Kuwait is considering transferring Iraqi compensation to joint projects and investments between the two countries.
Deputy Prime Minister and Foreign Minister Sheikh Sabah Al-Khalid told the newspaper “Al-Rai” that “the meetings between the Kuwaiti and Iraqi sides on the issue of compensation settlement is still ongoing,” pointing out that “these meetings looking at the possibility of collecting these compensation or transfer of projects and joint investments between Two countries. ”
The reports that the possibility of announcing Kuwait during the International Conference on Iraq Reconstruction, scheduled to be held between February 12 and 14, on the settlement of Kuwaiti compensation assessed on the Republic of Iraq by converting them into investment projects.
“Kuwait expects at least 1,000 companies and businessmen to participate in the Kuwait International Conference for the Reconstruction of Iraq,” said Deputy Foreign Minister Khalid Al Jarallah. “There is a wide participation of businessmen, companies and governments in this conference. The conference will be held with the participation of a number of donor countries and international and regional organizations, and will be headed by five parties – Kuwait, Iraq, the European Union, the United Nations and the World Bank.

"There are nine countries demanding guarantees from Iraq for their participation in the donor conference," the New Arab newspaper reported Thursday. "More than 32 countries have not yet agreed to attend.

The newspaper quoted an Iraqi minister as saying that "there is hesitation among a large number of Western countries to agree to participate in the conference of donors to Iraq in Kuwait, including members of the military alliance against a Washington-led organization," noting that "80 countries were invited Official, and there are more than 32 countries, including several important countries and known for their contributions to such large conferences, did not inform us of their consent to attend so far.

"Nine of them have demanded guarantees regarding the country's civic identity and the prevention of marginalization and exclusion," the minister said, adding that "we heard this from officials in several countries on the sidelines of the Davos conference."

On 13th February 2018, and within series of events of the Kuwait International Conference of Iraq Reconstruction and Development, Kuwait Chamber of Commerce & Industry (KCCI) will organize jointly with the National Investment Commission of the Republic of Iraq, the World Bank (WB) and the Kuwait Fund for Arab Economic Development (KFAED) a conference entitled Invest in Iraq which will be attended by investors from all over the world. Iraq shall present the feasibility studies and licenses for 60 key investment projects with total amount exceeds $ 85 billion. The WB will support such projects by offering guarantees, compensation of first loss, and markets exploration. This conference would be the first of its kind to be supported by the WB and targeting investments

Nine countries have demanded guarantees from Iraq for participating in a donors’ conference, which will be held in Kuwait soon, press sources said Saturday.
Al-Hayat newspaper quoted leaks as saying that “nine countries demanded Iraq guarantees for their participation in the donor conference.”
“There is reluctance among quite a few Western countries to agree to participate in the conference, including members of the military alliance against a Washington-led advocacy organization,” an Iraqi official said.
“Official invitations have been sent to 80 countries, but more than 32 of them, including important countries and known for their significant contributions to such conferences, have not yet informed us of their agreement to attend so far,” he said.
Kuwait officially announced it was hosted by the International Conference for the Reconstruction of Iraq on 12 February, while the European Union mission supported Baghdad as part of a long-term strategy.
The conference will be attended by 70 countries, in addition to international organizations including the World Bank. The first day will be devoted to the presentation of investment opportunities in Iraq, while the other days will be allocated to collect $ 100 billion for the reconstruction of liberated cities.

Iraq will present at the Kuwait International Conference, which will be held on February 12-14, the construction of highways, rehabilitation and development of existing roads, in addition to the construction of secondary roads," the agency said in a statement received by Alsumaria News 

It added that "the initial estimated cost of construction of highways estimated at 3 million dollars per km length, while the initial cost estimate to rehabilitate the current roads about one third of the cost of construction and a million dollars per km length," indicating that "the cost estimate to add corridors number 2 in each One side of the road is $ 2 million per km in length. I sent in my check for $8.13. After all, I'm invested too. But I don't see the 'tourism' industry so high on the list of 'needs' like the one article proclaims. ISIS is still attacking. There are still weekly bombings. Thousands of IDPs living in tents, water shortages, no jobs, and most of the country living on government handouts. Doing a quick read I can see some people have some concerns here.  I think this is a good thing and with the WB running the show you will have no Iraqi corruption, a sense of urgency about doing business, and confidence from the global business community. Bottom line all good for us.

Iraq is implementing the strategy of developing the private sector

The Undersecretary of the Ministry said that the issue is mainly related to the private sector in order to absorb the bulk of the expected unemployment as a result of the cessation of employment opportunities provided by the state to the public sector, and this is an important part because it is reflected in many categories too. Graduates annually more than 200 thousand graduates in colleges and institutes, Stressing that we must find them a place in the labor market with the need to be partners in development and beneficiaries or winners from every framework of economic development experienced by the country.

(Baghdad: Al-Furat News) Economist Bassim Jameel Antoine said that the adoption of the financial budget for 2018 gives a positive message to the conference of donors and investors in Kuwait.

"The political forces must be aware of their responsibilities and go face to face with clear resolutions that will give accurate figures to the image of the destruction that has been inflicted on Iraq by an invasion that calls for its terrorists to defend the whole world." 
"The donor conference in Kuwait did not come from a vacuum. We have provided blood and damage to the infrastructure for three years. We must go to the conference with an economic speech with figures showing the need of Iraq for these funds," he said. 
"The political forces and members of parliament must be aware that they represent the interests of the people and must issue an economic budget, not political, and give priority to the private sector," he said,
On the demands of oil-producing provinces, Antoine explained, "The budget is a technical economic issue and the concerned committees have an understanding of all figures and the claimants should not stand in the position of Mu'and. The country is in a big crisis."
