      8126TH MEETING (AM) The Security Council concluded today that all the measures imposed in its resolutions 1958 (2010) and 2335 (2016) pursuant to Chapter VII of the Charter of the United Nations in relation to the Iraq oil-for-food programme had been fully implemented. Unanimously adopting resolution 2390 (2017), the Council welcomed the fact that the remaining funds in the escrow accounts established pursuant to resolution 1958 (2010) had been transferred to the Government of Iraq pursuant to resolution 2335 (2016). The Council acknowledged the Secretary-General’s final report on the matter (document S/2017/820), which stated, among other things, that the remaining $14,283,565 in the administrative escrow account had been transferred to Iraq. Following the adoption, Amy Noel Tachco (United States) applauded Iraq’s complete implementation of measures under the oil-for-food programme, although the country still faced many challenges. She looked forward to close cooperation internationally and bilaterally in support of Iraq as a federal, democratic and prosperous country. The meeting started at 9:45 a.m. and ended at 9:48 a.m. Resolution The full text of resolution 2390 (2017) reads as follows: “The Security Council, “Recalling its resolutions 1958 (2010) and 2335 (2016), “Acknowledging receipt of the final report of the Secretary-General pursuant to paragraph 4 of Security Council resolution 2335 (2016), S/2017/820, “1. Eternal Emir of Kuwait Sheikh Sabah Al - Ahmad his country 's readiness to host an international conference aimed at rebuilding the liberated areas in Iraq before the end of the year. 

This came during a telephone conversation between the Emir of Kuwait and Iraqi Prime Minister Haider al - Abadi, according to Kuwait News Agency «Kuna» on Tuesday. 

He presented the Emir of Kuwait congratulated the Prime Minister and the Iraqi people to mark the liberation of the city of Mosul , the terrorist organization Daesh. 

In turn, the Iraqi prime minister thanked the Emir of Kuwait on this initiative, stressing the strength of relations between the two countries. 

The Iraqi Prime Minister Haider al - Abadi had arrived in Mosul recently to declare victory on the organization «Daesh» terrorist in the north of the city after 9 months of fighting fierce battles in populated areas.

A statement from the Office of the Abadi seen by Roudao media network, said that " the last received a phone call from Sheikh Sabah Al - Ahmad Al - Jaber Al - Sabah , Amir of Kuwait to offer congratulations to Ebadi and the Iraqi people on the occasion to declare victory and the liberation of Mosul." 

He is stressing that "it is a victory not only for Iraqis but also to Kuwait and the region in general." Hoping that "this victory is a good omen for Iraq and beginning to unify all Iraqis". " 

He praised the Emir of Kuwait , " the courage of the Iraqi government and the bravery of the army," asserting that " the State of Kuwait is ready to sponsor a conference to restore stability at the request of Iraq." 

For his part , he gave "thanks to the Abadi morning on his support for Iraq." Noting that "this victory is in the security and stability of the region and its peoples service because Daesh terrorist organization hostile to everyone , " stressing " the need to fight extremist ideology Daesh This represents a challenge for all countries in the region which have long been terrorism."

Emir of Kuwait Sabah Al-Ahmad Al-Jaber Al-Sabah, in a telephone conversation with Prime Minister Haider Abadi, his country's readiness to host an international conference for the reconstruction of Iraq.

He pointed out the Emiri Diwan in a statement seen by "Eye of Iraq News," that the Emir of Kuwait "congratulated Abadi, the Iraqi people's victory over the organization Daesh terrorist," hoping that "to achieve this victory in support of Iraq and its people all segments, and contribute to unite and join efforts in order to return stability. "

The statement pointed out that the Emir of Kuwait called for "the need for everyone to strive honestly, for the reconstruction of what has happened in Mesopotamia from the destruction due to the militants," asserting that "victory is not for Iraqis only, but Kuwait also for the region in general," praising the "courage Abadi , and the bravery of the Iraqi army. Hopefully he(Kuwaiti Guy) is telling him how their country reinstated their currency even though there was no power, or infrastructure in place for their citizens and that Iraq can do the exact same thing.  For those of you interested I am referencing this article from the 90's. but they had a list of stolen serial numbers...does Iraq have that? I hope so.

If they came out at the original pre-war rate and gave us but 10 days to cash in I would do it in a heart beat. lol. However your correct way to many what if's with Iraq. From our perspective it seems like this should be an easy thing to do for them. But when every big nation wants a piece of the pie as well...... things get held up. We shall see what happens in the next chapter of "Days with our Dinar" :P

US special envoy to the International Alliance Brett Macgork welcomed the announcement by the State of Kuwait, its intention to host a meeting for the reconstruction of Iraq in the long term early next year.

Said Macgork in a speech opening a meeting mini - working group of Member States in the international coalition, said that "Our partner in the coalition of Kuwait at the invitation of the Amir Sheikh Sabah Al - Ahmad Al - Jaber Al - Sabah will host a meeting for the reconstruction of Iraq in the long term early next year , and we welcome this important initiative." 
He pointed out that reconstruction in the long term will be the focus of the meeting in Kuwait after the Iraqi government to determine "the priority needs." 
The meeting discussed in which the State of Kuwait participated the conference to be held by the coalition in the next week to discuss the priorities that will help build on the progress that has been made in the cities of Mosul , the Iraqi - Syrian and the tenderness table.

He added , "that 's why we are here and the US United now requests that specify Each member of our coalition new areas can contribute to it , "adding that in the meetings of the working group appealed to the United Nations to obtain a value of $ 1.3 billion for the requirements of security and stability after Daesh.

Here is another article from The New York Times 8 days prior that talks about the ease in rebuilding Kuwait's economy after the Gulf War!

Kuwait had a whole bunch of crude oil wells turned into giant blow torches and took a while to put out all the giant blow torches and get the crude oil wells producing for sale.. Then there was the environmental disaster aftermath that had to be cleaned up as well. So, was Kuwait really functioning well economically prior to the Kuwaiti Dinar exchange that started 8 days after the economic article was published? Probably not.

 

The link to The New York Times article I posted seems to have striking similarities on some items with regard to Kuwait at the time and what appears to be Iraq currently. In some areas (as in the integrity of the banking systems) Iraq today is far better off than Kuwait was back then. Presently, there was a time where ISIS controlled nominally 40% of Iraq. So, the rest of Iraq and associated economy was likely functioning at normal or near normal through today. Kuwait had been substantially occupied by Saddam Hussein's forces and significantly damaged with some things totally destroyed. The link to the article I posted seems to suggest optimism on Kuwait's economic improvement and rate.

 

Here is an excerpt from the beginning of the article:

 

"KUWAIT CITY, March 17— Kuwait's economy, far and away the strongest among the oil-producing countries before the Iraqi invasion in August put it into a coma, is expected to revive and move back to boom times within two years, say many economic and financial experts on the region.

 

In scores of interviews here in the last week, Kuwaiti, American and Western financial specialists, including business executives and economic planners, estimated that the cost of reviving the emirate's economy, including the devastated oil industry, would be far less than earlier estimates.

 

With Kuwait holding about $80 billion in financial reserves abroad, it is more than capable of getting back on a sound economic development track, these specialists say. 'Catastophic but Not Fatal'

 

"There is no economy now," said Wynne Fuller, who heads the emergency operations division of the United States Army Corps of Engineers here. "We are looking to two to five years to re-establish an economy that resembles what the Kuwaitis used to have."

 

The Corps of Engineers is to evaluate the damage to the Kuwaiti economy and begin a repair program."

 

With the release of the DFI funds and the release from Chapter 7 (when ever these are actually confirmed and announced being utilized in some form) may be another significant piece to when the IQD could revalue. Also, articles from The New York Times (or some other major news source outside Iraq) on the optimism of Iraq's economy could be another key indicator to an imminent IQD revaluation.

At what point do they start realizing that people are going to start buying dinar as a speculation.  With all this news about loans, countries returning funds, and the US returning funds. You think you have problem now wait till it catches fire with speculation.

It just might be us in that thought process. But, I feel sooner than later this has to give. It might not be the way they are planning it happening, but they might not be accounting outside factors.

A meeting on the reconstruction of liberated cities
[Ayn-Baghdad] 
The General Secretariat of the Council of Ministers held a meeting with the concerned authorities to discuss the reconstruction of cities liberated from the gangs of terrorist advocates.
"The governor of Anbar, Suhaib al-Rawi, participated in the meeting of the General Secretariat of the Council of Ministers headed by Mahdi al-Alak, Secretary General of the Council of Ministers, on the reconstruction and development of the provinces affected by terrorist operations and the war." 
Prime Minister Haider al-Abadi said on June 22 that the cost of destruction of infrastructure due to the war on the Dahesh exceeds 100 billion dollars. 
Iraq plans to hold an international donor conference hosted by Kuwait early next year for the reconstruction of liberated cities.
