He added that the region has a financial crisis to cut the federal government budget on us, but that we have received displaced people from all regions of Iraq and thank the people and government of Kurdistan for hospitality.

Kuwait is expected to receive large offers to complete the projects prepared by the Iraqi government in the liberated provinces and other provinces where development opportunities have been blocked because of the war on terrorism.
“More than 2,000 companies and businessmen will participate in the conference, where Iraqi officials will present their huge project,” said Kuwaiti Deputy Foreign Minister Khalid al-Jarallah.
“The first day will be dedicated to the institutions of society, while the second day will be devoted entirely to the private sector, while the last day will be the announcement of the financial contributions of the participating countries.”
“The task is enormous,” said Peter Hawkins, the UNICEF representative in Iraq. “If everyone focuses on Mosul, the country’s second largest city, the capital of the so-called” caliphate “of ISIS, Historical hill of rubble, we must not forget that other provinces such as Anbar, Diyala and Salahuddin also suffered from wars. ”
“Housing is the main element, because 19 percent of the total destruction of the country has taken place in this sector, so more than 2.6 million people are still displaced,” said Irfan Ali, director of the United Nations Housing Program in Iraq.
“At a time when the war was going on northward, the south of the country was spending huge cuts in the budget,” Hawkins said. “There are some schools that take students two or three times a day.”
In order to build, rehabilitate and stimulate “economic growth and services,” Hawkins said, the private sector should be attracted to Iraqis, who have almost one-quarter of them less than $ 2 a day, access to health, education, social security and water resources.

We'll see what the Kuwaiti Donor Conference produces. I suspect the best thing for the US was to announce no donations to Iraq. This will likely push Iraq to an international economic partner where Iraq has to go from a "closed economy" with week day currency auctions to an "open economy" without the week day currency auctions to a real time exchange with an internationally traded IQD. If the "Donor" practices continue, then no real progress progress can be made with "international Investment". I do not think all these companies are lining up at the Kuwaiti Donor Conference to be a "Donor" since I suspect they all will be interested solely in "international investment."

"I do not think that anywhere in the world there is such a thing," said Ziad Badr, head of the International Finance Corporation's mission in Iraq, in a speech at the Kuwait Chamber of Commerce and Industry ahead of the Iraq reconstruction conference on Monday as the country emerged from a devastating three-year war. Opportunities of investment, "and hit the example of a Lebanese company to achieve a return of 24 percent of its share in a luxury hotel in Erbil, Kurdistan region.
He added that IFC had investments of about $ 1.2 billion in various projects in Iraq, including banks, cement factories and telecommunications companies, and was preparing to announce an investment of $ 250 million in a telecommunications project.
Last week, the Iraqi National Investment Commission published a list of 157 projects that will seek to attract investment to the International Conference on Iraq Reconstruction from February 12-14, and the total cost of these projects is estimated at $ 100 billion.
The projects include reconstruction of destroyed facilities such as Mosul airport and new investments to boost and diversify the economy away from dependence on oil sales, through the development of transport, agriculture and industries based on the country's energy wealth, including petrochemicals and oil refineries.
The rebuilding of homes, hospitals, schools, roads, work and communications is an important process for providing employment for young people, ending the displacement of hundreds of thousands of citizens and closing the curtain on several decades of political and sectarian violence.
Sami al-Araji, chairman of the National Investment Authority, told a gathering at the Kuwait Chamber of Commerce that about 1900 people were registered to attend the conference, representing foreign governments, private companies and international organizations.
"We are at a crossroads, the world is sympathetic with us, we have to take advantage of this opportunity, this opportunity is irreplaceable."
He added that Baghdad is determined to eliminate "routine and corruption and other investment in some cases," in response to complaints from Kuwaiti companies on the difficulties hindering the practice of business in Iraq.
A communications equipment supplier told the conference that he had waited six months for $ 5 million for work that had been completed for the Iraqi government.

A US-led coalition supported Iraqi forces, especially in the battle to expel them from Mosul in July.
Iraq re-opened its doors to foreign investment in 2003, but the vast majority of the billions of dollars invested were directed to increase the country's oil and natural gas production.
Iraq, the second largest oil exporter in the Organization of the Petroleum Exporting Countries (OPEC) after Saudi Arabia, has a daily production of 4.4 million barrels.

This is critical, gotta believe times upon us now ... if they're telling the world fall back off Iraq...what will happen, with supplies already possed to be reducing the note count...would cause investors to back off aswell decreasing the note count...I just see this as the best news...and if Iraq wants to play they better make their minds up fast...

Kind of like trump calling them out yesterday or other day, I mean has to mean something and I like to only view things in a positive light...please forgive me lol

I hear You, NEPatriotsFan1!!! :tiphat:

As well possibly many others here at DV, You, 10 Years Later, and myself suspect a Cranial Rectal Extraction PRONTO for each and every one of these monkeys would benefit them as well as us speculative investors in the IQD!!!

:o       :o       :o

Yep. Simple yet entirely effective.

When I got into this speculative investment with the IQD, there were people who had already been in this investment for seven long years. I specifically made that a consideration knowing this speculative investment with the IQD could be that long or longer for me before realizing a windfall - if ever. The one thing I also specifically considered is the viability of and geo political entities in, around, and pertaining to Iraq that could cancel out this investment. I don't think that will happen due to where Iraq is located strategically and the immense non oil natural resources and minerals. Too much geo political investment to turn back and not realize a gain on the original plan(s)/investment(s) with the Iraq economy and global trade potential.

I also specifically noted to self this speculative investment in the IQD is NOT all about me and really NOT at all about me. I know, I know, that is a tough, tough consideration but for me an exceptionally necessary one to keep a realistic perspective regardless of what happens.

I DO think this speculative investment in the IQD will be well worth it. I decided to stay in it until the windfall occurs or the IQD goes completely FUBAR. I would still hold on to the IQD then since no one knows what those monkeys over there are thinking or how they will game the system - and especially the speculative IQD investors. This is also a reason I purchased VIP (Platinum) and OSI services here through DV so that I would be able to take advantage of more secure options.

One other thing that crossed my mind in the beginning is absolute or near absolute craziness in and pertaining to Iraq just up to and at the RI/RV. Or even a news black out of whatever sort. So, when times seem toughest or bleakest, I made the choice up front to kick back, relax, and enjoy the show. Besides, we are in the 2018 Olympics now. Those pesky Germans, Dutch, AND Norwegians (and Canadians, of course) seem to have an early start on the medal counts. Oh, well, maybe a distraction from this speculative IQD investment???!!!

:o        :o         :o

Hey, may the best non doper individuals and teams get the medals!!!

GO TEAM USA - YAY!!!!!!! :undocumented:       :undocumented:       :undocumented:

Just my thoughts, opinion, and :twocents:

I agree totally with your view on this so called "donor " conference Synopsis  . I also see it more like an investment conference w/ 1800 companies involved . I've been saying the same thing , not as articulate as you but pretty much along the same lines . Something seems like it's brewing now that so many companies and countries see Iraq stable enough to be a viable international trading partner , it's as if they already know what's about to go down and they want in....

I agree that "Investment" instead of "Donor" is a far better choice of words. I don't think international businesses/companies are lined up to be "Donors" for Iraq!

My opinion, as stated earlier, is that Iraq will need to go to an "open economy" from the current "closed economy" at the onset of the international transactions for reconstruction. Otherwise, the "closed economy" daily currency auctions would be cumbersome, corrupt, and otherwise problematic. To go to an "open economy" where the transactions occur real time throughout the week, the IQD would need to go international. I believe at that point, the true international value of the IQD would need to be implemented. Otherwise a whole bunch of businesses would get cheap IQD in the beginning so that when the value goes real, the companies may choose to just take off with the huge profit they have just made.

I could be totally off but I think the next few days to weeks are PRIMO!!! Besides, the current GOI needs to get the reconstruction on the road PRONTO for the upcoming elections or it may not go so well for them.

Just my opinion, thoughts, and :twocents:

Businessmen seek guarantees and bureaucracy to invest in Iraq

11k9.jpg

KUWAIT (Reuters) - Kuwaiti and non-Kuwaiti businessmen seeking to invest in Iraq are seeking guarantees and overcoming bureaucratic obstacles to inject investment into a country that has suffered long periods of political, economic and security instability, Islamic country".
Kuwait is hosting an international conference for the reconstruction of Iraq starting on Monday and lasts for three days, amid the aspiration of the Iraqi and Kuwaiti sides to turn the page of the past and open a new page based on mutual interests and good neighborliness. More than 1,800 companies and 2,000 economic figures representing some 50 countries are expected to participate in the economic event of the conference under the slogan Invest in Iraq. The National Investment Authority of Iraq will offer 157 investment opportunities to foreign investors from all over the world. The Kuwaiti companies participated in the conference on Sunday in a symposium at the Chamber of Commerce and Industry of Kuwait, which was attended by Sami Araji, Chairman of the National Investment Commission in Iraq, and officials from the World Bank, where the focus is on the guarantees provided by Iraq to foreign investors as well as some of the problems suffered by Investors there, especially the bureaucracy.
Abdulwahab Al Wazzan, Deputy Chairman of Kuwait Chamber of Commerce and Industry, said that the Kuwaiti private sector is looking forward to having clear feasibility studies and guarantees for investment in Iraq, indicating that Kuwaiti companies can participate in all fields of investment in Iraq.
He added that the private sector always looks for «because there are guarantees that give stability in the investment process .. Every investment needs stability. You can not afford to invest without any rest in how you build and build and then continue. This is the right way, these are the fundamentals on which to build your investment in Iraq. "
He added that several entities such as the World Bank, the Arab Investment Guarantee Corporation and Kuwait Fund for Development would be effective in providing guarantees for investment in Iraq. But the cover must be at the level of countries to encourage investors ... on the security side and the political side and (side) associated with the exit and entry of funds and taxes ».
Kuwaiti investors who invested in Iraq in the 1980s suffered loss of their assets after the Iraqi invasion of Kuwait and the rupture that took place between the two countries until 2003.
Sami al-Araji said that his country is modern in the market economy, explaining that the body he heads coordinates, Foreign investors but «do not have a magic wand. "They will not be considered as equals, but they will seek to pursue their grievances and overcome their obstacles. "Today, Iraq has a" rare opportunity ... the world is sympathetic to us "and wants Iraq to achieve civil peace and to invest its resources for the benefit of its people. "We should not waste this opportunity" and be invested in rebuilding Iraq in all sectors.
Araji said that the most important investment guarantees in Iraq are the Iraqi investment law, Iraq's acceptance of international arbitration decisions, "wherever it is" in investment issues, in addition to the agreements signed between Kuwait and Iraq on investment guarantees.
At the seminar, a Kuwaiti investor working in Iraq for 14 years said he was complaining about the government bureaucracy that has been preventing him for six months now from receiving $ 5 million in receivables from the Iraqi government. But stressed that he would continue to invest in Iraq "because this is our duty to our brothers in Iraq." Ziad Badr, head of the World Bank's International Finance Corporation mission in Iraq, said that the Bank, with its multiple subsidiaries, provides various and effective guarantees for investment in Iraq, saying that the country has many advantages, including strong infrastructure, The existence of restrictions on foreign currency transfers, in addition to linking the Iraqi dinar to the US dollar.
Badr, whose institution is a World Bank Group's private arm, is working with the private sector that Iraq remains one of the countries with the greatest return on investment in the world.
"I do not think that anywhere in the world there are such opportunities for investment," he said. "Our investments in Iraq of $ 1.2 billion are not worthless investment." He added that his organization will invest $ 250 million in the Iraqi telecommunications sector during the coming period.
Iraq, OPEC's second largest oil producer, has already intensified its calls for investors around the world. In particular, he intends to rely on his oil reserves, which have not yet been fully exploited.
During the World Economic Forum in Davos last month, Iraqi Prime Minister Haidar al-Abadi said the massive reconstruction project would cost $ 100 billion, half of the country's gross domestic product. "This is a huge amount of money, and we know very well that we can not fund it with our budget," which was affected by lower crude oil prices and long war.
Peter Hawkins, a UNICEF representative for the United Nations Children's Fund in Iraq, said the task was enormous. "If everyone concentrates on Mosul, the second largest city in the country and the capital of the caliphate whose historical heart has become a hill of ruins," he added, "we should not forget that other provinces such as Anbar, Diyala and Salahaddin also suffered from wars.
"Housing is the main element because 19 percent of the total destruction of the country has taken place in this sector," said Irfan Ali, director of the United Nations Housing Program in Iraq. More than 2.6 million people are still displaced.
More than 26,000 homes, including more than 17,000 in Mosul, have been destroyed or severely damaged, according to the United Nations Operational Program on Applied Satellite Research (UNOSAT).
Hawkins pointed out that at a time of war in the north, the south of the country has large cuts in the budget, saying, "There are some schools receive students for two or three times" per day. In order to build, rehabilitate and stimulate "economic growth and services," according to Hawkins, the private sector should be attracted to give Iraqis, who live for about a quarter of them on less than $ 2 a day, access to "health, education, social security and water resources."
He added that Kuwait and the World Bank had made pledges to reassure the private sector, which is wary of investing in the country ranked tenth in the global corruption list, that a "reconstruction data platform was put in place to ensure transparency and accountability."
He also said priority in the Kuwait conference will be «to develop plans and analyzes and find solutions» so that the country «to rebuild its services and way of life». "It is very vital to keep Iraq at the top of the agenda of the international community. Then comes the financial side ».
He stressed that "investment in services, including education, will benefit the country today in an amazing way, while not doing so would be tragic ... because the biggest danger is" the lost generation that can not contribute to the economy or security in Iraq, when Becomes adult. "

Canada ice dancers looked great! Just won the old I believe. Although I really enjoyed our brother sister team from the US!

You could be right good good time to roll out RV while people are focused on Olympics

Iraq will seek this week to raise billions of dollars from governments and private investors to fund reconstruction in areas of the country devastated by the war against ISIL.

A three-day international donor conference opens in Kuwait on Monday with representation from 70 countries and thousands of international companies who will be presented with opportunities in the rebuilding of Iraq’s crumbling infrastructure and war-torn cities. And with western powers suffering from donor fatigue after years of turmoil in the region, hopes are resting on Gulf Arab states to step forward for Iraq.

Prime Minister Haider Al Abadi says his country needs up to $100 billion for projects to rehabilitate the country after three years of brutal fighting.

“It’s a huge amount of money. We know we cannot provide it through our own budget,” Mr Al Abadi said during the World Economic Conference in Davos last month. “That’s why we are resorting to investment.”

According to reconstruction plans presented at Davos, Iraq is seeking to “reconstruct the country’s physical structure, build up capacity in order to protect society against extremists, and to maintain an effective economic cycle”.

Iraqi officials said rebuilding and developing hospitals, schools, homes, roads and telecommunications was the key to providing jobs, returning hundreds of thousands of displaced people to their homes and ending several decades of political and sectarian violence.

In Mosul, one the hardest hit areas during the war, nearly 40,000 homes need to be rebuilt or repaired before millions of residents displaced by the fighting can return, according to the UN.

The Iraq government is expected to showcase 157 reconstruction projects at the three-day conference, which is supported by the World Bank and United Nations.

International organisations are expected to announce their plans on the first day, while attending donor countries are expected to make their pledges on the third.

The World Bank has already said it would launch a US$300 million (Dh1.1 billion) project to improve the living conditions of more than 1.5 million poor families in Iraq.

Nussaibah Younis, associate fellow at the British think thank Chatham House, said traditional donors such as the US and European states were unlikely to shoulder the burden of reconstruction.

“They feel fatigued by the ongoing financial demands of the Iraq-Syria crisis, and with Iraq in particular they feel they have paid for reconstruction before and are not about to pay for it again,” she told The National.

US officials have already indicated that Washington is not planning to announce any further contributions at the conference and will instead encourage investment from the private sector and Gulf Arab allies.

The US said last month that it would give $150mthis year for restoring basic utilities in Iraq and providing grants to small businesses, taking Washington’s contributions social projects since 2015 to $265.3m dollars.

Ms Nussaibah said it was "encouraging" that "Gulf states look set to make substantial contributions at the conference, after years of intensive US diplomacy seeking to persuade the Gulf to engage more positively in Iraq".

US officials are counting on Saudi Arabia in particular to invest in Iraq’s private sector, which is seen as a means to counter Iranian influence in Iraq.

The Iraqi government set up a reconstruction fund in 2015 to oversee efforts to restore areas affected by terrorism so that people who had fled could return.

Anbar was where this project launched — we currently have 52 strategic projects there which we are hoping to complete within the next two months,” the president of the fund, Mustafa Al Hiti, said.

Iraq reopened to foreign investment after the US-led invasion that toppled dictator Saddam Hussein in 2003, but the majority of the billions invested went to increasing its oil and gas production.
