International allies have welcomed the Kurdistan Regional Government’s (KRG) statement of respect for an Iraqi court ruling on the issue of secession and are urging Baghdad to finally come to the table and begin negotiations with Erbil.

“This is an important gesture of readiness to dialogue. Now, the Iraqi government should do its part to respond and start resolving the disputed political questions as soon as possible,” Germany’s foreign ministry stated on Thursday, welcoming the KRG’s move.

An Iraqi Federal Court interpreted Article 1 of the constitution to guarantee Iraqi unity and prohibit the secession of any part of the country. The KRG stated that it respects this ruling as a basis for dialogue.

“If all sides work towards the same goal, and the unity of the country and the constitutional system remains protected, Iraq could possibly overcome the major challenges it has faced,” the German statement added.

Germany’s backing the Kurdish call for dialogue follows on the heels of similar statements from France, the United Kingdom, the United Nations, and the European Union, among others.

The European Union’s foreign affairs office welcomed the KRG’s statement on the court ruling as a “significant step.”

“It should open the way to a comprehensive dialogue between the Government of Iraq and the Kurdistan Regional Government. This is the only manner to resolve all the pending disputes in the interest of a peaceful and prosperous future for all Iraqi citizens,” the EU stated, adding that it is ready to support dialogue, if requested by all parties.

“France welcomes the recognition by the Kurdistan Regional Government of the opinion of the Federal Supreme Court of Iraq of 6 November on the unity of Iraq, as well as the availability of its dialogue,” read a statement from France’s foreign ministry.

Urging Iraqi and Kurdish authorities to engage in dialogue, France reiterated that it supports efforts by the UN representative in Iraq, Jan Kubis.

Kubis was in Erbil on Wednesday, delivering a letter from UN Secretary General Antonio Guterres to Prime Minister Nechirvan Barzani and Deputy Prime Minister Qubad Talabani.

Guterres urged both Erbil and Baghdad to create an environment where “genuine negotiations” can take place.

The UK also welcomed the KRG’s stance on the court ruling, as has the Netherlands, which said it 'should pave the way to start political negotiations.'

The US special representative to the anti-ISIS coalition, Brett McGurk, is currently in Baghdad where he met with Prime Minister Haider al-Abadi and “Affirmed importance of dialogue under the constitution to resolve outstanding issues with KRG,” he stated on Twitter on Thursday.

Kurdish and Iraqi military representatives have met several times to discuss security matters, largely related to control of disputed areas and international borders. No final resolution has yet been reached.

The Kurds have repeatedly called on Baghdad to also engage in political talks and have prepared experts to go to Baghdad to negotiate, including on the matter of the controversial 2018 budget. Baghdad has so far resisted all calls to engage in political dialogue though Abadi did welcome the KRG’s respect for the court ruling.

Kurdistan Region parliamentary leaders met with representatives of diplomatic missions in the Kurdistan Region on Thursday.

“We expressed our words frankly that we are for dialogue and talks between both sides, Erbil and Baghdad, within the framework of the Iraqi constitution and all the Iraqi laws and agreements we signed with the Iraqi government in the past concerning the budget of the Kurdistan Region,” Begard Talabani, parliamentary secretary, told reporters.

If Baghdad fails to sit down and talk, “we… will have the option of withdrawal from the political process of Iraq,” she added, but stressed that they prefer dialogue.

The dispute between Erbil and Baghdad follows from Iraq's rejection of Kurdistan's independence vote and military takeover of disputed areas.

ERBIL — Kirkuk Health Directorate has issued a ruling against its employees who participated in the process of holding the Kurdistan Region’s independence referendum.

 

The directorate has requested all the medical centers and hospitals to provide it with the names of all the employees who partook in the September 25 independence vote.

 

According to an official document obtained by BasNews, the acting health director in Kirkuk, Hussein Ibrahim, has called on all the health institutions in the city to provide them with the names of their employees who participated in the process of holding the referendum.

The decision dated November 16 also requested the names of the employees who were on leave or absent without an official leave on the referendum day.

 

The Iranian-backed Shi’ite militias of Hashd al-Shaabi took over Kirkuk and other disputed territories on October 16 after a secret agreement was reached between some officials of the Patriotic Union of Kurdistan and Qassem Soleimani, Iran’s Quds Force Commander, to hand over the city.

KRG FM Calls for Greater US Involvement for Resolving Erbil-Baghdad Issues
 

 
ERBIL — During his recent meetings with the US officials at the departments of state and defense, the KRG foreign minister called for greater US involvement in settling the disputes between Erbil and Baghdad.

Head of Kurdistan Regional Government (KRG) Department of Foreign Relations Minister Falah Mustafa Bakir and KRG Representative to the United States Bayan Sami Abdul Rahman met with a number of officials at the US State and Defense departments to highlight the need for more US engagement for resolving the pending issues between Erbil and the central government.

Minister Bakir and the KRG envoy to US met with Robert Karem, Assistant Secretary of Defense for International Security Affairs. During the meeting, the KRG foreign minister reiterated KRG’s call for dialogue on the basis of Iraq’s Constitution and called for a joint security mechanism in the disputed territories until Article 140 is implemented.

“The Minister stressed the need for greater U.S. involvement to ensure that ceasefire is enforced and disputes are resolved through dialogue,” KRG’s Department of Foreign Relations (DFR) reported.

Assistant Secretary Karem reaffirmed that the U.S. would continue encouraging Erbil and Baghdad to settle the longstanding differences through negotiation.

At the State Department, the Kurdish officials discussed the status of the ethnic and religious groups and the humanitarian situation in Iraq and Kurdistan with Michael Kozac, Acting Assistant Secretary for Democracy, Human Rights and Labor, and Knox Thames, Special Advisor for Religious Freedom.

“While reiterating KRG’s commitment to religious freedom, peaceful coexistence and caring for the displaced people, the minister highlighted the significant financial challenges facing KRG in sustaining its level of support for the people in need,” DFR said.

Kozac commended KRG’s efforts in protecting religious minorities and sheltering a large number of internally displaced persons (IDPs).  

Furthermore, the Kurdish minister called on the US Government to help KRG further strengthen and advance Kurdistan Region’s democratic institutions.

The KRG foreign minister visited the US lately and met with a number of US officials for discussions over a range of issues, including the Erbil-Baghdad relations and the latest tensions between both sides.

The deputy of the coalition of state law Jassem Mohammed Jaafar, on Sunday, the approval of the Kurdistan region, "fundamentalist" on the conditions of the federal government to negotiate, pointing out that the signs of "resolving the crisis" will appear in the next few days with the start of negotiations.

Jaafar said in a press interview, followed by Sky Press, that "there are fundamental approvals by the Kurdistan region to the terms of the government to negotiate," stressing that "the region asked the federal government a few days to resolve these conditions and the approval of the other ones."

Jafar said that "the signs of a solution to this crisis will appear in the next few days," adding that "the negotiations will begin during the next few days."

Jafar said that "the approval of the region to the government's conditions a step towards rectification and the return of water to the streams," calling at the same time the federal government "to apply the Constitution and federal laws in this negotiation and take into account justice and equality with the region like the rest of the provinces without an increase Unkdan."

Jaafar stressed the need to "take a pledge from the provincial government to respect federal laws and extradition of criminals who have federal judicial rulings as well as the supervision of the federal financial supervision of the financial exchange in the region and other federal issues."

The Kurdistan Regional Government (KRG) President, Nigervan Barzani, renewed last Friday the readiness of the Kurdistan region to hold dialogue with Baghdad, calling on the international community to encourage Iraq and stimulate dialogue.

Morning Yota and DV,

 

The winter wheels are turning, slowly. I am looking to Spring, or at least a good 6 months or so to get conditions further along.  They are definitely using the right language, so we are moving in the right direction towards the Big Dance.

GM moneysoon and all of DV...I hope your not right on this subject taking 6 months, I think tomorrow when the Federal court speak on this matter it should put and end to much of this subject..and as far as the upcoming week I to look forward to it as well and like to wish you and your Family a Blessed Thanksgiving and that goes for everybody as well here at DV. I saw a sign on a Church yesterday that stated "Enjoy the Little things in Life", and it made me ponder as I travel down the road, On how true we all should Enjoy the Little things, even thru all the Storms. It been a rough year for a bunch of folks everywhere, as well with me and my Family, but we are still Bless, and I Thank the Lord for that...
