Baghdad News -

The Financial Advisor to the Prime Minister announced the appearance of Mohammed Saleh on Sunday that three elements sought by the IMF to strengthen the budget of Iraq 2018, while stressing that most of Iraq's debts are internal.

Saleh said in a press statement that 'the IMF seeks the so-called financial strengthening of three elements of the budget in 2018, which is reducing unnecessary expenses and maximize non-oil revenues and reduce the accumulation of debt'.

He added that the
three elements are difficult to achieve and therefore the budget must be installed levels of revenue and expenditure on these three principles, noting that sometimes take the budget adjustment to improve oil prices in light of the work of Shi mitigation is not true because there is a deficit in the structural budget because of the dominance of oil resources And debt on all expenses and therefore if there is additional revenue in the budget goes to repay debts as a burden and gives space for future borrowing for issues to put the best '.

Saleh pointed out that 'borrowing has become a circumstance of terrorism and its purpose is to defeat a supporter, but we need to borrow for development purposes and therefore we should provide a space in the so-called financial space, which is borrowing according to the international financial ratios that do not exceed 60% of the gross domestic product, That debt should be extinguished as much as possible while at the same time borrowing is specific to specific projects that promote employment and compensation of value added and raise rates of growth rates in GDP.

"The debt of Iraq is mostly internal to the banks of the government and the Ministry of Finance, revealing the existence of a mechanism to be implemented in the future if paid to go to the fund to be returned to the market and the private sector and become a recovery and imports become development.

IMO, our only hope is the IMF and the World Bank. They are the ones who have the hammer heavy enough to force Iraq to do what is necessary to achieve economic and political security in order for the CBI to pull the trigger on the revalue.  Timeline? Have no idea and I don’t believe anyone does, just hope it is not too long in the future 😊

Parliment seems hell bent on arguing about the budget. Odd thing is the way that willow tree hasn’t bent at all over the 12% to the Kurds. 17% was the magic number, and has been for years and years..... up until now. For the life of me, I don’t get it....

You can damn well expect these yahoos to honestly believe that the budget will get passed with 12% allowed for the Kurds. Parliment just absolutely adores banging their heads against the wall over and over and over and over. What is the point of this insanity????

Close to Abadi reveals the intention of the government to work with the budget "without a parliamentary approval"

A deputy who knows the media close to the Prime Minister Haider Abadi, Monday, the impossibility of passing the budget in 2018 in parliament because of objections and observations of the political blocs, revealing the intention of the government to work in the budget without the adoption, similar to what happened in 2014.

The deputy Jassim Mohammed Jaafar said in a statement to the "Information", "The Kurdistan Alliance blocks do not accept the allocation of 12 trillion dinars to the Kurdistan region, while the Union of forces opposed the allocation of 10 trillion dinars liberated areas and demanding about 20 trillion while the National Alliance refuses to reduce budgets of oil-producing provinces Means that most blocs are not approved on the budget and can not be passed at all, especially with the near elections. "

Jaafar added that "the government can not provide any additional amounts on the budget to meet the demands of the blocks on the provinces because of the deteriorating economic situation in the country four years ago after the decline in oil prices globally."

He added that "the budget deficit is too large and can not add another deficit on them depending on external and internal loans, as the government did previously." He pointed out that "the government is determined to work in the budget without passing in parliament in the event of continued refusal of the political blocs to vote on the law."

Maybe Parliament can catch up . . . at some point, perhaps. Meanwhile, Iraq is poised for Great Things, while Parliamentarian Children Bicker and Play with Needles & Pins :jester:

When it is all said and done, I would have to agree with Guru Mike below. That gubenor over the CBI just doesn't seem to have the look of an actual shaker and mover, some one that could actually hit that RV button. He is always pictured just sitting their looking pretty while smiling for the camera. He rarely ever has that "GAME FACE" look. It's time to call Shabs up and ask him if he wants the honors to be the guy that finally made an "awe" defining moment in Iraq's history!

12-11-2017   Newshound Guru mike  Article:  "The document: a political entity address the Prime Minister officially .. and demanding the dismissal of the Governor of the Central Bank"   My mind drifts back to Dr. Shabibi, now there was a guy who didn't take orders from the GOI and did what was best for Iraq's monetary policy. He was independent and educated in oil based economies. Keywords is none of those things and so far, we're stuck in a rut. I have no confidence in this guy anymore and if he can't get it done, I'd rather start with a new Governor than sit, wait and hope that Keywords will finally move the ball past the goal line. I just don't think he'll do it.

Parliamentary Finance: Budget deficit decreased to 13 trillion dinars after it was 27 trillion

 Range / Nour Ali

The Finance Committee announced a significant decline in the deficit of the budget of 2018 General, where it constituted 27 trillion dinars of the total size of 108 trillion dinars, to become today 13 trillion dinars, because of the recommendations of the International Monetary Fund, which put Iraq in the right way in the management of state funds And the pressure of government expenditures, she said, with the increase in oil prices than expected, while an economist believes that the reasons for the decline is the growing sources of financial revenues in the budget, in addition to the optimization of non-oil resources.

It is worth mentioning that the financial stability in Iraq and the elimination of the budget deficit is not limited to reducing spending wasted, but also depends on increasing non-oil revenues even as oil prices are modest, and as long as the security situation continues to improve, Iraq has a good chance to attract Traders and investors much needed to meet reconstruction needs over the next two years.
According to a member of the parliamentary finance committee, Ahmed Kanani said in an interview for (the extent) that the current deficit in the budget is estimated at "13 trillion after it was 27 trillion dinars, as there are no new deductions in the salaries of employees and retirees this year and keep them as they were before, Noting that the low proportion of the deficit in the budget of 2018, came because of the conditions of the International Monetary Fund, which put Iraq in the right way to manage state funds, not to mention the pressure of government expenditures, which is clear to all institutions and ministries to reduce the proportion of excess surpluses need, including reducing dividends, He added: On the other hand, The austerity measures taken by Prime Minister Haider al-Abadi led to convincing results.
Kanani believes that if the budget was better checked by the Council of Ministers, as is currently the case in the House of Representatives, we may have now a surplus of up to 8 trillion dinars, saying by saying: The budget was built on the basis of the price of selling oil 46 But today the price of the barrel exceeded $ 63, so the budget had to be built on the basis of the sale price of $ 50 a barrel at a minimum, and here the difference has reached the limit of $ 4 per barrel, which will provide the budget of about 7 trillion.
Kanani stressed: the need to have a real collection, whether in ports or border ports and electricity and other facilities that can provide the state treasury with huge funds, therefore, if we do this procedure, we will have a surplus in the budget for this year, on the other hand, the presence of Changes and transfers in some government institutions that do not need to spend large amounts and cancel or reduce, certainly will not suffer from any financial deficit for this year.
The reasons for the decline in the deficit of the budget of 2018, is the difference between the estimated financial revenues and operational and investment expenses, in addition to maximizing non-oil resources, and the change in oil prices, as experts believe, at the time emphasizes expert on economic affairs, (Range) that the budget that the parliamentary Finance Committee, along with the so-called corrective budget, which shows the amount of deviation that occurs in the budget, especially in relation to the proportion of the deficit.
The deficit for this year in the general budget is much lower than in the previous year. The reasons for this decrease are the difference between the revenues and operating and investment expenses and the growing sources of revenues in the budget. The budget for 2018 is different from last year's budget, "The difference between the price of oil approved by the budget on the basis of $ 43 per barrel, and the price of a barrel of oil at the moment, which reached $ 63 a barrel, This difference in prices has provided sucking New financial assets managed to reduce the deficit).
The current deductions from salaries of employees and retirees have no legal basis and should therefore be eliminated in the 2018 budget, because these deductions were exclusively for military expenditures and public mobilization salaries, which means that the justifications on which these deductions were based Has disappeared completely and must also be canceled, but it seems to remain for other reasons as we heard from the World Bank, in accordance with the new additional conditions placed on Iraq.
