KUWAIT: Working to host Iraq reconstruction conference is proceeding well

Deputy Foreign Minister Khalid Al-Jarallah said that the work on convening the conference for the reconstruction of Iraq, especially the areas liberated from the grip of the organization is proceeding in accordance with a steady, confident and deliberate.

Al-Jarallah told reporters after attending a seminar at the Saud Al-Nasser Al-Sabah Diplomatic Institute that the State of Kuwait has continued contacts with the Iraqi government and the World Bank in this regard.

The Amir of Kuwait, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, last July, telephoned Iraqi Prime Minister Haider Abadi, during which he confirmed Kuwait's readiness to host an international conference for the reconstruction of liberated areas in Iraq.

The Emir of Kuwait, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, held a telephone call with Iraqi Prime Minister Haider Abadi last July, during which he stressed Kuwait’s readiness to host an international conference for the reconstruction of liberated areas in Iraq.

Reconstruction Fund : Reconciliation and investment are key issues at the donor conference in Kuwait

The head of the fund for the reconstruction of the areas affected by terrorism, Mustafa Mohammed Amin al-Hiti, revealed the preparation of the first draft of the donor conference to be held in Kuwait early next year.

"The fund prepared the preliminary draft of the donor conference program to be held in Kuwait in January next year in cooperation with the World Bank and the Kuwait Development Fund," Al-Hiti told the news agency.

He added that "the three parties will meet in Baghdad on the twenty-sixth of this month in Baghdad to finalize the agreement on the curriculum of the conference, to follow the stage of the official announcement of this conference, which will be attended by Arab and international."

Al-Hiti pointed out that "the most prominent lines of the program of the conference is the holding of workshops two weeks before the host country in Kuwait on investment issues, the private sector and national reconciliation, while the conference will focus on national reconciliation efforts and investment in the country and assess the damage and needs in areas affected by terrorism The Kuwaiti and Iraqi side. "

He revealed that there are 78 development projects in the areas affected by terrorism during the next phase, in addition to continuing the work of 100 projects referred earlier.

BAGHDAD / Al-Sabah: Baghdad 
has witnessed discussions between the national team to prepare for the Iraq reconstruction conference to be held in Kuwait in the presence of concerned parties from Kuwait and the World Bank. 
The Secretary-General of the Council of Ministers, Mahdi Al-Alak, who heads the national team during the opening of the tripartite meeting, which included the parties concerned with international and regional efforts to support Iraq, and "the role of the sisterly Kuwait to host an international conference of donors for the reconstruction of Iraq for a post-urging." 
He added that the conference will be held early next year 2018 will focus on three main axes (reconstruction and opening up investment prospects and support for stability and humanitarian aspects), noting that "the conference will confirm the national and international commitment to support Iraq."
According to a statement issued by the Office of the Secretary-General of the Council of Ministers, the workshop discussed the preparations for the completion of the working papers to be presented at the forthcoming conference, as well as the revision of the agenda, the level of diplomatic representation and the identification of the participating parties to contribute to reconstruction and development in the country. 
For his part, the head of the Kuwait Fund for Arab Economic Development, Marwan Abdullah Al-Ghanim, stressed "the commitment of his government to provide support to the Iraqi government and people to continue the path of rebuilding the affected areas."

I would think if the conference for the reconstruction and investment in Iraq is in early 2018, they would have to have a tradable currency by January, 2018. 

 

You would think that, as would I . . . It remains to be seen if they're  willing to pull the trigger or continue to borrow and expect others to pony up on " Promises " ( up 'til now Iraq's' word has been anything but something cast in stone and worth a damn.)

 

Addressing the " conference for reconstruction " - they trotted out this info BACK in July, and it's still ALL JUST WORDS ! What a " Bunch 'O Tools "

RECONSTRUCTION OF MOSUL DISCUSSED WITH KEY PARTNERS
Iraq, October 28, 2017 

The United Nations Human Settlements Programme (UN-Habitat), under the patronage of the Secretariat of the Council of Ministers, hosted a seminar in Baghdad to discuss Planning Prospects for the Reconstruction and Recovery of Mosul.

The event gathered a wide range of partners, including the national and local government counterparts, United Nations agencies, donors, NGOs, academic institutions, and media.

Mr. Bashar Kiki, Head of Ninewa Governorate Council, stated that the lack of good planning in Mosul is causing a ‘chaos’, and now is the time to put an end to it by ensuring coordination among all relevant actors.

Mr. Kiki also discussed about the link between urban development and human development, underlining the importance of incorporating the view of the local population. “The people of Mosul are very resourceful,” he remarked, “we have to see how they already cope with the crises, and support them in their efforts where possible… It is important to build trust between local people and local government through transparency and accountability”.

Ms. Lise Grande, Deputy Special Representative of the Secretary-General, UN Resident and Humanitarian Coordinator, assured that the United Nations is committed to help Mosul through the Stabilization Programme of UNDP and the contributions of other UN agencies, and she referred to the Recovery and Resilience Programme (RRP) to be presented at the upcoming conference in Kuwait and UN-Habitat’s new data portal to support planning and implementation of the RRP.

Dr. Muzahim Al Khyatt, President of Ninewa University and Coordinator of the Reconstruction for Mosul, presented the overview of challenges faced by Mosul and sub-urban areas, and emphasized the importance of strategic planning and collaborating with the private sector.

Drawing on previous planning experiences in conflict-affected areas, Mr. Rogier van den Berg, Project Leader of UN-Habitat’s Urban Planning and Design Lab, clarified that strategic planning has the potential to accelerate decision making, and coordinate parallel processes, such as the long process of the restoration of the Old City, and defining key projects that need to be realized on the short term.

During the panel discussion, Mr. Mostaffa Elhiti, Head of the Reconstruction Fund, reiterated the need of finding new ways of planning in the city, stressing the need for a dynamic and strategic plan to respond to the needs in Mosul quickly.

Secretary-General of the Council of Ministers, Dr. Mahdi Al-Alaq, discussed with Chinese Ambassador to Iraq Chen Weiqin ways to activate cooperation in the areas of humanitarian relief and stability in the liberated areas, while discussing with the Special Envoy for Gender Equality in the United Kingdom, Roper, the Kingdom's determination to build international support for gender equality priorities.  
During the meeting, Al-Liqab and the Chinese Ambassador discussed bilateral relations and the interests of the two friendly peoples, as well as the level of cooperation in the areas of humanitarian relief and stability in the liberated areas, said a statement issued by the Secretariat. 
 Al-Alak welcomed the initiative of the Chinese government, wishing it a bigger and broader role by participating in the Kuwait conference which is expected to be held early next year, stressing that 2018 will be a year to support stability in the liberated areas.
For his part, Qin praised "the role of the Iraqi government in eradicating terrorism," referring to "the Chinese government's interest in the rehabilitation of schools and universities by providing assistance to improve the educational reality in areas that have suffered the control of terrorist gangs." On the other hand, she discussed with the Special Envoy for Gender Equality in the United Kingdom, Joanna Roper, and her delegation, the Kingdom's determination to build international support for gender equality priorities. 
"The two sides discussed during the meeting the intention of the Kingdom to build international support for the priorities of gender equality and look forward to expanding the partnership between the two countries to include the empowerment of women and the promotion of equality," the statement said. 
The Secretary-General stressed that "the education of women, especially young girls, is among the priorities of UK-supported programs in Iraq, as well as programs for the empowerment of women and equality." For her part, Roper praised the role of the Iraqi government in promoting and implementing UN Security Council Resolution 1325, which allows women to participate in building a new Iraq. Al-Aalak also discussed with the Chairman of the Joint British-British Business Council Baroness Amy Nicholson and a delegation of businessmen and investors the implementation of investment projects and reconstruction in Iraq. 
Alaq stressed, according to the statement, that «the visit of the delegation is serving Iraq, and hoped to hold other meetings of this kind to support the movement of economy and investment in the country». 
In her turn, Nicholson blessed, "Iraq's efforts to eliminate terrorism and establish lasting peace in the region," pointing to "the need for important companies and a firm to contribute to the reconstruction of the infrastructure of liberated cities."
