacking access to health services in the region of Mosul, seven months after Islamic State militants were driven out from the city.

Less than 10 percent of health facilities in Mosul's Nineveh province are functioning, and are "stretched to breaking point", UNICEF said in a statement, adding that rehabilitation of clinics and hospitals is key to allowing displaced people to return home.

Humanitarian organizations say about 2.6 million people are still displaced, two months after Iraq declared victory over the militants who had taken over nearly a third of the country in 2014 and 2015.The Iraqi government said it needs at least $100 billion in assistance to rebuild homes, businesses and infrastructure including oil and telecommunications facilities.

Kuwait will host an international conference on Iraq's reconstruction on Feb 12-14.

Kuwaiti Foreign Minister Sabah al-Khalid al-Sabah said on Thursday that the broad participation of countries and international and community organizations in the "Iraq Reconstruction Conference" shows that Iraq has great potential and human resources.

The Committee discussed the provision of the right environment for investment and that Iraq is an attractive environment for investments through new laws and procedures currently being implemented, especially the recent issuance of the Council of Ministers in this regard. According to a government statement. 
A number of projects and investment opportunities before the committee were discussed, including the Al-Jaysh channel project, the rehabilitation project for the area around Baghdad International Airport, the urban center project for Baghdad City, Al-A'raas Island and Lake Jadriya. 
The Committee approved a set of recommendations that will help in the implementation of these projects, including the formation of a small team linked to the Supreme Committee to follow up and facilitate procedures for investors and raise the obstacles facing them.
The preparations for the Iraq reconstruction conference to be held next week in Kuwait were also reviewed.

Dabbagh: The government will not get the $ 100 billion demanded by Abbadi

Maybe this will  make them see the situation they are in and force the RV.  Who wants to give money to a country that has a ton of resources and still wants handouts?  Just my thoughts.

I fully expect bad, bad news over the next few days or couple weeks to come out of Iraq. I suspect the Iraqis are getting chicken fried with extra thick batter and hot, hot oil. This is all to show the Iraqis whose boss and what is expected of them. I suspect there are some "must do" items on the table yet and the force is now overwhelming to git 'er dun!!!

 

Maybe sit back and relax through the Kuwait Donor Conference. The size of the prize in Iraq is too great to pass up now. Foreign Investment MUST BE secure and is likely why this news is coming out of Iraq like this now.

I'd take this news as a grain of salt for now. This is just to let Iraq know where this is going if they don't do what they are supposed to do NOW. A flopped Kuwaiti Donor Conference with minuscule foreign investment will bode badly for the comparatively non corrupt Iraqi GOI politicians. Life will be really, really bad for them after the May elections if the Kuwaiti Donor Conference flops.

Iraqi Prime Minister Haider al-Abadi has said his country needs up to $100 billion to fix crumbling infrastructure and cities devastated by the conflict against Islamic State.

A shortage of reconstruction funds could increase the danger of reinvigorating grievances among the minority Iraqi Sunnis against Iraq’s Shi‘te-led government.

Asked if the U.S. government will be making an announcement of contributions at the conference, State Department spokeswoman Heather Nauert said, “I‘m not aware of any announcements that we will be making.”

“About 2,300 members of the private sector will also be joining ... and talk about ways that they can help facilitate the large-scale reconstruction taking place in Iraq,” Nauert added.

Jeremy Konyndyk, who served from 2013 to 2017 as head of the U.S. Agency for International Development’s (USAID) Office of U.S. Foreign Disaster Assistance, said that by not contributing to reconstruction, especially in combat-ravaged areas dominated by Sunnis, the Trump administration could help set the stage for a new insurgency.

 

“We’ve seen this movie before. There is a very real risk if the U.S. doesn’t put money into reconstruction, that having just won the battle, you lose the peace,” said Konyndyk, now a senior policy fellow at the Center for Global Development think tank.

Another U.S. official pointed to the billions of dollars the United States has committed to financing loans and restoring basic services to Iraqi towns and cities in the immediate aftermath of fighting.

“The immediate stabilization needs remain vast, and limited U.S. government resources alone cannot meet these current and pressing needs, let alone consider supporting long-term reconstruction,” the U.S. official said, speaking on condition of anonymity.

The official said Washington strongly supports the conference and would “continue to work with the Government of Iraq and the international community to help address the needs of the Iraqi people as they recover and rebuild their country.”

FIFTEEN YEARS AFTER U.S. INVASIONThe United States, which invaded Iraq in 2003 and toppled the late President Saddam Hussein and more recently led an international coalition fighting Islamic State, has pumped billions of dollars into Iraq.

In January, the United States said it planned to provide $150 million for stabilization operations in 2018 - funds that would go to restoring basic utilities and grants to small businesses - bringing Washington’s total contribution to $265.3 million since 2015.

The U.S. government has also provided $1.7 billion in humanitarian assistance for Iraq since 2014, making it the single largest donor to address the Iraqi crisis.

“Absolutely nothing,” said a Western official, who requested anonymity because of the sensitivity of the issue, when asked whether Washington would announce any financial contributions at the conference to fund long-term reconstruction projects.

Mdhair Saleh, Abadi’s economic advisor, would neither confirm nor deny the lack of a U.S. contribution.

“The question is not about direct financial assistance,” Saleh said. “I think U.S. policy is to support private-sector investment in Iraq. As for direct support in the Kuwait conference on the part of the government, I have not heard anything.”

‘SINEWS OF A STRATEGY’

James Jeffrey, a former U.S. ambassador to Iraq, said the United States had already “poured billions and billions of dollars into Iraq” for the fight against Islamic State, equipping Iraqi forces and humanitarian aid.

“Only the United States can organize the diplomatic, reconstruction, military and political sinews of a strategy for the international community,” Jeffrey told Reuters.

“The fact that we’re not putting any money up will weaken our case, and that’s unfortunate.”

A U.S. official in Baghdad said the American role in the Kuwait conference would be focused on opportunities “for true private-sector investment or public-private partnerships with the Iraqi government.”

 

“What we are trying to do in Kuwait next week is to put together companies that want to look at Iraq ... and possibly also talk about ways to finance projects,” added the official, speaking on condition of anonymity.

A State Department official said Washington was counting on other countries to step up, adding that more than 100 U.S. companies would be at the event.

Konyndyk, the former USAID official, said business people would want to see the risks of their investments in Iraq mitigated by U.S. government contributions.

“If the U.S. government wants to see private-sector investment go in, they need to put skin in the game,” added Konyndyk, saying a contribution also would demonstrate American commitment to reducing Iran’s influence.

Iran, by leveraging its ties with Iraq’s majority Shi‘ites, emerged as the main power broker in Iraq after the United States withdrew its troops in 2011.

The United States does not plan to contribute any money at a conference in Kuwait next week to fund Iraq's reconstruction drive after the war against the Islamic State (IS) group, US and Western officials said.

In a Reuters report on Thursday, a US official said “we’re not planning to announce anything” regarding financial assistance at the conference, which Secretary of State Rex Tillerson will attend.

The official, however, said Tillerson could still announce a contribution closer to the time of the conference.

Washington will instead encourage and count on private-sector investment as well as commitments from Iraq's Gulf neighbours, particularly Saudi Arabia, to pour in money as part of a rapprochement with Baghdad meant to reduce Iran's influence in Iraq.

President Donald Trump said during the 2016 US presidential campaign that if elected, "the era of nation-building will be ended".

According an earlier Middle East Eye report, the US will also not put forward any reconstruction funds in Syria either, another area where an international coalition battled IS.

"Funding from the Americans is out of the question," a UN source told Middle East Eye.

Iraqi Prime Minister Haider al-Abadi has said his country needs up to $100bn to fix crumbling infrastructure and cities devastated by the conflict against IS.

A shortage of reconstruction funds may increase the danger of reinvigorating grievances between Iraq’s Sunni minority and the Shia-led government.

In response to a query to the State Department about the lack of a US contribution, an official pointed to the billions of dollars Washington has committed to financing loans and restoring basic services to Iraqi towns and cities in the immediate aftermath of fighting.

"The immediate stabilisation needs remain vast, and limited US government resources alone cannot meet these current and pressing needs, let alone consider supporting long-term reconstruction," the US official told Reuters, speaking on condition of anonymity.

In January, the US government said it planned to provide $150m for stabilisation operations in 2018 - funds that would go to restoring basic utilities and grants to small businesses - bringing Washington's total contribution to $265.3m since 2015.

The US government has also provided $1.7bn in humanitarian assistance for Iraq since 2014, making it the single largest donor to address the crisis.

"Absolutely nothing," said a Western official, who requested anonymity because of the sensitivity of the issue, when asked whether Washington would announce any financial contributions at the conference to fund long-term reconstruction projects.

A US official in Baghdad said the US role in the Kuwait conference would be focused on opportunities "for true private-sector investment or public-private partnerships with the Iraqi government".

"What we are trying to do in Kuwait next week is to put together companies that want to look at Iraq ... and possibly also talk about ways to finance projects," added the official, speaking on condition of anonymity.

America shocked Iraq at the Kuwait conference
(International: al-Furat News) US and Western officials revealed the news may be "shock" to Iraq.
They told Reuters the United States had no plans to contribute any money at an Iraq reconstruction conference to be held in Kuwait next week. 
The conference aims to discuss Iraq's reconstruction after the war. 
Analysts promised the move could pose a new blow to the US international standing. 
"We do not intend to announce anything," a US official told Reuters on Thursday regarding financial assistance at the conference, which will be attended by Foreign Secretary Rex Tillerson. 
But the official said Tillerson might decide to make a US contribution ahead of the conference. 
US Secretary of State Rex Tillerson will travel to Kuwait, Jordan, Turkey, Lebanon and Egypt from February 11 to 16. 
He heads his delegation at the ministerial meeting of the International Coalition for a landslide defeat and participates in the Iraq reconstruction conference scheduled in Kuwait.

The Minister of Trade and Agency, Salman Jumaili, that he invited Arab countries to participate in the donors conference to be held next week in Kuwait to reconstruct the liberated areas.
The Ministry of Commerce said in a press statement that Trade Minister Salman Jumaili presides over the meetings of the 101st session of the Economic and Social Council of the ministerial level held in Cairo today, which is chaired by the Republic of Sudan.
“The Arab countries were invited to participate in the donor conference to be held next week in Kuwait to support Iraq in the reconstruction of areas liberated from terrorist gangs,” Jumaili was quoted as saying.
He added that the meeting discussed an item submitted by Iraq and Jordan on the economic and social burdens resulting from hosting the Syrian refugees and their impact on the Arab countries hosting them.

I hope no one gives them money. At that point their only option is to RV their currency. The more many they get from others the more comfortable they get and they can just sit. Make them make a move.
