The Parliamentary Finance Committee announced on Thursday that the interest rates specified in Iraq’s foreign loans from 1-3%, indicating that the annual repayment ratio of all old and new loans ranging between 7 – 8 trillion dinars annually.
“Iraq agreed with the donor countries that the interest rates should not exceed 1-3 percent, including the Japanese, German and American loans,” said Hossam al-Aqabi, a member of the committee. “Most loans have been used for ongoing investment projects,” he said.
The statement added that “Iraq will pay the old and new loans between 7 – 8 trillion dinars annually.”

Mubasher : Iraq received loans worth 2.85 billion dollars (3.47 trillion dinars) from international banks to complete the projects of ministries and provinces, within the budget of 2018, according to (Iraqi News Agency).

The loan was granted by the Japan Bank for International Cooperation (BOJ) to 80 million dollars for projects of the Ministry of Electricity and JICA for  858 million dollars for eight different ministries , an unnamed source said .

He added that the German Development Bank also granted Iraq a loan of 152 million dollars for the reconstruction of areas liberated from terrorism , and an Italian loan of 78 million dollars for projects of ministries of water resources, agriculture and trade.

The source added that the loan of the Defense Cooperation Agency of the US Department of Defense amounted to 706 million dollars, allocated to finance the needs of the Iraqi Ministry of Defense, while the value of the World Bank loan 251 million dollars, aimed at completing projects of various ministries in the capital and the Kurdistan region.

He explained that the Bank of British exports granted Iraq about 720 million dollars, directed to water projects, drainage, electricity and power transmission.

He pointed out that Iraq received 120 million dollars loans from foreign banks for the year 2018 Swedish guarantees to complete the Ministry of Electricity project , as well as 160 million dollars of electricity loan from the German Guarantees Corporation.

The Finance Committee of the Parliamentary Parliament of Iraq, the end of last November, that Iraq agreed with the donor countries for foreign loans to determine the rates of interest ranging between 1 - 3 %, indicating that the value of the annual repayment of all old and new loans ranging from 7 to 8 trillion dinars (about 5.87 ($ 6.71 billion) a year .

Last September, parliamentary MP and member of the Committee on Economy and Investment in the Iraqi parliament Najeeb Najib, said that the loans obtained by the government passed in a non-transparent manner , and was not allowed to see the parliament.

ERBIL — Iraqi government has authorized the finance minister to borrow from international banks $80 million for the purchase of arms for the Popular Mobilization Forces (PMF) in 2018.

A source from the Parliamentary Finance Committee told Al Maalomah website on Sunday that the Iraqi government has allocated $80 million for weapons for Hashd al-Shaabi (PMF) and the same amount for the anti-terrorism service.

"The budget bill of 2018 sent to parliament by the government authorizes the minister of finance after the approval of the Council of Ministers to borrow from international banks the amount of 906 million dollars for the purchase of weapons and equipment for Hashd al-Shaabi, the counter-terrorism forces and the ministries of defense and interior,” according to Al Maalomah.

Among these funds, $80 million is for PMF, $80 million for the Counterterrorism Service, $146 million for the Ministry of Interior and 600 for the Ministry of Defense, the source explained.

Hashd al-Shaabi have been receiving Iraqi government’s support while the Peshmerga forces who are part of Iraq’s defense system and have been heroically fighting the Islamic State (IS) over the past three years, the government in Baghdad has been withholding their share from the budget and international loans.

They'll keep borrowing $$$$$ for as long as they can get away with. Hurry up and get it done ? Why bother . . . When we can borrow, borrow, borrow & borrow still.

 

with conflicting news articles daily, it's very difficult to ascertain whether or not these monkeys will pull the trigger for " 2018 year of Reconstruction " or just keep their hand out begging for more $$$$$; waiting instead for the RV to trigger in 2019.

It is going take trillions of $$$$$ to reconstruct Iraq, plus it always easier to open lines of credit with the world when developing. Be patient :rocking-chair:

"

He added that "there is a confirmation in the financial budget law on the commitment of ministries to collect their revenues concerned some fees and services as well as revenues obtained by the non-oil revenues, which are collected through taxes and customs."

The World Bank's annual report said earlier that the outlook for the business environment in Iraq next year has made progress in the environment indicators for most sectors, despite the decline in Iraq's ranking slightly in the field of tax collection.

The report, published earlier, showed that there has been a significant improvement in Iraq's business environment indicators for most of the World Bank's 2018 sectors or activities. There are promising opportunities for foreign investment and contracting sectors to work in the country's stability and peace economy.

The World Bank confirmed that, during 2016-2017, Iraq had been able to implement fundamental changes in the domestic regulatory framework in two main areas: starting business and obtaining credit.

"Starting business is easier in Iraq by combining multiple registration procedures and reducing the time required to register companies. Business owners no longer have to register their companies independently with the General Authority for Taxes, while the time required to register companies is reduced. Because of the increased resources available in the registry and the improvement of the electronic registration system. "

He noted that the World Bank is committed to supporting the Iraqi government's efforts to implement priority reforms that will enhance the business environment and achieve better growth and opportunities for all Iraqis.

According to analysts, Iraq has improved in six indicators starting in 2017. In the "start of business", the first indicator of the report, which considers the number of procedures, time, cost and minimum capital paid to start a limited liability company rose, which became more attractive to investors At a time when the war is over, and the world sees Iraq's efforts to reform seriously and have an impact on the ground.
