The coalition of Iraqi forces, on Saturday, refused to attend the session of the parliament, which discusses the public budget because of the lack of provisions for displaced persons and compensation areas affected by military operations against the organization is calling. 

The coalition MP, Nasr al-Jubouri, said that the coalition will boycott the parliamentary session scheduled today, which includes discussion of the budget in 2018 until the approval of the Council of Ministers on the demands made by the coalition on the dues of the displaced, and compensation of areas affected by the war against the organization. 

Jubouri added that 'the coalition submitted objections to the Prime Minister on the demands of the provincial deputies affected, which was the inclusion of major projects in areas that witnessed military operations, as well as the allocation of ration card amounts and for three years to residents of areas under the control of the organization Daadash.

"The coalition also calls for the launch of appointments in those areas after a halt for three years, while appointments were continuing to the rest of the Iraqi provinces during the period of the control of the Dahesh on the province of Nineveh and parts of Salah al-Din and Anbar. 

The head of the coalition of forces in parliament, Salah al-Jubouri, said in a statement, recently, that the document submitted to the Council of Ministers contains eleven detailed points in which the block's objection to the budget law for several reasons, including the absence of interest-free loans to residents of the areas under the control of Dahesh and others .

The Alliance of Forces recorded its objection to a number of paragraphs of the federal budget for 2018.

According to documents obtained by Mawazin News, "the objections include the absence of the budget from talking about interest-free loans to the residents of the liberated areas, which have been under the control of an advocate, enabling the residents of those areas to build their homes."

The documents added that "there is no budget in the budget for employees (salaries of savings) that have not been paid for three years," as the Alliance of forces recorded his objection to several points in the budget, including free of appointments to the permanent owners, and the working mechanism of the Fund for the reconstruction of regions Edited ".

The Research Department of the Budget Department of the House of Representatives announced the executive summary of the budget of Iraq since the year (2005-2016). 

The Department said in a statement received 'news agency', a copy of it 'The central government has made payments from the federal budget to the Kurdistan Region for the period (2005 - 2016) about (89,130,601) million dinars, (eighty-nine trillion and one hundred and thirty billion and six hundred and one Million dinars). 

The statement added that the total revenues received from the region and registered with the Federal Ministry of Finance for the period (2005-2016) amounted to (2,273,430) million dinars (two trillion two hundred and seventy-three billion and four hundred million dinars).

He pointed out that this is the net amount paid by the federal government after excluding the revenues registered with the Federal Ministry of Finance for the Kurdistan Region (86,857,171) million dinars, (sixty-six trillion and one hundred and seventy-seven billion and one hundred and seventy-one million dinars), that is, the amount of funding is greater than revenues. 

The statement said that the total imports of crude oil exported by the Kurdistan Region (without notice to the federal government) and outside the federal budget for the period (2014-2016) amounted to (21,217,520) million dinars, (twenty one trillion and two hundred and seventeen billion and five hundred and twenty million dinars).

The statement added that the net amounts paid by the central government to the Kurdistan Region after excluding the revenues of the region registered with the Federal Ministry of Finance from (2005 - 2016) will be the amount of approximately (108,074,691) million dinars, (one hundred and eight trillion seven hundred and six billion six hundred and one Ninety million dinars).

Deputy Speaker of the Parliament MP for the Kurdish Change Movement, Aram Sheikh Mohammed, on Saturday, he believes that the Kurdistan region will be forced in the end to agree to reduce its share of the federal budget for the year 2018 for a strong reason, while pointed out that the Kurdish MPs will attend the sessions of discussion and vote on them. 

Sheikh Mohammed said in a statement that 'the next budget approved the share of Kurdistan from the general budget, including the share of Peshmerga forces,' but hinted that, although the budgets of previous years passed from the House of Representatives in the absence of Kurdish blocs, and that the Kurdish side did not adhere to those budgets in the past , It is different this year, because the Kurds are forced to accept what came in the budget for next year '. 

He attributed the reason for this acceptance to the 'current resources are not enough to meet the needs of the region of funds because of the closure of border crossings and the decline of oil resources'.

The House of Representatives concludes in an extraordinary session read the amendment of the law of elections of the House of Representatives

At the beginning of the session, President al-Jubouri thanked the ladies and gentlemen of the deputies for attending the extraordinary session, which demonstrates their sense of responsibility in passing some important laws, including the law of the elections of the Council of Representatives and provincial council elections. He pointed out that the representatives of Kirkuk in the House of Representatives will hold a meeting to resolve points of disagreement on what concerns the elections, The Electoral Commission is waiting to be resolved.
On the draft federal budget law for the fiscal year 2018, the President of the House of Representatives on the arrival of the draft budget law to the Council last Wednesday evening and was referred to the Legal Committee for study and receipt of observations regarding it will also be held a series of meetings between the parliamentary blocs and the Executive Authority to discuss some paragraphs, Noting the possibility of holding an extraordinary session in accordance with the contexts followed to present the draft budget law. 
The Council ended the reading of a report and discussion of the proposed amendment to the law of elections of the Iraqi Council of Representatives No. (45) for the year 2013 and submitted by the Legal Committee. 
In the interventions of Ladies and Gentlemen MPs MP Riyad Gharib stressed the importance of not less than 30 years of candidacy candidate at the time of nomination with the mandatory candidates of the special class to submit their resignations before 3 months of the elections.
MP Adnan al-Janabi called for the formation of lists of cross-sectarian, ethnic and ethnic, proposing to make Iraq a single constituency.

A member of the Finance Committee of the Iraqi Council of Representatives, said Saturday that the members of the Committee are working on the preparation of a report containing comprehensive observations on the budget bill next year 2018.

"The members of the committee are currently preparing observations on the draft budget for 2018," Sarhan Hassan told Xinhua News Agency. "These observations will be brought together in a comprehensive report for discussion in parliament."

Hassan said that "the draft budget will be discussed in all respects before being put before the parliament to vote."

The total value of the budget next year approved by the Council of Ministers last month, 108 trillions and 113 million dinars (about 91 billion dollars), while the volume of revenue 85 trillion dinars (72 billion dollars) and the deficit 22 trillion dinars (about 19 billion dollars).

The draft draft budget approved the export rate of oil of 3 million 800 barrels per day, including 250 thousand barrels of oil in the Kurdistan Region, and 300 thousand barrels of Kirkuk oil province.

OK, so 250,000 + 300,000 = 550,000 barrels per day of crude oil. I am trying to figure out if this is an old article or what. The Kurdistan region's percentage was not listed here. I am also unsure why 300,000 barrels per day of Kirkuk oil is included here inferring Kirkuk oil is somehow under the Kurdistan region's autonomy.

 

The earlier percentage ratio in the budget of 12.67%/17% x 550,000 barrels per day = nominal 410,000 barrels (160,000 barrels per day that seem to need to be added to the 250,000) per day from the Kurdistan's three governorates (without Kirkuk) so I am wondering how Article 140 could be implied here except that Kirkuk is divided up into two governorates where one goes to the Kurdistan region and the other to Baghdad. Without some agreement on the handling of Article 140, I am wondering how the budgeted "550,000 barrels per day of crude oil to Baghdad from the Kurdistan region governorates" and the budgeted percentage to the Kurdistan governorates (12.67% vs. 17%) applies without some Article 140 agreement on Kirkuk with possible division of the governorate land and/or the crude oil reserves with crude oil production.

 

Companion news with nominally 200 corruption files (people) in the Kurdistan governorates would seem to accelerate whatever is going to happen to provide the necessary short to long term Security and Stability with these 2018 budget (and beyond) and Article 140 issues.

MP from the coalition of state law Kazim Sayadi, Saturday, a signed request of 50 deputies to the Presidency of the Parliament to include a paragraph in the law of elections of the House of Representatives prevents dual nationals from running for the elections of the House of Representatives . 

The four-page document includes the signatures of the deputies participating in the signing campaign, from the Office of the MP for the coalition of state law Kazim Sayadi, demanding the Speaker of the House of Representatives, Salim Jubouri, to approve the inclusion of a paragraph in the law of elections of the House of Representatives prevents dual nationals from running for membership of the House of Representatives .

 

It is noteworthy that the House of Representatives has held, earlier in the Saturday, its special session scheduled under the chairmanship of the President of the Council Salim al-Jubouri and the presence of 167 deputies .

A parliamentary source told Mawazine News that "the Council held this afternoon, a dialogue session in which discussed the general budget for 2018."

The House of Representatives raised the general budget for 2018 yesterday, from its agenda after the objection of some political blocs

, said a parliamentary source, Sunday, that the House of Representatives held its extraordinary and began discussing the financial budget law for 2018. 

The source said in an interview with Alsumaria's News, "The House of Representatives held shortly before, an extraordinary session." 

The source, who asked not to be named, that "the parliament began to discuss the financial budget law for 2018." 

It is noteworthy that the House of Representatives held, on Saturday, an extraordinary session was scheduled to witness the first reading of the draft budget budget, but the meeting rose to today without reading the draft law.

The Speaker of the House of Representatives: The draft budget shall be referred to the Financial Committee. The Committee shall collect all the observations and shall be authorized by the Presidency to reach an agreement with the Government to introduce amendments to the budget and prepare a final version.

(Baghdad: Al-Furat News) Speaker of the House of Representatives, Salim al-Jubouri, the referral of the draft financial budget for the year 2018, to the parliamentary Finance Committee.
