BAGHDAD — The International Monetary Fund has urged the Iraqi central government to review its proposed bill of 2018 budget and increase the share of the Kurdistan Regional Government (KRG), said a Kurdish lawmaker.

MP Ahmed Rashid, a member of Iraqi Parliamentary Committee for Financial Affairs, told BasNews that Prime Minister Haider al-Abadi is now under pressure to reconsider his decision of slashing KRG’s share from the federal budget.

Rashid believes that Baghdad will be obliged to once again increase Erbil’s budget if the international pressure continues.

According to Iraqi constitution, the KRG receives 17% of Iraq’s annual budget and it should be granted with and equal proportion of all government and military positions.

However, Abadi’s cabinet sent a draft of law for Iraq’s 2018 budget in which KRG’s share has been decreased to 12.67%.

Kurdish factions at the Iraqi parliament have warned that they will boycott the parliamentary sessions if Erbil’s share is not increased again.

Hmmmmm................................delay on the budget until February 2018 because of large differences and objections by the political blocs. Although nothing new here and there are issues with the Kurdistan region percentage of the budget and the budget deficit appears to be too high per Salim al-Jabouri, February 2018 is two months out and A LOT could happen before then like ISIS controlled areas being fully retaken (celebration scheduled for this Saturday) and needed legislation like Article 140 implementation and the HCL needs to be passed. National Reconciliation needs to be applied. Lots of people need to be returned to their homes. Corruption needs to be removed, for the most part, with the miscreants being removed from office and moved to their lawful place (the goof ball Ali al-Alaaq, too). This may be an indirect clue to timing for IQD value adjustments. The budget may (I say may) need to be based on the actual monetary (IQD) value to prevent disruptions in the administration of the budget to include Iraqi Governorate budget allocations. Otherwise, there may be major and disruptive squabbling about budgeted monies to meet governorate financial obligations if the budget is approved before the IQD value adjustment. I dunno. Just thinking out loud here.

Iraq, December 6, 2017 

The International Monetary Fund has urged the Iraqi central government to review its proposed bill of 2018 budget and increase the share of the Kurdistan Regional Government (KRG), said a Kurdish lawmaker.

MP Ahmed Rashid, a member of Iraqi Parliamentary Committee for Financial Affairs, told BasNews that Prime Minister Haider al-Abadi is now under pressure to reconsider his decision of slashing KRG’s share from the federal budget.

Rashid believes that Baghdad will be obliged to once again increase Erbil’s budget if the international pressure continues.

I agree! I think things are moving forward. I am really interested to see what the rest of the year holds after ISIS controlled areas are fully taken in Iraq. Syria is cleaning up nicely, too. Looks like a handful of smaller settlements near the rivers appear to need to be cleared and then some larger desert areas in Syria. Looks like the land area controlled by ISIS in Syria is noticeably less than in Iraq. So, potentially, Syria could be declared free of ISIS controlled areas, too, about the same time as Iraq. With Iraq and Syria fully retaken from ISIS, potential ISIS threats are greatly reduced in the area. The good news, too, is clean up of ISIS sleeper cells in Iraq appears to be continuously underway. I suspect the same will (maybe has been) occur in Syria. All this to say the future Major International Credit Agency rating upgrade may be an imminent precursor to international and foreign investment!

A member of the Committee Rahim Darraji, in a press statement obtained by "Economy News" a copy of it on Thursday, "The justification for delayed arrival of the budget to the House of Representatives back to the conditions of the International Monetary Fund, which may put the Prime Minister in a critical predicament if revealed, Noting that "the government tried to find exits with which the budget does not generate shock to the people."

He added that "there are no real obstacles to pass the budget in the House of Representatives, either objections to the blocks that preceded the discussion of the draft budget law in parliamentary sessions, they are not new demands," noting that "Parliament will approve the budget law in less than one month after discussion."

The House of Representatives ended its consultative session earlier this week to discuss the federal budget 2018, while the Presidency decided to refer the draft budget to the parliamentary finance committee to prepare a final version and presented in another extraordinary session.

A member of the Committee Rahim Darraji, in a press statement briefed the news agency on the news on a copy of it, "The justifications of delayed arrival of the budget to the House of Representatives back to the conditions of the International Monetary Fund, which may put the Prime Minister in a critical predicament if revealed," adding that " I tried to find exits with which to balance do not generate shock to the people. "

He added that "there are no real obstacles to pass the budget in the House of Representatives, either objections to the blocks that preceded the discussion of the draft budget law in parliamentary sessions, they are not new demands," noting that "the Parliament will approve the budget law in less than one month after discussion." I'm thinking they are at the point now where the CBI can no longer hide the plan about the Dinar getting ready to RV. Their cutting salaries which no one likes but once they hear the Dinar will rise in value to offset the salary cut...everything's OK. The IMF has strongly suggested to Abadi to raise the Kurds share up from the 12 percent (which he will) that's in the budget now. The Kurds according to some articles have turned over ALL the entry points in Kurdistan (which Abadi wanted) so now Abadi will raise the percentage in the budget (which they want) an everybody is happy. there are no real obstacles to pass the budget

 

This is the reason they know that the committee is drawing up the final version of the budget an Jubouri will call another special session in about a week or two to read it and vote on it.This version is what everybody wants so there's nothing to disagree about. Thus it will be passed by the end of the month an come January 1st the new monetary plan will be implemented....Simple

Considered a member of the Finance Committee parliamentary Jabbar Abadi, on Saturday, send a bill to budget in 2018 to the Finance Committee 'unconstitutional', revealing the existence of a political agreement not to pass the budget.

 
"Referring the budget to the Finance Committee and negotiating with the government is illegal and unconstitutional, and the Finance Committee is unconvinced," Abbadi said in a press statement.

 
"The Finance Committee is not interested in negotiating with the government," he said.


"The negotiations can not be held between the Finance Committee and the government, and should have been negotiated between the heads of blocs and the government of the existence of the Presidency of Parliament," noting that 'the budget is still not subject to discussion within the Finance Committee, but there are some personal comments by members of the Committee on Revenue, expenditure and others'.


Abadi stressed that 'the meeting of the government with the Finance Committee is supposed to be after the budget takes the right context, but now can not be asked to meet with the government because there is no real desire of the blocks to pass the budget'.


He pointed out that 'there is a political decision of some not to pass', stressing that 'there is no use to hold the meeting with Abadi'.
